ST. LOUIS PARK, MINNESOTA
September 13, 1972
of the City Council was called to order by Mayor
Invocation was given by the Rev. Milton Lenz of the Aldersgate
Methodist Church,
3. ROLL CALL
The following Councilmen were present at roll call:
Frank Fleetham
Rose -Mary Griak
Lyle Hanks
Leonard Thiel
Frank Pucci
Also present were the Acting City Manager, City Attorney, Planning
Director, Director of Public Works, City Assessor and Secretary.
Councilman Graves arrived at 8:0G p.m. and Councilman Heltzer at
3:55 p.m.

Mayor Pucci opened the hearing.
The Planning Director described the proposed variance as
requested by the applicant and its relationship to the adjacent
properties.
Mr. Jeff London, property owner, was present urging the granting
of the variance.

to waive reading of proposed ordinance and add after the word

and conditions of the special permit"., setting second reading
for September 25, 1972. The motion carried 6 - 0 (Councilman
Heltzer was not present).

The Planning Director described the proposed variance, explaining
that the property scopes to the north and that it would be

RESOLUTION N0. 4637
It was moved by Councilman Fleethan, seconded by Counc? lman
Thiel to waive reading and adopt Resolution No. 4637 entitled,
"resolution Granting Variance in Side Yard i'idth from the
Requirements of Section 6:064.5 of the St. Louis Park Zoning
Ordinance`". The motion carried 6 - 0 (Councilman Heltzer was
not present).
(d) IMPROVEMENT NOS. 72-132 72-13A, AND 72-13B, REPAIR
AREAFOFAVING,
CURB AND GUTTER AND STORM SO4ER INSTALLATION
DECATUR AND ENSIGN AVENUES FROM MINNETONKA BOULEVARD TO 31ST
ST22 ET, AS DESCRIBED IN NOTICE OF HEA RING PUBLISHED AUGUST 24
AND AUGJST 31, 1972.
Mayor Pucci opened the hearing.
The Mayor explained that a petition of 53% of the property owners
had been presented indicating they were in favor of permanent
paving, curb and gutter and storm sewer.
Councilman Griak reviewed the background of the project.
Mr. Treffle Daniels, 8900 hest 31st Street, stated he had
circulated the petition and obtained the 53% signatures in
favor of the project as originally proposed.
Mr. John R. Sweeney, 3030 Ensign Avenue, had numerous questions
concerning the need and design of the proposed project which were
properly answered by the Director of Public Works, City Assessor
and Council. Councilman Fleetham informed those assembled that
the project would be assessed at $3.00 a front foot if constructed
as originally proposed.
14r. Lloyd Bell, 3011 Ensign Avenue and 141r. Wallace Turnblad,
3001 Ensiern Avenue, spoke 3. favor of temporary 2" bituminous
mat.
Mr. Richard Anderson, 3020 Ensign Avenue, suggested splitting
the project and installing permanent street where needed and
temporary paving where permanent are not needed.
Dr. Paul Lang, 3061 Cavell, spoke in favor of permanent paving
because he felt storm sewer necessary for health reasons
since debris collects in ponding areas and cannot be properly
drained and cleaned.
Mr. Jeff Givens, 3031 Cavell, spoke in favor of permanent paving*

After discussion concerning the feasibility of splitting the
project, Councilman Heltzer moved to order preparation of
resolution ordering Improvement No. 72-13, excluding Ensign
Avenue. The motion was seconded by Councilman Graves and was
defeated 2 - 5, Councilmen Thiel F
leetham, Grialc, Hanks, and
Mayor Pucci voting nay. It was then moved by Councilman Thiel
to authorize preparation of resolution ordering Improvement
No. 72-13. The motion was seconded by Councilman Griak and
carried 7 - 0.
(e) PROPOSED VARIANCE FROM THE REQUIREMEN'T'S OF SECTION 6:04.4.2 OF
THE ST. LOUIS PARKk ZONING ORDINANCE TO ALLOW A FENCE SIX FEET
IN HEIGHT INSTEAD OF THE PERMITTED THREE AND ONE-HALF FEET FOR
A SIDE YARD ON A COR14ER AT 6324 I -TEST 33RD STREET, AS DESCRIBED
IN NOTICE OF HEARING PUBLISHED AUGUST 31, 1972.
Mayor Pucci opened the hearing.
Mr. Darrell Stromberg, 6324 [•?est 33rd Street, was present urging
the granting of the variance.
Mr. 1,41alter Gaiar, 3247 Dakota Avenue, said he felt the fence
was a hazard to him since he has to back his car three-fourths
of the way into the street to see oncoming traffic.
It was moved by Councilman Fleetham, seconded by Councilman
Graves, to continue the hearing to October 2, 1972. The motion
carried 6 - 0 (Councilman Thiel had left the meeting).
6. PETITIONS, REQUESTS AND C0101UNICATIONS
(a) REQUEST OF RESIDENTS IN ATEA OF VIRGINIA AVENUE AND TEXA-TONKA
TO ADDRESS COUNCIL CONCERNING TRAFFIC PROBLEM
Councilman Heltzer explained the nature of the traffic problem
and the meetings held by the neighbors in order to solve this
problem. He explained the various alternatives that had been
suggested.
Air. Robert Liston, 2950 Virginia Avenue, presented a petition
signed by residents who felt there was not a problem that
warrants closing of the street.
Air. K. Cramer, 2325 Virginia Avenue, Mr. .Tim Rodberg, 2910
Virginia Avenue; Mr. and Mrs. Fenske, 2930 Virginia Avenue;
Marcia Kurvers, 2917 Te::a Ton::a; Mike Bowen, 2909 Virginia
Avenue; spoke in favor of barricading certain streets to
"eep out traffic and also requested that something be done
to reduce truck traffic.

It was moved by Councilman Griak, seconded by Councilman Hanl�s,
to waive reading and adopt Resolution No. 4633 entitled,
"resolution Authorizing Filing of Application for Grant to Acquire
Open Space Under the Provision of the Federal Land and Water Fund
Act and the State Natural Resource Fund". The motion carried
5 - 0 (Councilman Graves was not present).
