(i ) REPORT RELATIVE TO SHELARD PARK LIGHTING
Councilman Meland inquired as to the feasibility of excluding one
property owner from the area . The City Manager said he would bring
preliminary report and assessment report on November 12 with
estimated costs . It was moved by Councilman Griak , seconded by
Col,mcilman Graves , to set date for hearing December 2 , 1974 .
The motion carried 6 - 0 .
10 , UNFINISHED BLTSTNESS
(a ) SHELARD PARK - PARK AGREEMENT ( M & C NO. 74 - 59 )
It was moved by Councilman Graves , seconded by Councilman Griak ,
to authorize execution of the proposed agreement. The motion
carried 6 - 0 .
(b ) APPOINTMENTS TO BOARDS / COMMISSIONS
It was moved by Councilman Griak , to appoint Carolyn Hunegs as
youth representative to the Hfunan Rights Commission and Rachel
Lipkin as youth representative to the. Environmental Improvement

(� ) STATUS OF METRO RECYCLING OPERATION
Mr . Wendell Mtin. son and Mr . Dennis Sederholm of the West
Suburban Chamber of Commerce were present to discuss possible
solutions to the problem of the cessation of the operation of the
recycling operation. The City Manager explained that it has been
difficult to ascertain just why the operation has been removed and
what future plans may be , since he has not received replies to
coni nunicatio.ns that have been sent to Metro Recycling . Both the
Council and Chamber expressed interest in continuing this type of
operation. . Councilman Griak moved that there be a coordinated
effort in reestablishing the operation and getting information as to
other options . Councilman Graves seconded and the motion carried
6 - 0 .
( d ) LOUISIANA. AVENUE / AQUILA TRAFFIC MATTERS
Mayor Fleetharn explained that no students would be crossing Louisiana
Avenue after December 1 . Council requested a report be prepared
concerning traffic on. Aquila Avenue .
( e ) SEWER ROOT PROBLEM

that the agreement with the Human. Rights Consultant terminates
December 31 , 1974 . He said that a draft of a reorganization of
that commission has been submitted to that commissi

changes have as yet been Suggested . He asked if Cotnicil would
prefer to consider this matter at this t:.me or at the next meeting ,
since he felt as much notice as possible should be given if Council
decides to terminate services . Councilman Hanks moved to
terminate services . Councilman Meland seconded and the
motion carried 5 - 1 , Councilman Griak voting nay.
4 . Louisiana Avenue - The Council adjourned to discuss the Methodist
Hospital assessment suit with the City Attorney . Following
reconvenemert in the Council Chambers , it was moved by
Councilman. Druskin , seconded by Councilman Meland that a
formal invitation be sent to the Board cf Directors of Methodist
Hospital inviting them to a joint dinner meeting with the St . Louis
Park Czty Council and staff to discuss the Louisiana Avenue
improvement ,
Mayor Fleetham: stated that he believes the meeting should be
held in the Council. Chambers ; Couracilrnan Griak and Council -
man`. Druskin agreed that a dinner meeting would ouemore appropri -
ate and provide for better dialog between the g ps
