Mrf, Dudley Moylan , 6920 Excelsior Boulevard , explained that the median construction done by the Co �:.nty on Excelsior Boulevard now restricts access into and out of the east parking lot at Meadowbrook Manor . RESOLUTION NO . 5159 It ' as moved by Councilman Hanks , seconded by Councilman Graves , to waive reading and adopt Resolution No . 5259 entitled , ' Resolution Requesting County Highway Department Action to Provide Access to Meadowbrook Manor Apartments . " The motion carried 7 - 0 . There being no further discussion , the minutes were ordered by the Mayor to be received for filing . MINUTES OF STREETS AND HIGHWAYS SUBCOMMITTEE MEETING HELD OCTOBER 22 1974 . There being no discussion , the minutes were ordered by the Mayor to be received for filing . ( e ) MINUTES OF HOUSING AND REDEVELOPMENT AUTHORITY SPECIAL MEETING HELD OCTOBER 3 , 1974 . Mayor Fleetharn informed the Council that the HRA would like to meet with the Council . It was moved by Councilman Hanks , seconded by Councilman Druskin , to hold a study meeting with the HRA on November 12 , 1974 at 7 : 00 p . m . The motion carried 7 - 0 . There being no further discussion, the minutes were ordered by the Mayor to be received for filing . ( f ) REPORT OF BOARD OF ZONING APPEALS ( CASE NO. 74 - 38 - ZA / INT ) RECOMMENDING AMENDMENT TO ZONING ORDINANCE SECTIONS RELATING TO EXPANSIONS ALO?�TG NONCONFORMING SETBACK LINES ( SEE ITEMS ITEM 9 ( a ) , AND 9 (b ) ) It was moved by Councilman Graves , seconded by Councilman Hanks , to refer this matter to the appropriate citizen advisory boards / commissior_ s . The motion carried 7 - 0 . ( 9 ) REPORT OF CITY MANAGER (M & C NO . 74 - 57 ) - RIGHT OF WAY ACQUISITION 292A COM61 Minutes , Octcber 21 , 1974 10. UNFINISHED BT? SINESS ( a ) PENSION CONSULTANT ST- DY CONTRACT ( AS PREVIOUSLY SUB - MITTED , DEFERRED FROM OCTOBER 1 AND OCTOBER 7 , 1974 ) . The Assistant City Manager explained the phases of the proposed study to be performed by the Wyatt Company. Following Council discussion , it was moved by Councilman Graves , seconded by Councilman Griak , to approve and authorize execution of the contract . The motion carried 7 - 0 . ( b ) APPOINTMENTS TO BOARDS / COMMISSIONS ( DEFERRED FROM OCTOBER 7 , 1974 ) * It was moved by Councilman Harks , seconded by Councilman Druskin , to reappoint Jim Jones , Stewart Mann , Charles Houdek , Henry Grove , and Margaret Gingerich to the Community Relations Commission ( all termsexpiring October 1 , 1977 ) . The motion carried 7 - 0 . Mayor Fleetham nominated Robert Wheelock for reappointment to the Police Civil. Se rivice Comrni ssion . it was moved by Councilman Thiel , seconded by Co-imcilaman Hanks , to confirm the reappointment of Robert Wheelock to the Police Civil Service Commission ( term expiring October 1 , 1977 ) . ( C ) CATV - TRANSFER OF FRANCHISE Councilman Thiel iriformed the Council that he has checked further into the financial aspects of the requested transfer and the status of other CATV systems owned by Cable Media and that he has requested additional information f r orn them • Mayor Fleetham informed the Council that Mr . Pol. insky has requested that no deadline be set at which time negotiations must be complwted . He found that the Council should delay action on this until. November 18 , 1974 . NEW BUSINESS ( a ) TABULATION OF BIDS - VENDING MACHINES It was moved by CounciLman Griak , seconded by Councilman Graves , to designate Quality Vending Machine Company as the lowest responsible bidder and authorize the Mayor and City Manager to execute the necessary contract . The motion carried 6 - 0 - 1 .
