SPECIAL CITY COUNCIL MEETING
ST. LOUIS PARR, MINNESOTA
September 19, 1972
1, CALL TO ORDER
11 special meeting of the City Council was called to order by Maor
Pucci at U':06 p.m. y
2. ROLL CALL
The following Councilmen were present at roll call:
Frank Fleetham
Pose -Mary Grial:
Lyle Hanks
James He ltzer
Leonard Thiel
Frani; Pucci
Also present were the Actino City Manager, City Attorney, City
Engineer, City Assessor, and Secretary.
Councilman Graves arrived at on:10 p.m.
3. PUBLIC HEARINGS
(a) PROPOSED ASSESSMENT) IMPROMJENT N0, 72-23, STORP-I SO -TER IN AREA
SOUTH OF THE CHICAGO NORT t1ESTERN RAILROAD, WEST OF r1ETHODIST
HOSPITAL, NORTH OF EXCELSIOR BOULEVARD AND EAST OF ST. LOUIS
PARK CITY LI%IITS, AS DESCRIBED IN NOTICE OF HEARING PUBLISHED
AUGUST 31, 1972 AND SEPTEMBER 7, 1972.
Mayor Pucci opened the hearing.
There being no one present wishing to speak, the Mayor declared
the hearing closed.
RESOLUTION N0. 4640
It was moved by Councilman Griak, seconded by Councilman Thiel,
to waive reading and adopt Resolution No. 4640 entitled,
"Resolution Adopting Assessment Improvement No. 7243". The
motion carried 6 - 0 (Councilman Graves was not present).
4. RESOLUTIONS
(a) RESOLUTION AUTHORIZING PIACLTIENT OF STOP SIGNS - 31ST AND k1ARYLAND

4. (a) Heltzer, to waive reading aad adopt Resolution No: 4641
entitled, "Resolution Authorizing Placement of Stop
Suns for Traffic Control at Intersection of Maryland
and West 31st Street". The motion carried 6 - 0 (Councilman
Graves was not present).
(b) RESOLUTION AUTHORIZING PLACEMENT OF LOAD LIMIT SIGNS
RESOLUTION N0. 4642
It was moved by Councilman Fleetham, seconded by
Councilman Heltzer, to waive reading and adopt Resolution
No. 4642 entitled, "Resolution Authorizing Placement of
Signs Establishing Load Limits on Yosemite, Virginia,
and Te.:as Avenues" . The motion carried. 6 - 0 (Councilman
Graves was not present) .
5. UNFINISHED BUSINESS
(a) APPLICATION FOR SUNDAY SALES INTOI:ICATING LIQUOR LICENSE -
HDOGAN' S LEANING POST
It was moved by Councilman- Graves to remove from table.
Councilman Heltzer seconded and the motion carried 7 - 0.
Mr. Eduard Cohen, attorney, wab present with applicant
M4.. Phil Eder and Mr.•Fied Rosenblad, attorney, was present
with trustee of Lilac Hay Shopping Center property, Mrs.
Elly Phillips.
14r. Rosenblad presented a letter from his client in which
she indicated her intention to proceed on her own initiative
with the improvements to the Shopping Center property which
would brim it into compliance with the ordinance requirements
for six foot setback of-Ahe parking area and landscaping and
that the curbing portion shall be completed on or before
November 15, 1972. She also indicated her willingness to
cooperate with the City staff to insure that it be done in
accordance with the ordinance.
Mr. Rosenblad stated that it was not the intention to "drag
our feet" but to do what is appropriate. The City Engineer

ndicated that trees could be planted successfully in either
the spring or the fall.
Councilman Hanks emphatically stated that it was his hope
that the trustee of the property would worm with the City
Planner to make it an attractive improvement.
The City Attorney examined the letter, signed in the presence
of the Council, and said that its contents did commit the
trustee, Mrs. Phillips, to proceed accordingly.

6 , MISCELLANEOUS
(a) COMMUNICATIONS FROM CITY MANAGER
The City Manager furnished to the Council information and
application for "on sale" intoxicating liquor license as
requested by Restaurants No Limit. It was moved by Councilman
Fleetham) seconded. by Councilman Heltzer, to set date for
hearing October 16, 1972. The motion carried 7 - 0.
(b) GUIDE LINES FOR I-394
It was moved by Councilman Fleetham, seconded by Councilman
Thiel, to refer the proposed guide lines for I-394 to
Planning Commission, and I-394 Advisory Committee. The
notion carried 7 - 0.
7 , ADJOURNMENT
On motion of Councilman Heltzer, seconded by Councilman Hanks,
the meeting was adjourned at 3:30 p.m. by seven yea vote.
