Housing and Redevelopment Authority Report: Joel Glotter, Chairman, reported
that the Housing and Redevelopment Authority received HUD approval of the
Neighborhood Development Program, the Leased Housing Program, and the
Rehabilitation Program. Under the Leased Housing Program, 210 units for
low-income family and elderly persons will be made available. The H.R.A.
will lease units in both new and existing structures as long as the units
meet the rental standards and other federal requirements. To date, the
H.R.A. has received 137 applications for housing; of these 90 senior citizens,
and 30 families have qualified for the Leased Housing Program. Fourteen
leases have been signed by H.R.A. with apartment owners; twelve for senior
citizens, two for families.
The H.R.A. also received a grant to rehabilitate twenty existing structures.
Currently, one single family residence has been purchased and rehabilitated by
the H.R.A., and a low income family has been placed in that structure. Under
the Neighborhood Development Program grant, the H.R.A. has reviewed four
proposals to construct 112 units of senior citizen housing and fifteen single
family dwellings, which conform to HUD guidelines. Of these four proposals,
three are under consideration. One of the proposals provides for the units
to be privately owned; whereas the other two proposals provide for ownership
by a non-profit corporation. The three proposals are for three separate sites:
Cedar Lake Road and Nevada; the Freidheim property; Oak Park Village.
Mr. Glotter mentioned that Section 10-C of the Federal Housing Act allows the
City Council to sell bonds to purchase and develop land, which it would in
turn lease to the Housing Authority. He also stated that at this time it
was not the intent of the H.R.A. to ask the City to become involved or to
gain any commitment from them on this issue. The H.R.A. merely wanted to
inform the Council of its activities and the various options available.

specifically for elderly residents may be a solution to the problem Councilman
Heltzer stated that he would be in favor of an ordinance adopting "licensin "
for elderly housing in order to meet special zoning requirements. g
Councilman Thiel asked whether or not any of the developments would involve
the Freidheim property. Mr, Glotter stated that one of the developers proposed
to build on this property; however, the H.R.A. has requested the propoasl to
be modified in order to better link the housing project with the Recreation
Center.
It was mentioned that a $2,850,000 bond sale to fund the Neighborhood
Development Program would be scheduled. On July 17th the City will participate
in a combined note sale to provide $200,000 for the rehabilitation project,

Councilman Hanks asked who backs the bonds that are being sold. Joel Glotter
stated that these bonds are both backed and sold by the full faith and credit
of the Federal Government,
Councilman Heltzer asked whether or not any thought had been given to what

properly, Mr. Glotter stated that the staff has been very careful to discuss
this aspect with the people applying for the program,
H•R•A. Le islation: Councilman Grialc stated that she wished to clear up any
misunderstandings regarding the recently passed resolution providing for
appointment of a Council member to the H.R.A. This was done in order to provide
the Council with the option of placing a member on the H,R,A, to achieve
better communication with the H.R.A. and keep the Council abreast of the
many activities that involve Council policy and support. Dudley Moylan
suggested that the City Council may wish to consider appointing an ex -officio
member, rather than a regular member, to the H.R.A. He stressed the need
for regular attendance of all H.R.A, members at meetings and suggested that
this obligation may be too burdensome for Councilmen.

Jane Tschida asked whether in the future revenue sharing monies will be
available for H.R.A. projects? Mr. Thiel commented that the Council will
look into revenue sharing at budget time, and H.R.A. members may want to discuss
this matter with the Council at that time. The City Manager stated that
special revenue sharing monies (under the proposed "Better Communities Act")
may be made available to replace the categorical grants. Councilman Heltzer
stated that those projects formerly funded under federal programs, such as
housing, should have priority with revenue sharing, rather than programs
usually funded in other manners.
Councilman Thiel praised the H.R.A. for its accomplishments and thanked
each of the members for attending the joint meeting.
Cable TV - Sub -Hubs: The City Manager showed the Council various maps depicting
the wards, natural boundaries, planning areas, school districts, and several
suggested sub -hub areas. It was decided that the sub -hubs should relate most
to what the areas have in common. After some discussion, the Council requested
that the CATV sub -hub plan provide between four to five sub -hubs to serve the
City,
MTC: The City Council consented to approve $300 for mailing of publicity on
the new bus routes. The City Manager stated that in addition, billboards,
posters, news articles, etc, will publicize the new bus route.
