RESOLUTION SETTING ASSESSMENT HEARINGS - IMPROVEMENTS N0. 71-01 RESOLUTION N0, 4625 72-2 It was moved by Councilman Graves, seconded by Councilman Fleetham, to waive reading and adopt Resolution No. 4625 entitled "Resolution Declaring Cost, Ordering Preparation of Proposed Assessment and Calling Public Hearing on Proposed Special Assessment Improvement Nos. 7141 and 72-23". The date set was September 19, 1972 and the motion carried unanimously. AUTHORIZATION OF REFUND OF MULTI -DWELLING LICENSE FEE It was moved by Councilman Graves, seconded by Councilman Fleetham and carried by a unanimous vote to refund all multi -dwelling license fees. NATIONS FOR POSSIBLE AP TO CHARTER C0191MISS Councilman Griak explained that the City Council or private citizens can recommend to the Hennepin County District Court Judge possible candidates for the Judge to appoint to the St. Louis Park Charter Commission. BUS ROUTES TO JEWISH COMMUNITY CENTER AREA The City Manager explained that an extension of the MTC's bus Route No. 9C had been proposed from Vernon Avenue on Cedar Lake Road to the Jewish Community Center area. He further indicated that the MTC has been reluctant to approve or to modify such routes unless Cedar Lake Road were extended to France Avenue because of the existing turn around requirement at the Community Center. Councilman Thiel moved that a communication be sent to the Village Council of Golden Valley requesting the Council to adopt a resolution supporting MTC extension of a bus route to the Jecaish Community Center and South Tyrol Hills area. 3. A TO HOUSING AND REDEVELOPMENT AUTHORITY Councilman Griah questioned whether the Housing and Redevelopment Authority members had ever been advised regarding active participation in City elections and requested that information be developed to determine whether H�IRA members are to refrain from such activity. Councilman Thiel indicated he believed an HRA member with hfinancial that and banking expertise would be needed. Mayor Pucci responded he agreed, but that banging expertise was not needed at of Councilman Hanks indicated he would not vote agar an individual who has worked diligently for the HRA* 263 Special City Council Minutes, August 2E1 1972 9. DELEGATE TO KEEP AMERICA BEAUTIFUL CONVENTION Councilman Fleetham moved, seconded by Councilman Graves, to appoint Mrs. Min Himmelman as St. Louis Park's delegate to the Keep Aierica Beautiful Convention in St. Louis, Missouri. 10, TRAIL SYSTEM Councilman Griak indicated the City should investigate the development and identification of a trail system in St. Louis Park on both public and private properties. She further indicated that the appointment of a volunteer trails coordinator would be useful in seeking the assistance of neighborhoods in a task force ; identification and development effort Councilman Griak-indicated that Paul Johnson, the voluntary trails coordinator for the City of Minnetonka had indicated a willingness to address the St. Louis Park Council if it wished. Mayor Pucci suggested that the City Manager notify Councilman Griak of a date when a suitably light agenda would occur so that an invitation might be extended. 11.
