PETITIONS , REQUESTS , AND COMMUNICATIONS ( a ) NOTICE OF INTENT TO CONDUCT BINGO GAMES - FRANK LUNDBERG AMERICAN LEGION POST 282 , 5707 EXCELSIOR BOULEVARD , EVERY FRIDAY NIGHT FROM 8 : 00 - 12 : 00 , COMMENCING AUGUST 1 , 1974 . There being no opposition , the notice was ordered by the Mayor to be received for filing . ( b ) COMMUNICATION FROM HERB DAVIS CONCERNING LIQUOR LICENSE Councilman Thiel explained that each member of the City Council had received a communication from the attorney for Jennings Red Coach Inn , Inc . alleging certain violations by certain licensed establishments of the Minnesota Statutes , particularly Section 340 , 13 . Based upon this letter and the alleged facts contained therein Councilman Thiel moved the following : ( 1 ) That staff , under the direction of the City Attorney , conduct an independent investigation of the alleged ownership violations and submit such findings to the City Council ; ( 2 ) That the investigation also include the present application date of all licensed establishments and available current ownership records ; and ( 3 ) That the City Attorney review the current renewal application forms to be used by the City to determine their applicability to existing statutory requirements . The motion was seconded by Councilman Graves and carried 6 - 0 . ( c ) REQUEST OF LUVERNE GULLICKSON REGARDING COMMERCIAL VEHICLE ( REQUESTED BY COUNCILMAN DRUSKIN ) Councilman Druskin explained that Mr . Gullickson has a problem that should be heard by Council and for which there should be an opportunity for dialogue . Mr . Luverne Gullickson , 2616 Vernon Avenue , stated that he has a sausage distributorship which requires his having a refrigerated truck parked in his rear yard and which is larger than is permitted by City ordinance . He explained that this refrigeration must be powered by electricity at night and that parking it away from his home could cause a tremendous loss of inventory if there should be a power failure . The following persons were present stating they had no objection to the truck being parked in this yard and urged Council to consider permitting this situation to continue : Gertrude Erickson , 2600 Vernon Avenue , S . It was the consensus of the Council that it was not its intention to deprive est c ri :ear anyone of a livelihood when this ordinance was adopted , u P in residential areas . Councilman Druskin felt Council should perhaps consider reviewing the ordinance for possible amendment. After further discussion , Councilman Graves moved that the arr hggnmsnt bc continued until Mr . Gullickson has an opportunity to seconded tthCouncilm� { Inspectional Services Department . The motion was Hanks . Councilman Thiel stated he felt it improper to interfere with the due Pt °c ` s' and that it should be the prosecutor ' s decision if the matter should be continued while Mr . Gullickson conferred with the Building Inspector as to whether or not there would be some method where this truck could be garaged or in some other way legally stored on this property . Councilman Druskin moved that the motion be tabled. Councilman Thie1 seconded and the motion carried 6 - 0 . ( d ) REQUEST FOR WITHDRAWAL OF ON - SALE LIQUOR LICENSE - DEVELOPMENT / MANAGEMENT , INC . ( RADISSON HOTEL PROJECT) It was moved by Councilman Graves , seconded by Councilman Grisk to accept request for withdrawal . The motion carried 6 - 0 . 8 . REQUEST FOR SPECIAL PERMIT ( CASE NO. 74 - 12 - SP ) - SENIOR CITIZEN HOUSING , NEVADA AND CEDAR LAKE ROAD , APPROVAL RECOMMENDED BY THE PLANNING COMMISSION RESOLUTION NO , 5081 It was moved by Councilman Graves , seconded by Councilman Griak , to waive reading and adopt Resolution No . 5081 entitled , " Resolution Grarting Permit Under Section 6 : 092 . 13 of the St . Louis Park Zoning Ordinance for Senior Citizen Housing , " with conditions . The motion carried 6 - 0 . MONTHLY FINANCIAL REPORT - MAY 1974 There being no discussion , the report was ordered by the Mayor to be received for filing . (j ) MINNEHAHA CREEK IMPROVEMENT PROJECTS ; PRELIMINARY REPORT After discussion concerning the priorities of the various projects listed , Councilman Thiel moved to approve the general concept plan as submitted . Councilman Graves seconded and the motion carried 4 - 1 - 1 , Councilman Griak voting nay since she preferred it would have been presented earlier in order to be sent to commissions , and Councilman Druskin abstaining . Councilman Thiel moved to refer the matter to the Community Relations Commission , Planning Commission , Parks and Recreation Commission and Environmental Improvement Commission . ( f ) BASSETTS CREEK - WESTWOOD HILLS Councilman Griak and the Director of Public Works reported to Council a meeting of the Bassetts Creek Watershed District . It was reported that the Watershed District has review powers on the development of this area and that the plans for developments in Golden result Goldenley Va lea not been submitted for a recommendation . As y refused to issue a certificate of occupancy until the problems of filling , change in the channel and parking lot drainage are resolved . 12 . CLAIMS , APPROPRIATIONS , AND CONTRACT PAYMENTS ( a ) VERIFIED CLAIMS On motion of Councilman Hanks , seconded by Councilman Griak , the lists of verified claims prepared by the Director of Finance and presented to the Council dated July 1 , 1974 in the total amounts of $ 18 , 3440 30 for payroll , and $ 162 , 414 . 97 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a six yea vote .
