In response to a question from James Darr , 2700 Webster , the City Assessor explained his side street assessment . Dennis Hendrickson , 2848 Webster , stated that he was never told about the $ . 20 removal charge on the sidewa. Lk and thought the assessment would be $ . 70 per square foot . In response to a question from Da .Te Shaffer , 2701 Xenwood , the City Engineer , stated that the City Forester will look at the trees in front of his property . William Baker , 2809 Yosemite Avenue inquired as to his side street assessment and stated that he is being assessed for two lots , when his property was originally platted as one lot . Counc ilmen Thiel pointed out that Mr . Baker had inquired about the possibility of subdividing his Land in 1973 . It was moved by Councilman Druskin , seconded by Councilman Meland , to have the City pay for the cost of 20 (� for sidewalk removal rather than It being assessed to the residents . The motion carried 4 - 3 : ( Councilmen Griak , Hanks and Thiel voting opposed ) . It was moved by Councilman Thiel , seconded by Councilman Graves , to defer Mr . LaBeau ' s assessment until October 7 , 1974 , until staff can look into the matter further . The motion carried 7 - O , RESOLUTION NO . 3142 It was moved by Councilman Meland , seconded by Councilman Griak , to waive reading and adopt Resolution No . 5142 as amended entitled , " Resolution Adopting Assessment Improvement Nos . 72 - 07 , 72 - 07C , and 73 - 31 " . The motion carried 7 - 0 . 7 . UNFINISHED BUSINESS ( a ) APPOINTMENTS TO BOARDS / COMMISSION ( DEFERRED FROM 9 / 30 / 74 ) It was moved by Councilman Graves , seconded by Councilman Griak , to defer this matter to October 7 , 1974 . The motion carried 7 - 0 . ( b ) PENSION CONSULTANT STUDY CONTRACT ( AS PREVIOUSLY SUBMITTED - DEFERRED FROM 9 / 30 / 74 ) It was moved by Councilman Graves seconded by Councilman Griak , to defer this matter to October 7 , 1974 , The motion carried 7 - 0 . FOR SPECIAL PERMIT TO ALLOW ADDITION OF TWO LOADING DOCKS 'DEFERRED FROM 9 / 30 / 74 RESOLUTION N0 . 5143 It was moved by Councilman Hanks , seconded by Councilman Graves , to Waive reading and adopt Resolution No . 5143 entitled " Resolution Amending Resolution 4 .392 Granting Permit Under Section 6 : 176 . 2 and Section 6 : 056 . 1 of the St . Louis Park Zoning Ordinance for a Commercial Development Unit , Target Stores , Inc" . The motion carried 7 - O . a . MISCELLANEOUS ( a ) COMMUNICATIONS FROM CITY MANAGER 1 , SHELTER BUILDING - LAKE STREET It was moved by Councilman Graves , seconded by Councilman Meland , to authorize City Manager. and Mayor to execute the necessary Change Order to provide for parking next to the former Community Center Building . The motion carried 7 - 0 . 2 , MUNICIPAL SERVICE CENTER OPEN HOUSE It was moved by Councilman Graves , seconded by Councilman Druskin , to authorize an open house at the Municipal Service Center on October 17 , 1974 from 7 : 00 p . m . to 9 : 00 p . m . The motion carried 7 - 0 , 3 . REQUEST TO CONVERT AN ESTABLISHMENT TO A PIZZA HOUSE The City Manager explained that a request has been made to remodel the former Woody ' s Restaurant into a " Big B ' s Pizza House" ; he explained the proposed modifications and that staff was not certain whether a special permit would be required . Councilman Griak felt the Council should not consider this matter at this time ; Councilman Graves requested that the matter be placed on the next meeting ' s agenda. . 9 .
