1 . CALL TO ORDER
A regular meeting of the City Council, was called to order by Mayor
Pucci at 8 : 02 p . m .
2 . INVOCATION
Invocation was given by Rev . Everett Tande of the Ascension Lutheran
Church.
3.. ROLL CALL
The following Councilmen were present at roll call :
Frank Fleetham
Rose - Mary Griak
Lyle Hanks
Frank Pucci
Also present were the City Manager , Assistant City Manager , City
I Attorney , Director of Public Works , and Secretary.
Councilman Thiel arrived at 8 : 04 pm . , Councilman Graves at 8 : 25 p. m.
and Councilman Heltzer at 8 : 27 p . m .
4 . MINUTES
On motion of Councilman Fleetham , seconded by Councilman Hanks ,
the minutes of the regular meeting held March 6 , 1972 , were approved
by a seven yea vote .

Councilman Griak expressed concern that investigation be made
prior to alley vacations to insure adequate access and parking is
maintained . The City Manager explained that these matters are
studied thoroughly by the Planning Department , Planning Commission

It was moved by Councilman Thiel , seconded by Councilman
Fleetham , to waive second reading and adopt Ordinance No . 1182
entitled , "An Ordinance Vacating Alley . " The motion carried 5 - 0 •
( Councilmen Graves and Heltzer were not present ).

It was moved by Councilman Griak , seconded by Councilman Thiel ,

It was moved by Councilman Hanks , seconded by Councilman Thiel ,
to waive reading and adopt Resolution No . 4462 entitled , " Resolution
Requesting Action by the State Highway Department to Improve
Traffic Conditions on T . H. 100 at West 36th Street and on U. S .
Highway 169 - 212 ( Excelsior Boulevard ) at West 38th Street . " The
motion carried 5 - 0 . ( Councilmen Graves and Heltzer were not
present ) .

to waive reading and adopt Resolution No . 4463 entitled , " Resolution
Authorizing Placement of Traffic Control Signs Establishing Fire
Lanes . " The motion carried 5 - 0 . ( Councilmen Graves and Heltzer
were not present ).
(b ) REPORT OF TRAFFIC STUDY ( # 34 ) - INTERSECTION OF SALEM
AVENUE AND WEST 28TH STREET ( REQUESTED BY AREA
RESIDENTS )
Elaine Budd , 4700 West 28th Street , suggested that care be taken
to be sure that any signs erected be clearly visible , not obscured by
trees or shrubs .
It was moved by Councilman Fleetham , seconded by Councilman
Griak , to authorize preparation of resolution replacing existing " Yield "
signs on Salem Avenue at 28th Street with " Stop " signs . The motion
carried 5 - 0 . Councilman Fleetham moved that staff be directed to
observe the area and come back in six: months with a recommendation
as to whether trees should be removed in order to provide visibility
for the signs . Councilman Thiel seconded and the motion carried 5 - 0.
( Councilmen Graves and Heltzer were not present ) .

It was moved by Councilman Griak , seconded by Councilman Hanks ,
to waive reading and adopt Resolution No . 4467 entitled , " Resolution
Calling Public Hearing on Improvement No . 72 - 23 . " The motion
carried 6 - 0 . ( Councilman Heltzer was not present ). Hearing was
set on April 3 , 1972 .
( g ) MINUTES OF HUMAN RIGHTS COMMISSION MEETING HELD
FEBRUARY 16 , 1972
Council requested that joint meetings be held with Human Rights
Commission , April 10 , 1972 at 8 : 30 p . m , and with Environmental
Improvement Commission , April 10 , 1972 at 7 : 00 p . m .
There being no further discussion , the minutes were ordered by the
Mayor to be received for filing .

