KL tes, september 1b) 1.972 P � ed that he had a number of priorities in revtet�ng Councilman Heltzer e;plain this budget as follows: (1) Completion of the City's storm sewer system. (2) Completion of the parks and playground system. (3) Modification of the present specially asressed Capital iveness Improvements Program to achieve greater pons especially in terms of maintaining existing streets. Councilman Hanks indicated the Capital Improvements Program suffered most from a failure to convince people of the needs for these improvements. Mayor Pucci indicated that the Council needed to stress strongly the three alternatives available to residents includinryu: minimum or no maintenance, assessed maintenance, or permanent street installation* I•ir. Hanks indicated he believed the assessment policy for street maintenance was encouraging people to support the permanent pavement of. streets. Detail of Budget Mayor and Council - Councilman Graves moved to add $5,000 to professional and consulting services (101-4010-1130) for a Capital Improvements Program consultant. Motion was seconded by Councilman Heltzer. Councilman Thiel moved to amend the original motion by reducing expenditures for a proposed bi-monthly newsletter to a quarterly basis at a reduction of $5,000 (101- 4010-1349). The motion was seconded by Councilman Hanks and carried by a unanimous vote. The vote on the original motion was also unanimous. Councilman Thiel suggested that the City Council consider eliminating a number of requests made for staff assistance and delete the additional one-half time clerk allocation from personal services (101-4010-1100) . Mayor Pucci commented that the Council must have an informal agreement to limit the number of requests for services, studies, and reports from staff. Councilman Thiel moved to decrease travel conferences and schools (101-!4010- 1322) to $32000. The motion was seconded by Councilman Fleetham and carried by a 5 to 2 vote with Councilmen Thiel and Graves opposed. City IrIana per's Office -Councilman Heltzer questioned whether the additional Administrative Assistant proposed under personal services (101-4020-1100) as a grantsman would be employed jointly with the School District. The City Manager responded that the school system. had not indicated an interest in participating this year but that a possibility existed for the following year. Police Protection - Councilman Fleetham indicated his concern about increasing personnel costs . The City Manager responded that it would be a Council decision to appropriate sufficient funds to provide such service to all league fields. Councilman Griak: suggested that trash collection service be offered in lieu of other services, as for example, bleachers. Councilman Hanka indicated that it would be encumbent upon the CounciLl to provide the same level of service to all leagues,.: Councilman Heltzer suggested the City Council meet with the Boys Baseball Coordinating Committee to resolve this problem. Councilman Fleetham moved that the City provide $25 a month toward private ball field trash collection., .:Motion failed for lack of a second. Councilman Fleetham moved that $1,100 be provided in municipal parks (207-4751-1320 and 1530) and that distribution of funds be worked out with the Boys Baseball Coordinating Comn*ttee by the City staff. The Council approved the proposed annual budget for 1973 subject to deletions, additions and revisions as noted.
