6. (a) The City Manager said he had a letter from Mr. Ward Hurd, requesting
deferral of the assessment of one unit (Parcel 8240).
It was moved by Councilman Hanks, seconded by Councilman Griak,
to adopt the assessment, deferring assessment of one unit as requested
by Mr. Hurd. The motion carried 6 - 0.
3. Imp. No. 72-13, paving, curb and gutter, Cavell, Decatur, and Ensign
Avenues from Minnetonka Boulevard to West 31st Street and West 31st
Street from Ensign to Cavell
Mayor Fleetha_m opened the hearing.
Mr. Wallace Tsrnblad, 3001 Ensign Avenue, had questions concerning
his assessment and its effect on the property valuation which were properly
answered by the City Assessor. He also said that his driveway apron had
been damaged by heavy equipment and was told that this would be inspected
and satisfactorily taken care of in the spring/summer of 1974.
There being no one else wishing to speak, the Mayor declared the hearing
closed.
It was moved by Councilman Druskin, seconded by Councilman Thiel, to
adopt the assessment. The motion carried 6 - 0.
4. Imp. No. 73-20, paving, curb, and gutter, Nevada Avenue from Cedar
Lake Road to dead end
Mayor Fleetham opened the hearing.
Mrs. Pearl Schwartz, 2501 Oregon Avenue, complained about sod that
was damaged shortly after it had been laid due to an accident of vehicles
on Cedar Lake Road. She also questioned why the curb was not extended
around the corner onto Cedar Lake Road. Council directed staff to replace
the damaged sod when weather permits and explained to her that the City
is not permitted to place improvements on county right-of-way.
There being no one else wishing to speak, the Mayor declared the hearing
closed.
It was moved by Councilman Hanks, seconded by Councilman Meland, to
adopt the assessment.
RESOLUTION NO. 4993
It was moved by Councilman Hanks, seconded by Councilman Meland, to
waive reading and adopt Resolution No. 4993 entitled, "Resolution Adopting
Assessment Improvement Nos. 72-13, 73-20, 73-28, and 73-33." The motiO
carried 6 - 0 (Councilman Graves was not present),

10. UNFINISHED BUSINESS
(a) PRELIMINARY PLANS - OTTAWA AVENUE AND HIGHWAY 7 INTER-
SECTION
The Planning Director described the preliminary plans, explaining
that the intersection is to be channelized and controlled.
Council expressed concern for entrance of emergency vehicles and
possible infiltration of traffic dnto residential streets. They were
told that these -natters had been considered by the staff, committee,
and Planning Commission. '
RESOLUTION NO. 4998
It was moved by Councilman Thiel, seconded by Councilman Griak,
to waive reading and adopt Rerpolution No. 4998 entitled, "Resolution
Approving Preliminary Plans T. H: No. 7, " also requesting from the
County signalization at Toledo Avenue and Minnetonka Boulevard. The
motion carried 6 - 0. (Councilman Graves was not present).
(b) CROSSTOWN BUS - TRANSIT
Councilman Thiel informed Council that an order may be enacted in
the near future for the Richfield Bus Company to cease and desist in over.
chargingfares, picking up and discharging passengers at unapproved
bus stops, and refusing to submit a financial statement.
Councilman Thiel reported that the Operations and Regulations Committee
of the Metropolitan Transit Commission had unanimously approved
extension of the Crosstown Bus to July 15, 1974 at a cost not to exceed
$34, 000, provided that St. Louis Park would pay half of this amount.
It was moved by Councilman Griak, seconded by Councilman Meland,
to subsidize the Crosstown Bus to July 15, 1974 at an amount not to
exceed $17, 000. The motion carried 7 - 0.
(c) WORK SESSION - FEBRUARY 11, 1974
Council agreed to meet February 11, 1974 to study Public Works projects,
I-394 draft and the Capital. Improvements Program in general.
(d) ADVISORY COMMISSION INTERVIEWS AND RECOMMENDATIONS
Since Mr. John Neter had been nominated to the Planning Commission
under the past method of appointments, Councilman Druskin moved that
he be appointed to the Planning Commission and that Joshua Schneck
be reappointed. Councilman Griak seconded and the motion carried 7 - 0,
