SPECIAL CITY COUNCIL MEETING
ST. LOUIS PARK, MINNESOTA
June 26, 1972,
1CALL TO ORDER
A special meeting of the City Council was called to order by President
Pro Tem Thiel at 8:08 p.m.
2. ROLL CALL
The following Councilmen were present at roll call:
Richard Graves
Rose -Mary Griak
Lyle Hanks
James Heltzer
Leonard Thiel
Also present were the City Manager, Assistant City Manager, City
Attorney, Planning Director, Supervisor of Zoning Inspection, Structural
Inspector, and Secretary.
Councilman Fleetham arrived at 9:20 p.m.
3. PUBLIC HEARINGS
(a) PROPOSED AMENDMENT TO THE ST. LOUIS PARK HOUSING LY SING
CODE REGARDING INSPECTION OF SINGLE FAIViI

3. (aj Mrs. Margaret Lampe, 3924 Dakota Avenue, explained that she
had no opposition to inspections for health and safety but requested
that the ordinance be specific that compliance be enforced with minimum
requirements of the code or that the guidelines be incorporated into the
ordinance.

Advisory Committee; Mr. Robert Rietow, 1317 Kilmer Avenue,
Chairman of the Building Construction Codes Advisory Committee;
Mr. Joel Glotter, 4300 Cedar Lake Road, Chairman of the Housing
and Redevelopment Authority; Mr. Ted Rudy, 3825 Lynn Avenue,
Chairman of the Planning Commission; Mr. C. J. Duryea, 3615
Kipling Avenue; and Mr. Bob Reynolds, 3626 Kipling Avenue, spoke
in favor of the ordinance. Mr. Reynolds suggested that the fee be
waived for persons over 65.
There being no one else present wishing to speak, the President
Pro Tem closed the hearing.
After discussion concerning the certificate of occupancy, language
of the ordinance and fees, Councilman Heltzer moved to waive first
reading of the proposed ordinance and set second reading July 17, 1972,
deleting all reference to certificate of occupancy and clarifying the
ordinance language to indicate that inspections are to check for
minimum health and safety standards and not referring to the
Housing Code. Councilman Graves seconded and the motion carried
6 - 0.
Councilman Hanks moved that this ordinance be reviewed at the end
of one year with quarterly reports to Council. Councilman Heltzer
seconded and the motion carried 6 - 0.
Council requested a report on -waiving of the fee for the elderly and
availability of loans for elderly to bring homes being sold into
compliance.
(b) PROPOSED VACATION OF PORTIONS OF STREETS IN LEWISTON
PARK, AS DESCRIBED IN NOTICE OF HEARING PUBLISHED JUNE �►
1972 (CONTINUED FROM JUNE 19, 1972)
The City Manager gave the background of the proposed vacation.
Mr. Mark Dalquist of Northland Aluminum explained that the attorney
for Park Pet Hospital and the applicant's attorney had reached an
agreement that provides for temporary easement over private drive
and that easement will be terminated when Northland Aluminum
provides either public or private drive to the east.

3. (b) There being no one else present wishing to speak, the President
Pro Tem closed the hearing.
It was moved by Councilman Fleetham, seconded by Councilman
Graves, to waive first reading of proposed ordinance and set second
reading July 3, 1972. The motion carried 6 - 0.
4. UNFINISHED BUSINESS
(a) TABULATION OF BIDS, IMPROVEIvAbENT NCS, 72-049 72-059 72-06,
AND 72-10
RESOLUTION NO, 4555
It was moved by Councilman Fleetham, seconded by Councilman
Hanks, to waive reading and adopt Resolution No. 4555 entitled,
"Resolution Accepting Bid for Improvement Nos. 72-04, 72-05,
72-06, and 72-10, Grading, Base, Asphalt Paving, Concrete Curb
and Gutter, Concrete Sidewalk, Watermain and Appurtenances. "
The motion carried 6 - 0. Designated as lowest responsible bidder
was H. J. A. Construction Company in the sum of $213, 523.67.
(b) FINAL PLAT AND PLANNED UNIT DEVELOPMENT (CASE NOS.
72-8-S AND 72-13-S. P.) DALQUIST INDUSTRIAL PARK (DEFERRED
FROM JUNE 19, 1972)
RESOLUTION NO. 4556
It was moved by Councilman Heltzer, seconded by Councilman
Griak, to waive reading and adopt Resolution No. 4556 entitled,
"Resolution Giving Approval for Final Plat of Dalquist Industrial
Park. " The motion carried 6 - 0.
RESOLUTION NO. 4557
It v&s moved by Councilman Heltzer, seconded by Councilman
Griak, to waive reading and adopt Resolution No. 4557 entitled,
"Resolution Granting Permit Under Section 6:176.3 of the St.
Louis Park Zoning Ordinance for Industrial Development

5. (a) City sharing equally the cost. Councilman Fleetham moved to
authorize execution of agreement. Councilman Heltzer seconded and
the motion carried 6 - 0.
6. MISCELLANEOUS
(a) SWIMMING POOL BUSSING
Council requested report on bus routes, use and cost of this program.
Councilman Hanks suggested that stops might be appropriately made at
grade schools, or convenient places besides parks.
(b) CATV PROGRAMMING
The President Pro Tem indicated he felt interested CATV firms
should submit ideas for programming.
Councilman Hanks moved to request potential programming information
from CATV firms. Councilman Griak seconded and the motion carried
6- 0.
Councilman Heltzer said he would like to know the school's plans for
use of 20% of the channels.
(c) RESOLUTION AMENDING RESOLUTION - STOP SIGNS AND PARKING
ON UTAH AVENUE
RESOLUTION NO, 4558
It was moved by Councilman Graves, seconded by Councilman
Heltzer, to waive reading and adopt Resolution No. 4558 entitled,
"Resolution Amending Resolution No. 4547 Entitled 'Resolution
Authorizing Placement of StoF Signs for Traffic Control at Inter-
sections of 302 Street, 31st Street and 32nd Street at Utah Avenue,
Signs Limiting Parking and Establishing Load Limits On Utah Avenue%"
The motion carried 6 - 0.
7. ADJOURNMENT
On motion of Councilman Griak, seconded by Councilman Graves, the
meeting was adjourned at 11:35 p.m. by a six yea vote.
