Councilman Griak indicated that the program would be worthwhile
and should be implemented in the City . She then moved that the Police
Chaplain Corps service be established . Councilman Meland seconded the
motion .
Councilman Druskin stated that he would .like to see the matter deferred
until more detailed information could be obtained on the mechanics of
the program . He expressed support for such a program and concern that
itbe implemented in a manner so as to avoid problems .
Reverend Duane Sarazin , 7005 Cedar Lake Road , inquired as to what
extent the St . Louis Park Ministerial Association would be involved
and believed that there were local clergymen who would like to
participate . Quinten Alfors , explained that the St . Louis Park
Ministerial Association representatives were contacted by the City ' s
Human Rights Commission earlier in the review of the Corps program ,
he has not personally been in contact with anyone but would be willing
to include St . Louis Park clergymen , following approval by the Police
Chaplain Corps committee .
It was moved by Councilman Druskin , seconded by Councilman Meland , to
table this matter . Upon a roll cell vote , the motion carried 4 - 3 .

( j ) REPORT OF HOUSING AND REDEVELOPMENT AUTHORITY TO DOMINIUM PROPOSAL ,
SECTION 23 , NEW CONSTRUCTION
Mayor Fleetham briefly reviewed the background of the housing proposals
leading up to the proposal for Council action . He stated that although
his original support for the program was to have the private sector
included , the inflationary problems , mortgage rates and general economic
conditions now force a re - directoq, in this policy . He indicated that
while he would have preferred private ownership of elderly housing , he
would support the other proposal , rather than jeopardize such an urgently
needed housing program for the City .
Councilman Thiel stated that he would support the resolution in support
of the housing proposal because of the dire zieed for such housing in
St . Louis Park . He further stated that not to support the proposal
would deny the ever - increasing elderly residents needed housing and that
this fact over - rides a basic philosophical attitude relative to the
private sector being included .
Councilman Hanks explained that all City Councilmen would like a.
