On motion of Councilman Fleetham, seconded by Councilman Griak, the
minutes of the regular meeting held February 20, 1973 were approved by

(a) C011MUNICATION FROM YELLMI CAB COMPANY CONCERNING INCREASE IN FATES
There being no objection, the communication was ordered by the
President Pro Tem to be received for filing.
(b) COMMUNICATION FROM AICCARTHY' S RESTAURANT REQUESTING LICENSE EXTENSION
Mr. Sam Kaplan, attorney, and Mr. Tom Fox, Manager, were present
representing McCarthy's. Mr. Kaplan gave a brief summation of
the history of McCarthy's. Ke indicated all improvements to be
made as cited to him by the Health Department would be completed
by the end of 1973 if not sooner.

Councilman Hanks moved, seconded by Councilman Griak, to waive
second reading and adopt Ordinance No. 1212 entitled, "An
Ordinance Regulating the Opening and Excavating, of Streets,
Alleys, Sidewalks or Other Public Places; Requiring a Permit
Therefor and the Payment of a Fee; and Prescribing Penalties".
The motion carried 5 - 00
(c) SECOND READING OF ORDINANCE REGULATING PRIVATE TOWING CONTRACTORS
ORDINANCE N0. 1213
It was moved by Councilman Griak, seconded by Councilman Graves,
to waive second reading and adopt Ordinance No. 1213 entitled,
e'A n Ordinance Regulating the Removal of Vehicles from Private
Property by Towing or Otherwise, by Adding Sections 2:950.01
through 2:900.17". The motion carried unanimously.

(g) MINUTES OF PIANNING COMMISSION MEETING HELD FEBRUARY 21, 1973
After discussion, the minutes were ordered by the President Pro
Tem to be received for filing.
(h) REPORT RELATIVE TO BUS ROUTES FROM METROPOLITAN TRANSIT COMMISSION
Councilman Hanks moved to defer to March 19, 1973. The motion
was seconded by Councilman Graves and carried 5 - 0.
(i) REPORT RELATIVE TO PXQUEST FOR ACTION - HENNEPIN COUNTY 1970-1973
It was moved by Councilman Griak, seconded by Councilman Graves,
to establish a meeting date prior to a regular Council meeeting
for a joint meting with the Chairman of the Hennepin County
Board of Commissioners, Air, Thomas Olson, and the Council for
purpose of discussing the above matter. It was suggested the
other Board members be informed of this meeting also. The
motion carried 5 - 0.

RESOLUTION NO, 4767
It was moved by Councilman Fleetham, seconded by Councilman Hanks,
to waive reading and adopt Resolution No. 4767 entitled, "Resolution
Opposin; Placing Suburban Public Health Nursing, Services under
the Jurisdiction of the County Welfare Department's. The
motion carried 5 - 0.
RESOLUTION N0, 4763
Councilman Fleetham moved, seconded by Councilman Griak, to
waive reading and adopt Resolution No. 4766 entitled,
"':Zesolution Opposing Placing Township Poor Relief System
Under the Jurisdiction of County Welfare". The motion carried
5-0.
Councilman Fleetham indicated this item could be heard before the
Senate Committee on March 63, 1973 and directed staff to send
a telegram to the Secretary of the Senate indicating St. Louis
Park's strong opposition to this system and desiring it to be
placed under a State system.
(c) RESOLUTION URGING STATE FINANCIAL SUPPORT OF WELFARE COSTS
RESOLUTION N0. 4770
It was moved by Councilman Fleetham to waive readin and adopt
Resolution No. 4770 entitled, '•Zesolution Urging State Financial
Support of Welfare Costs' The motion was seconded by Councilman
Graves and carried 5 - 0.

It was moved by Councilman Graves,
seconded by Councilman Hanks,
to waive reading and adopt Resolution No. 4769 entitled,
":resolution Advocating Changes in the Public Employees Retirement
Association of the State of Minnesota". The motion carried 5 - 0.
(d) MASS TRANSPORTATION P30POSALS
AND CITY OF MINNEAPOLIS
•• METZOPOLITAN Ti,ANSIT COMMISSION
Councilman Fleetham moved, seconded by Councilman Griak, to
direct staff to prepare resolution urging Metropolitan Council
to review the mass transit proposals of the Metropolitan Transit
Commission and the City of Minneapolis. The notion carried 5 - 0.
(d) BUILDING MORATORIUM - CEDAR LAKE ROAD
After discussion, it was moved by Councilman Fleetham to extend
moratorium until April 1, 1973. The motion was seconded by
Councilman Griat; and carried 4 - 1 (Councilman Hanks voting nay).
MISCELLANEOUS
(a) NATIONAL LEAGUE OF CITIES DUES
Councilman Fleetham moved, seconded by Councilman Graves, to
defer to March 19, 1973. The motion carried 5 - 0.
(b) COACHES APPRECIATION DINNER
It was moved by Councilman Hanks to approve an appropriation of
approximately $300 for the expense of this dinner. The motion
was seconded by Councilman Graves and carried 5 - 0.
CLAIMS, APPROPRIATIONS, AIM CONTRACT PAYMENTS
(a) VERIFIED CLA IPLS
On motion of Councilman Fleetham, seconded by Councilman
Graves, the lists of verified claims prepared by the Director

12. (a) of Finance and presented to the Council dated March 5 1973
in the total amounts of $7,649.12 for payroll, and $116,700.93
for vendors were approved, and the City Manager, City Clerk,
and City Treasurer were authorized to issue checks covering
same by a 5 yea vote.

(b) CONTRACT PAYMENTS
1. Partial Payment No. 1, Remodeling of Sanitary Sewer Lift
Stations, Imp, Nos. 72-10 and 72-20. Contractor, Northern
Contracting, Inc. Amount; $35,100.00.
It was moved by Councilman Hants, seconded by Councilman
Graves, to authorize above payment on contract wort;. Motion
carried 5 - 0.
2. Partial Payment No. 2, Bass Late Development, Imp. No. 72-01.
Contractor, Carl Bolander and Sons Co. Amount, $4,455.00.
Councilman Griat; moved to authorize above payment on
contract wort.. The motion was seconded by Councilman
Graves and carried unanimously.
