SPECIAL CITY COUNCIL MEETING
JANUARY i5 , 1975
The Mayor called the meeting to order at 7 : 45 p • m .

The Planning Director explained the p p edestrian s stem , major
in the Lou Park Addition . He pointed out the p y
structures proposed for the area ( restaurant , motel , office building )
apartments and townhouses ) and showed the major access points in and out
of the area . He noted that in the past some consideration has been
given to constructing a cul - de - sac on Hampshire Avenue .
In response to a question from Councilman Hanks , the Planner stated that
this matter is being brought to the City Council because the land must
be replatted or subdivided . Councilman Hanks stated that there should be
some guarantee that the entire project will be built as proposed in the
concept plan , if approved .
Following a question from Councilman Thiel , the Director. of Public Works
explained the existing storm sewer capabilities . Councilman Druskin stated
that he would like the applicant ' s attorney to be prepared to explain
the last paragraph of his January 9 , 1975 letter to the City relative to
the development . Councilman Griak stated that at some time in the future
staff should schedule a meeting to inform the residents of the proposed
development .
It was moved by Councilman Druskin , seconded by Councilman Meland , to
consider this matter at the January 20 , 1975 meeting . The motion passed
6 - 0 (Councilman Griak was not present ) .
FAU PROJECTS
A . Louisiana Avenue Preliminary Bridge Design - Mr . Larry Gardner of Bather ,
Ri. ng .rose , Wolsfeld reviewed the progress of the project and noted that
it is essentially on schedule . He noted that the most critical item
at this point in time is obtaining the necessary ri. ght � of - wa.y . ( In
order to obtain approval for the plans , the City must certify that

it possesses the needed right - of - way ) . The City Manager stated that
staff has been negotiating with the property owners in that area ;
however , there is some difficulty and many questions to be revolved
regarding the elimination of the railroad spur trackage .
Mr . Gardner showed various alternatives for the proposed bridge
design . After considerable discussion regarding materials , design
and alternatives , it was moved by Councilman Thiel , seconded by
Councilman Graves to eliminate the weathered steel approach shown
on some of the consultants bridge design concepts . Mayor Fleetham
stated that he would like better cost figures on the difference
between using the weathered steel and some other materials . The
motion passed 5 - 2 ( Councilman Hanks and. Mayor Fleetham opposed ) .
Councilman Druskin and Councilman Hanks stated that they are not
satisfied with the atlernatives proposed and would like the
consultant to consider various other types of designs . The consultant
agreed to have some other alternatives available for the January 20 ,
1975 meeting .
B . 36th Street , Landscaping and Roadway Design - Mr . Bob Rosco of Egi1
Wefald reviewed the status of the project and pointed out the various
features of the proposed design . He noted that a portion of this
project is not yet on the FAU system and the Council may wish to take
some action to request that the remainder of the route be placed on
the FAU system .
RESOLUTION NO . 5196
It was moved by Councilman Hanks , seconded by Councilman Meland to
waive reading and adopt Resolution No . 5196 entitled " Resolution
Requesting the Transportation Advisory Board and the Transportation
Board of the Twin City Metropolitan Area to Modify the Federal Aid
Urban System by Inclusion of West 36th Street extended Westerly ,
Oxford Street , and Meadowbrook Road" . The motion passed 6 - 0 .
Mr . Jerry Bailey of Bailey and Associates reviewed a landscaping
concept plan for West 36th Street . Councilman Meland noted that
doing something of this nature may revitalize this area , whereas
not doing anything may cause it to decline further. . The City
Manager informed the Council that staff will prepare alternative
methods of funding an improvement of this type: for the Council ' s
review at a future meeting .
Franc Strgar of Egil Wefald informed the Council that because a
portion of Jorvig Park will be needed for this project a " 4F "
environmental statement must be prepared and
