HomeMy WebLinkAbout1974/12/16 - ADMIN - Minutes - City Council - Regular (2) MINUTES SPECIAL CITY COUNCIL MEETING ST , LOUIS PARK , MINNESOTA December 162 1974 The meeting was called to order at 7 ; 00 porn , by Mayor Fleetham , The following Councilmen were present : Rose - Mary Griak Richard Graves Keith Meland Frank Fleetham Councilman Hanks arrived at (: 05 p , m . ; and Councilman Druskin at 7 : 12 p . m . Also present were the City Manager , Director of Public Works , and Acting Secretary . The following members of the Environmental Improvement Commission were present : Lee Rickard , Chairman William Norton Lynn Schwartz Mary Jo Permuth Lee Rickard briefly reviewed the lakes and ponds study conducted by the Environmental Improvement Commission and commented that the major problems in the lakes and ponds could be categorized into two major areas - - physical and biological . Based on the EIC ' s study of existing lakes and ponds in the City and its rating of same , the EIC is making the following recommenda - tions : 1 . The City look into the best means and methods of constructing siltation traps ; that this study be completed , if possible , by spring of 1975 so that construction in some areas can commence . 2 , The City Councilconsider aeration of two major lakes in the community - Hannan Lake and Twin Lakes . In response to Councilman Griak , Chairman Rickard noted that the high coliform count in Hannan Lake , an organism found in human wastes , is probably a result of leeching of materials from the septic tanks located on the south. shore . He noted that Hannan Lake also has problems with clarity and With high levels of carbon dioxide . Mary Jo Permuth explained the process of aeration and the type of equipment involved . Counc ' Im. en Graves and blanks both. stated that they fecal it important that the City Council consider what action should be taken to eliminate t e septic tanks on the south shore of Hannan Lake . as moved b Councilman Meland , seconded- by Councilman Graves , to It , w Y authorize staff to negotiate a contract with the Clean Flo Corporation , e motion carried 6 - 0 . On behalf of the City Council , Mayor Fleetham thanked the Environmental Improvement commission and commended each of the members for work in the lakes and ponds study . Chairman Rickard noted that the EIC would be setting its priorities for 1975 at their upcoming meeting and would like any input from the Council regarding their r ommendatione on priorities .
