CALL TO ORDER A special meeting of the City Council was called to order by President Pro Tem Thiel at 8:08 pm. 2. ROLL CALL The following Councilmen were present at roll call: Frank Fle e tham Richard Graves Rose -Mary Griak Lyle Hanks James Heltze r Leonard Thiel Also present were the City Manager, City Attorney, Planning Director, City Assessor, Director of Public Works, and Secretary. 3. PUBLIC HEARINGS iffi (a) IMPROVEMENT NO, 72111 PAVING, CURB AND GUTTER, SIDEWALK, MUNICIPAL PARKING AND LIGHTING, LAKE STREET FROM WOOD - DALE AVENUE TO WALKER STREET, ALLEY NORTH OF LAKE STREET FROM DAKOTA AVENUE TO IDAHO AVENUE; AND IDAHO AND GEORGIA AVENUES FROM LAKE STREET TO THE ALLEY NORTH OF LAKE STREET, AS DESCRIBED IN NOTICE OF HEARING PUB- LISHED JUNE 8 AND JUNE 15, 1972 The President Pro Tem opener? Allen Christy, property owner, asked if he would have only one entrance onto Lake Street,, lie was told this was part of his special permit, President Pro Tem Thiel said this amendment to his special permit would have to be considered now under the present street plan, (b) IMPROVEMENT NO. 72-31, PAVING AND CURB AND GUTTER, BRUNSWICK AVENUE FROM CEDAR LAKE ROAD TO 230 FEET SOUTH OF WEST 16TH STREET: BLACKSTONE AND ALABAMA AVENUES FROM CEDAR LAKE ROAD TO WEST 16TH STREET FROM BLACKSTONE AVENUE TO ZARTHAN AVENUE, AS DESCRIBED 7N NOTICE OF HEARING PUBLISHED JUNE 8 AND JUNE 15, 1972 The President Pro Tem opened the hearing, The Director of. Public Worlcs described the proposed project and the City Assessor explained the assessment: policy as it pertains to this project, Mr. Alfred Relph, 1617 Blackstone Avenue; Mr. Stan Cramer, 1616 Blackstone Avenue; lair, Ken Callahan. 1619 Alabama Avenue; and Mr.. Richard Graziano, 1645 Ala:3ama Avenue; spoke in favor of the project as proposed. Mr. Ralph Reedy, Cedar Lake Road and Brunswick, felt streets were needed but no` curb and gutter, Mrs. Yvonne Hopkins, 1623 Brunswick, inquired as tl-o Pans for I-394, Mrs, Gail Charloff, 1652 Alabama Avenue; stated streets and lighting are needed. Mr. Lawrence Hopkins, 1623 Brunswick Avenue, said streets should be maintai aed. There being no one e?se present wishing to speak, the President Pro Tem closed the hearing, RESOLUTION NOe 4553 It was moved by Councilman Heltzer, seconded by Councilman Griak, to waive reading and adopt Resolution No� 4553 entitled, "Resolution Ordering Improvement and Ordering Preparation of Plans, and Authorizing Advertisement for Bids, Improvement No, 72-31, Paving, and Curb and Gutter, " The motion carried 6 - 0. COuncilman Griak moved staff in��estigate street lighting and make recommendation to Council. Councilman Hanks seconded and the motion carried 6 - 0. 178 Council Minutes, June 20, 1972 3. (c) IMPROVEMENT NO. ?2-13ELL PAVING CURB AND GUTTER AND STORM SEWER, CAV , DECATUR AND ENSIGN AVENUES ND FROM MINNETONKA BOULEVARD TO WEST 31ST STREETAA WEST 31ST STREET FROM ENSIGN AVENUE TO CAVELL AVENUE The President Pro Tem opened the hearing, The Director of Public Works described the proposed project and the City Assessor explained the assessment policy- It to be explained that any permanent street would be guaranteed maintained for twenty years without any of the maintenance costs being assessed. et Mr. John Sweeney, 3030 Ensign, expressed oppositio2'tb �t nous lighting and curb and gutter, and proposed instead a overlay. Mr. T. R. Daniels, 8900 West 31st Street, spoke in favor of the complete project in order to solve water problems. Mr. Lloyd Bell, 3011 Ensign, favored a 2" bituminous overlay. He stated that he did not feel the permanent streets were being seal coated as required. The President Pro Tem asked for a schedule of seal coatings and that a copy of this be sent to Mr. Bell. Mr. Marvin Brundidge, 8920 West 31st Street, asked whether a petition signed by property owners opposing the project would be given consideration. He was told that it would be considered, along with all opinions. Mr. Lloyd Arnovich, 3025 Cavell Avenue, asked that chuck holes on corner of Cavell be repa red immediately and that he is in favor of a 2" bituminous overlay, but not curb and gutter. There was discussion concerning storm sewer and whether it would be feasible to install without curb and gutter. The Director of Public Works indicated that the storm sewer would not operate efficiently without proper grading of the street and installation of curb and gutter to direct the water to the catch basins. Mr. Laugen, 3042 Cavell Avenue, said he signed the petition opposing the improvement thinking it was against sidewalk, but that he is in favor of the project as proposed. Mr. Wallace Turnblad, 3001 Ensign Avenue, spoke in opposition to the project feeling that a temporary street would drain the water if it were properly crowned. 179 Council Minutes, June 20, 1972 3* (c) There being no one else present wishing to speak, the President Pro Tem closed the hearing. It was moved by Councilman Griak, seconded by Councilman Graves, that the improvement be not made. The motion carried 6 - 0. Councilman Hanks moved staff be directed to submit a report for feasibility of temporary paving in order to set date for public hearing. Councilman Griak seconded and the motion carried 6 - 0. (d) PROPOSED AMENDMENT TO COMPREHENSIVE PLAN - AREA BOUNDED BY MINNE T ONKA BOULEVARD, TEXAS AVENUE, HIGHWAY 7 AND DAKOTA AVENUE, AS DESCRIBED IN NOTICE OF HEARING PUBLISHED MAY 18, 1972 (CASE NO. 71 -42 -CP) (CONTINUED FROM JUNE 5, 1972) It was moved by Councilman Heltzer to continue to July 17, 1972, with notices to be sent to property owners in the area. Council- man Graves seconded and the motion carried 6 - 0. Mr. A. C. Guzzi, 3501 Quebec, Oak Hill Neighborhood Association, felt that people of the area should see a map of the entire city along with these maps of the area so they can get an overall picture of the proposal. He also inquired as to the amount of taxes and cost of clearing and filling the site. Mr. Jim Sokup, 3413 Quebec, said the association is not in favor of the present plans for apartments and high density use. 4. RESOLUTIONS AND ORDINANCES (a) RESOLUTION AUTHORIZI-1G PLACEMENT OF STOP SIGNS ON BO�kaiE AND X YLON AVENUES AT INTERSECTION WITH ZINRAN AVENUE (AUTHORIZED JUNE 19, 1972) RESOLUTION NO. 4554 It was moved by Councilman Griak, seconded by Councilman Hanks, to waive reading and adopt Resolution No. 4554 entitled, "Resolution Authorizing Placement of Stop Signs for Traffic Control at Intersections of Boone Avenue and Xylon Avenue at Zinran Avenue.
