This system and the number of "sub -hubs" tar,:;' d ?-c based upon neighborhood characteristics, size, and such other criterza, Councilman H".nks indicated that he would be concerned how this "hub" system would be established and felt that the City should not be rest;:1cte. co a minimum, of four "sub -hub" systems. Councilman Thiel indicated that he was in favor of a "sub -huh'' system, as proposed, together with a dual c^ble system which could be constructed with a "shadow" cable, if necessary. He indicated that he was not too concerned t�ith the subscription rates at this time and • felt that this would be decided at a later date with the company. Revenue Sharin^,: The Ccuncil. was advised of the new requireieent that f revenue sharing funds publish a '#Plan Use each governrlen� al recipient o Report" xn she local newspaper, as well as filing such a Report with the Office of Revenue Shara.nu. The deadline date for this report is June 20, 1973. Copies of this report were distributed to the Council. The Manager fadvised the Council that the purpose of this law was to ertsur�• that citizans were properly advised of the intended use of revenue sharing funds in order for then to express their views and opinions about how they feel such funds should be utilized. The report Mould not restrict the Council to utilizing the funds in any other specific manner but would indicate the general intent of the Council to expend such funds in general categories, as outlined. FollovinU a brief discussion, the Manager was authorized to publish such s report and submit it to the office of Federal Revenue Sharing indicatin0 the intent of the City to appropriate funds for such uses as trails, writ development, snow removal/disposal equipment, pedestrian bridges, ani the: capital outlay itens. SUBJECT: Tabulation of Proposals for Voluntary Services, All CATV Applicants The following items have been selected for your consideration in preparation for franchise negotiation with ?garner Cable Corp. All items have been reviewed for possible acceptability to the FCC in certification. Access Channels Education Although several applicants proposed specific numbers of channels dedicated to the school system (five -LVO and ten-GTV), it is suggested that appropriate franchise ordinance language be embodied to require dedication channeluse develops. The ordinance and FCC rules require dedication of one channel. Interface equipment (that necessary to enable origination from schools) to be placed and Maintained by operator. This does not include the origination equipment such as cameras, mixers, etc. (LVO -Sun) 04 ou Free studio use for schools, community growth, public service programming (LVO -Sun). =0 Technical and manaerement personnel from operator available to school at no cost on consulting basis (Telecable) . This requirement should be based, with appropriate language in preparation, on economic and technical feasibility at some time in the future. The motion carried unanimously. Board of, Equalization Meeting, The �iana3er advised the Council that approximately five more appointments were made with the Board of Equalization and that a meeting of the Board should be scheduled. He indicated that tiZe legal ad journrzient date would be June 29, 1973 and, if possible, these appointments probably should be handled -as frequently. as possible to avoid a last minute problem with scheduling.' The Council was reminded of the State League Conference scheduled for June 27-29, 1973 which would preclude meetinus during this period.
