1 Bob Ritter , 3534 Indiana Avenue North , Minneapolis , stated that he circulated
the petition and was hopeful that the improvements could be made this year .

the improvement was requested by petition of 46 % of the residents .

It was moved by Councilman Hanks seconded by Councilman Thiel , to waive
reading and adopt Resolution Adopting Assessment Improvement No . 71 - 17 .
The motion carried 7 - 0 .
After the hearing had been closed and action taken , Ms . A . Hokenson , 5500
Minnetonka Boulevard , requested to speak to Council on this subject . She
objected to her property being assessed as she felt the sidewalk benefited
the school children and therefore ; the City should pick up the entire cost
of the project .
Mayor Fleetham explained to Ms . Hokanson that the City had payed 37 % of
the entire cost of the sidewalk and all cost on the retaining wall .
Councilman Druskin moved to reconsider the motion , Councilman Graves
seconded the motion . The motion failed 3� 4 , Councilmen Thiel , Meland ,
Griak and Mayor Fleetham voting opposed .
Mayor Fleetham informed Ms . Hokenson that she could speak to the City Assessor
regarding her assessments and legal recourse available .
2 . Improvement No . 73- 18 , paving , curb and gutter , Edgewood Avenue from Cedar
Lake Road to the Great Northern RR right - ofmway .
Mayor Fleetham opened the hearing .
There being no one present wishing to speak , the Mayor declared the hearing
closed .
It was moved by Councilman Griak , seconded by Councilman Graves , to waive
reading and adopt Resolution adopting Assessment Improvement No . 73- 18 .
The motion carried 7 , 0 .
3 . Improvement No . 73- 259 paving , curb and gutter , Flag Avenue from Minnetonka
Boulevard , to 775 feet north .
Mayor Fleetham opened the hearing .
Councilman Thiel stated that he was being assessed for this improvement and
would therefore abstain from voting .

The City Prosecutor briefly c �cp :lained the) increase in the prosecution workload
due to recent doubling up of ;judges throughout the municipal court system in
order to catch up on the backlog of cases . I-1e requested that the City Council
consider eliminating the present retainer and special case fee situation
and going to a flat rate of $ 37 . 00 per hour ,
It was moved by Councilman Hanks , seconded by Councilmen Thiel , in the 1975
Budget to eliminate the retainer and establish a flat rate for the City
prosecutor of $ 35 . 00 per hour . It was moved by Councilman Meland , seconded
by Councilman. Graves , to amend the $ 35 . 00 to $ 37 . 00 per hour . The amendment
passed 5 = 2 ( Councilman Hanks and Councilman Thiel opposed ) . The motion as ameRdtd

to negotiate for purchase of necessary parcels and report back to Council .
It was moved by Councilman Hanks , seconded by Councilman Griak , to authorize
negotiations . The vote passed 7 - 0 .

1975 PROPOSED ANNUAL BUDGET
Revenue Sharing - It was moved by Councilman Hanks , seconded by Councilman
Thiel to remove $ 30 , 000 for control of algae in lakes and ponds in the revenue
sharing budget for 1975 ( Account No . 214 - 4961 - 1290 ) and to remove $ 25 , 000 for a
pedestrian bridge at Cedar Lake Road and the railroad ( Account No . 214 - 4961 - 1540 )
and to put these funds inthe Unallocated Reserve of the Revenue Sharing Budget .
In response to a question from Councilman Druskin , the City Manager stated that
the pedestrian bridge is programmed in the 1975 Capital Improvement Program .
The motion failed 3 - 43 Councilman Graves , Councilman Druskin , Councilman Meland
and Councilman Griak voting opposed .

The Finance Director stated that the City should sell approximately $ 4 million
total in special assessment and G . O . bonds over the next two years , Councilman
Griak stated that she does not want park improvements to come from revenue
sharing funds .
It was moved by Councilman 'thiel , seconded by Councilman Hanks , that the
proposed G . O . bonds and special assessment bond budgets be amended to total
$ 2 million , $ 750 , 000 of which will be G , 0 , bonds . Councilman Graves stated tnaj
he is not opposed to selling only $ 2 million in bonds during 1974 , but feels tha :

Council Compensation - It was moved by Councilman Griak , seconded by Councilman
Graves , to direct staff to propose criteria for consideration for reimbursement
to Councilmen for attending meetings other than those required in the Charter .

General Fund Levy - The motion , deferred from September 23 , 1974 , made by
Councilman Graves , seconded by Councilman Meland , to levy the se.lme amount for
the general fund for 1975 as was levied in 1974 and to adopt the proposed
additions to the revenue sharing budget was read .

levy the same as in 19741 but if that is done , that he is opposed to levyin
the proposed amount for bond sales .

The City Council adjourned to discuss with the City Attorney a legal matter
pertaining to Louisiana Avenue .
(h ) COMMUNICATIONS FROM THE CITY MANAGER

that staff would like the City Council to authorize meetings to discuss
the preliminary plans for improvement of West 36th Street and the related
parking problems with the property owners involved . It was moved by

begin meeting with the West 36th Street property owners . The motion
carried 7 - 0 .
