CITY COUNCIL MEETING
ST. LOUIS PARK, MINNESOTA
October 29, 1973
1. CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor
Pucci at 8:00 p.m.
2. INVOCATION
Invocation was given by the Reverend Father Cecil Houle of the Holy
Family Catholic Church.
3. ROLL CALL
The following Councilmen were present at roll call:
Frank Fleetham
Richard Graves
Rose -Mary Griak
Lyle Hanks
Leonard Thiel
Frank Pucci
Also present were the City Manager, Assistant City Manager, City
Attorney, Planning Director, Director of Public Works,. and Secretary.
4. MINUTES
On motion of Councilman Griak, seconded by Councilman Graves, the
minutes of the regular meeting held October 15, 1973, were approved by
a six yea vote.
5. PUBLIC HEARINGS
(a) PROPOSED TRANSFER OF SHARES OF CAPITAL STOCK - APPLICA-
TION OF PARK TERRACE SUPPER CLUB, INC. DBA DUFF'S
IN THE PARK, AS DESCRIBED IN NOTICE OF HEARING PUBLISHED
OCTOBER 18 AND OCTOBER 25, 1973.
Mayor Pucci opened the hearing.
The Mayor explained that it is Council policy to have a full Council
present when liquor matters are being considered.

5. (a) Since Councilman Heltzer was absent, Councilman Griak moved
to continue the hearing to November 19 or November 12 if there
is a meeting of the full Council. Councilman Hanks seconded and the
motion carried 6 - 0.
Later in the meeting, Mr. Ronald IVieshbesher, one of the applicants
and an attorney, requested Council to reconsider its action to
continue the hearing since the applicants' purchase agreement
expires November 12, 1973.
(b) PROPOSED AMENDMENTS TO INDUSTRIAL ZONING SECTIONS
OF THt ST. LOUIS PARK ZONING ORDINANCE, AS DESCRIBED
IN NOTICE OF HEARING PUBLISHED OCTOBER 18, 1973.
Mayor Pucci opened the hearing.
There being no one present wishing to speak, Mayor Pucci declared
the hearing closed.
It was moved by Councilman Hanks, seconded by Councilman Griak,
to authorize preparation of ordinance for first reading. The motion
carried 6 - 0.
6. PETITIONS, REQUESTS, AND COMMUNICATIONS
(a) COMMUNICATION CONCERNING PARKING OF COMMERCIAL
VEHICLES AT MUNICIPAL SERVICE CENTER
Councilman Fleetham moved to defer enforcement date of the fer matter on the

6. (b) It was agreed that these points would be considered when projects
are being plannedr and that various trail surfacing materials would
be investigated.
(c) REQUEST FOR AUTHORIZATION TO ORGANIZE YOUTH
ADVISORY COMMISSION
The Misses Patty Schrieber, 2028 Louisiana; Bonnie Bongard, 2022
Pennsylvania; and Betsy Starr, 3954 Dakota Avenue, requested that
Council authorize formation of a youth advisory commission. They
listed the following goals. crisis intervention, youth relations, and
jobs and employment.
They were told that it is Council's feeling that the intention of the
Human Rights Commission was to have this established as an arm
of that Commission and that they should meet with the City Manager
to obtain more information concerning this matter.
7. RESOLUTIONS AND ORDINANCES
(a) RESOLUTION AUTHORIZING PLACEMENT OF SIGNS RESTRICTING
WEIGHTS (AUTHORIZED BY COUNCIL OCTOBER 15, 1973 )0
RESOLUTION NO, 4939
It was moved by Councilman Fleetham, seconded by Councilman
Hanks, to waive reading and adopt Resolution No. 4939 entitled,
"Resolution Authorizing Placement of Signs Restricting Weights. "
The motion carried 6 - 0. This restriction was to four tons per
axle on Inglewood Avenue from T,. H. 7 to West 31st Street and on
West 31st Street from France Avenue to Inglewood Avenue.
(b) RESOLUTION PROVIDING FOi: T14E EMPLOYMENT OF GEORGE
M. HANSEN COMPANY TO AUDIT THE ACCOUNTS AND RECORDS
OF THE CITY FOR THE 1973 FISCAL YEAR,
RESOLUTION NO. 4940
It was moved by Councilman Hanks, seconded by Councilman Griak,
to waive reading and adopt Resolution No. 4940 entitled, "Resolution
Providing for the Employment of George M,, Hansen Company to Audit
the Accounts and Records of the City for the 1973 Fiscal Year. " The
motion carried 6 - 0.

The Planning Director described the proposed request, explaining the
zoning, past and present uses, intensity of the proposed use and its
effects on traffic in the area.
Mr. Al Johnson, 2612 Webster; Mr. Ernest Fraenkel, 2712 Webster;
Mr. Steven Schactman, 3000 South Highway 100; Mrs. Mary Richards,
5740 West Lake Street; and Mr. Ken Duby, 2550 Webster; spoke in
opposition to the proposed_ special permit pointing out concerns about
litter, traffic, and esthetics in the area. They felt the size of the
site and its location would create more traffic problems in an already
congested area.
Councilman Fleetham moved to authorize preparation of resolution denying
the special permit request because of the size of the site, location, and
traffic problems in the area. Councilman Thiel seconded and the motion
carried 5 as l; Councilman Graves voting nay.

It was moved by Councilman Griak, seconded by Councilman Graves,
to authorize preparation of resolution prohibiting parking on south
side of West 28th Street from Sumter avenue to Virginia Avenue.
The motion carried 6 - 0.
(d) REPORT O�7" TRAFFIC STUDY NO, 78 WALKER AND RHODE
ISLAND
It was moved by Councilman Hanks, seconded by Councilman Fleetham;
to authori7je preparation of resolution placing stop signs on Walker
Street at Rhode Island Avenue (2 -way). The motion carried 6 - 0.

Councilman Hanks moved to defer to November 5, 1973. Councilman
Graves seconded and the motion carried unanimously.

Councilman Thiel reported that the ridership had declined and that
more subsidy �Trould be needed to continue the route.
Councilman Hanks moved to authorize $8, 000 subsidy and recommend
the MTC investigate the feasibili�y of cutting service to hourly, with
Council to reevlegTv the matter the third meeting in December. Council
man Graves seconded and the motion carried 6 - 0.
Councilman Griak said she would prefer to cut service now and have
the route continue for a longer period of time.
(d) ACCEPTANCE O_r DEED - PURCHASE OF PROPERTY AT 6319 WEST
37TH STREET (AUTHORIZED BY- COUNCIL SEPTEMBER 17, 1973).
It was moved by Councilman Graves, seconded by Councilman Griak,
to accept deed, authorize payment, and order deed filed for record.
