HomeMy WebLinkAbout1972/05/22 - ADMIN - Minutes - City Council - RegularMINUTES SPECIAL CITY COUNCIL MEETING ST* LOUIS PARK, MINNESOTA May 22, 1972 A special meeting of the City Council was called to order by Mayor Pucci at 010 p.m. The following Councilmen were present at roll call: Frank Fleetham P.ichard Graves Rose-r•Zary Griak Lyle Hanks Leonard Thiel Frank Pucci Also present were the City Manager, City Attorney, Asst, to the City Manager, Planning Director, Supervisor of Protective Inspection and Acting Secretary. Councilman Heltzer arrived at 3:20 p.m. Mr. Ben Norgren, 1312 Melrose, informed the Council of the action of the City of Minnetonka in putting up a fence across from his lot instead of in back of his lot. Mr. Norgren stated this was not what they promised him and does not serve the purpose. The City Manager indicated he would contact the Manager of Minnetonka relative to this situation; however the City has no jurisdiction in this matter. Housing Inspection Program - Councilman Griak asked staff to give a brief summary of each Commission's activities on their recommendations for this program as stated in the report to the Council. The Supervisor of Protective Inspection and Planning Director explained the recommendations of each Commission on the proposed program. Mr. Bob Hardy, 3000 Alabama, Mr. Al Mellgren, 2729 Blackstone, and Mr. Clarence Moe, 4305 West 33th Street, spoke in opposition of the Housing Program. Mr. I. T. Dahl, 3945 Ottawa, also spoke in opposition of the application to be used in the housing inspection program and expressed a preference for an area -by -area inspection of homes to reach all homes on an equal basis. Mr. Bob Lange, 3527 Aquila, felt this issue should be placed to a referendum for the people. Councilman Heltzer questioned whether or Possible. The City Attorney replied he Of the State but not under the Chartere not a referendum on this issue is thought it was possible under laws After discussion Councilman Graves moved, seconded by Councilman Griak to set June 26 1972 for the date of the public informational hearing on the proposed housing inspection program. The motion carried unanimously. 123 I Special City Council Minutes, May 22, 1972 Councilman Heltzer then moved to direct staff to research the matter of holding a referendum on this issue and, if legal, then prepare a special ordinance to hold an advisory referendum on the housing inspection program, The motion was seconded by Councilman Graves and a roll call vote was taken defeating the motion 3 to 4 with Councilmen Hanks, Thiel, Fleetham, and Griak voting nay. ip The Council indicated a concern in informing all citizens of St. Louis Park on this public hearing. Councilman Thiel moved, seconded by Councilman Graves, to insert a notice in the June newsletter. The motion carried 7 - 04 L.O.G.I.S. Local Government seconded by Councilman Thiel, motion carried unanimously. Information Svst Councilman Heltzer moved, to authorize execution of agreement. The Appointments to Housing and Redevelopment Authority and Planning Commission - Mayor Pucci recommended the appointment of Mr. Ed Baker to the Housing and Redevelopment Authority. Councilman Heltzer moved to accept nomination of Mr. Baker. Councilman Graves seconded the motion. Councilman Thiel indicated he would vote against Mr. Baker because he felt the Authority should have diversification among its members. He indicated that his vote in no way reflects upon Mr. Baker's qualifications because he feels Mr. Baker is well qualified. A roll call vote was taken and defeated 3 to 4 with Councilmen Thiel, Fleetham, Griak and Hanks voting nay. Consideration of CATV Technical Advisor - It was moved by Councilman Fleetham, seconded by Councilman Heltzer, to authorize retention of an electronics engineering firm in St. Louis to review and upgrade, if necessary, the technical specifications of the proposed CATV ordinance. The motion carried 7 - 0. Improvement No. 72-11 RESOLUTION N0, 4511 It was moved by Councilman Fleetham, seconded by Councilman Heltzer, to waive reading and adopt Resolution No. 4511 entitled, "Resolution Approving Plans and Specifications and Ordering Advertisement for Bids Improvement No. 72-11". The motion carried 7 - 0. Resolution of Appreciation - Harold Enestvedt RESOLUTION N0, 4512 Councilman Thiel moved to waive reading and adopt Resolution No. 4512 entitled, "Resolution of Appreciation". Councilman Heltzer seconded the motion which carried unanimously. The Council also directed staff to prepare a plaque for Mr. Enestvedt in recognition of his service to the community• 124 Special City Council Meeting, May 22, 1972 Commission/Board Attendance - Mayor Pucci directed the staff to provide up -dated attendance figures on all members of the various boards and commissions .
