Improvement No . 68 - 02 , Storm Sewer , area of 36th and Natchez , Highway 10 ( from 41st Street to Excelsior Boulevard Mayor Fleetham opened the hearing , Frank Siefert , 4073 Utica Avenue South , objected to an assessment of $ 200 . 00 , as he saw no benefit from the storm sewer . Mayor Fleetham explained the drainage problem in the area to Mr . Siefert and Councilman Hanks , the City Manager explained that the assessments were not levied at an earlier date because all of the work in the total drainage area had not been completed , The City Manager stated that City notice of the public hearing on the project was mailed to Mr . Siefert on March 1 , 1968 . Helen Rucker , 4081 Utica Avenue , inquired as to the project completion date . Darrel Larson , 4080 Utica Avenue , informed the Council that he purchased his home on Utica Avenue in September of 1970 , that the storm sewer was completed prior to his purchase . The City Assessor informed Mr . Larson that money to pay for the storm sewer is currently being held in escrow . Charles Fre idhe im , 3601 Park Center Boulevard , representing the Chase Freidheim Company , stated that he had no objection to the assessment , but felt that the interest rate of 7 % should be lowered to 6% . In. response to a question :, the City Manager stated that if the assessment would have been. spread prior to 1970 , the interest rate would have been 6 % * Charles Tebow , 4059 - 4. 061 Vernon Avenue , stated that he purchased this duplex on. Vernon on. December 153 1967 , and did not recall receiving a notice of hearing . The Assessor informed Mr . Improvement No , 72 - 14 , Storm Sewer , bounded in general by Minnetonka Boulevard on the North ; T , H , 100 on the West ; Chicago , Milwaukee Railroad on the South and Inglewood Avenue on the East Mayor Fleetham opened the hearing , Mayor Fleetham acknowledged receipt of and ordered filed a letter from the law firm of Stringer , Donnelly , Courtney , Cowie & Robleder , Ltd . representing the Chicago and North Western Transportation. Company , which states their objection to any assessment for this project . Mayor Fleetham also ordered filed a letter from Amanda Swenson , 3035 Lynn Avenue South , in which she objects to her assessment . Bell contact the attorney who worked on the closing of the property for recommendations on a further course of action . Emil Kadlec , 3138 Salem Avenue South , questioned his assessment . The City Assessor explained the procedure for assessing property and that the minimum assessment is $ 200 . 00 on a 50 foot lot , not to exceed $ 300 . 00 . In response to a question from Mr . Kadlec , the Assessor noted that residents in the area of 31st and Minnetonka are also being assessed for this project , In response to a question from Ken Samudio , 2947 Quentin , the Assessor stated that there are no funds being held in escrow for his property . ( e ) FIRST READING OF ORDINANCE ADOPTING THE BUDGET FOR THE FISCAL YEAR 1975 AND AMENDING THE 1974 BUDGET AS PREVIOUSLY ADOPTED AND AMENDED In a response to a question from Mayor Fleetham , the City Manager noted that the proposed expenditures for park improvements for. 1974 and 1975 total approximately' $ 881 , 000 ( as noted on Page 107 ) . Approximately $ 333 , 000 of this total is being proposed to be appropriated from revenue sharing funds ( as noted on Page 103h ) . The remaining $ 541 , 000 must be funded through one or a combination of general fund monies , loans , G . O , bonds , revenue sharing , Community Development funds , etc . He noted that even if $ . 5 million in G . O . bonds were used for park improvements . the City would still have a deficit of approximately $40 , 000 going into 1975 . In response to questions from the Council , the Planning Director stated that the applicant cannot add more square footage to the building without coming to the City Council for approval . Mr . Davis stated that the applicant has performed practically all of the requirements under the conditions set out by the Council . Mr . Davis urged the Council to consider this application favorably and stated that the applicant has no intention of enlarging the grocery space . Councilman Thiel stated that he would like to see a condition addedto the permit that if the applicant should not fulfill condition �� 3 , the City Council would withhold reissuing the gasoline pump licenses for 1916 . It was moved by Councilman Druskin , seconded by Councilman Hanks ) to defer this matter to October 7 , 1974 and for staff to be provided with all the contracts and to report on the traffic patterns in the area .