MEETING HELD MARCH 8 , 1972

There being no discussion the minutes were ordered by the Mayor
to be received for filing .
9 . UNFINISHED BUSINESS
( a ) APPOINTMENT TO CITIZENS ADVISORY COMMITTEE
Councilman Heltzer moved to appoint Mr . Stuart " Bud " Storm
to fill the unexpired term of Karen Michael . The motion carried
7 - 0 .
(b ) CATV
Councilman Heltzer requested that CATV matter be placed on
agenda April 17 , 1972 ,
Councilman Hanks explained that he would be in Orlando , Florida
the end of the month and would report on their CATV system .
Councilman Thiel moved that any expense incurred in this investiga -
tion be authorized for payment by the City. Councilman Fleetham
seconded and the motion carried 7 - 0 .
10 . NEW BUSINESS
( a ) PROPOSED FRONTAGE ROAD AGREEMENTS WITH STATE HIGH-
WAY DEPARTMENT
It was moved by Councilman Thiel , seconded by Councilman Hanks ,
to reject the proposed agreements . The motion carried 7 - 0 .
(b ) METRO SEWER AGREEMENT
It was moved by Councilman Fleetham , seconded by Councilman
Griak , to authorize execution of the agreement . The motion carried
7 - 0 .
(c ) FISCAL DISPARITY BILL
Councilman Fleetham moved that the City enter suit against the
fiscal disparity bill . Councilman Thiel seconded the motion .
After discussion , Councilman Fleetham withdrew his motion and
requested that this matter be placed on the agenda April 17 , 1972
with information brought to Council explaining the bill ' s effect
on St. Louis Park ..

10 . ( c ) Councilman Heltzer explained that he felt that in connection
with revenue sharing it might be timely to consider changing
the zoning of industrial property in the City to other uses .
(d ) BLACKSTONE PAVING
Councilman Griak moved that staff be directed to investigate
costs and a firm to take care of consulting work for Blackstone
paving project . Councilman Hanks seconded and the motion carried
7 - 0 .
11 . MISCELLANEOUS
( a ) DAMAGE CLAIMS
1 . Francis Galvin , 5621 Vermont Street
2 . James Harders , 1414 Lancaster Avenue
3 . John Keefe , 4621 Nicollet Avenue , Minneapolis
Councilman Hanks moved to file above claims with City Clerk for proper
action by the City Manager and City Attorney . Councilman Fleetham
seconded and the motion carried 6 - 0 . (Mayor Pucci was out and
President Pro Tem Thiel had assumed the chair ).
(b ) NEIGHBORHOOD DEVELOPMENT PROGRAM
Councilman Fleetham moved to set hearing for Neighborhood
Development April 3 , 1972 . Councilman Hanks seconded and the
motion carried 6 - 0 . (Mayor Pucci was not present ) ,
(c ) REMOVAL OF CITY OWNED DWELLING - 3704 COLORADO AVENUE
Councilman Fleetham moved ' hat Carl Bolander & Sons be
designated as the lowest responsible bidder in the amount of
$ 900, and that the removal and payment be authorized . Councilman
Hanks seconded and the motion carried 6 - 0 . (Mayor Pucci was
not present ) .
(d ) OFFICE SPACE - HENNEPIN COUNTY COURT
The City Manager asked for direction as to additional space
requested by Hennepin County for their court facilities . After
discussion as to costs and possible physical arrangements ,
Councilman Graves moved that the City agree to rent to them the
additional space now occupied by the Director of Finance and to
authorize remodeling space on second floor to be used as offices .
Councilman Fleetham seconded and the motion carried 4 - 3 ,
Councilmen Heltzer and Hanks and Mayor Pucci voting nay.

11 , (e ) JOINT MEETING WITH SCHOOL BOARD
'' ►o After a brief recess , the Mayor reconvened the meeting with all
Council members present . School Board members present were
" Messrs . Locke and Gardner and Mrs . Sally Olsen and Mrs Sherrie
�-- Lindborg . Also present was Mr . Harold Enestvedt , Superintendent
of Schools .
Recreation Joint Agreement : After discussion of the agreement
and suggested amendments necessary to bring it upsteadhtoflt was
decided that a committee consisting of two member
etails ,
Council and School Board should meet and work out the d
reporting to both groups . Councilmen Thiel and Hanks volunteered
to work on this committee and the School Board indicated they would
appoint two members to the committee . It was agreed that the
recreation program is presently successful and that no major
changes appeared to be necessary .
Community Education Program : It was the consensus of the
Board and the Council that this new program is having a very
successful beginning and they were very pleased with working
being done by Dr , Decker .
' CATV : Council requested input from the School Board as to their
wishes in this matter . Copies of the proposals from the various
CATV bidders were presented to School Board members .
Community Liaison Officer : The City Manager explained the
grant application submitted for a Community Liaison Officer to
be used in the schools ,
12 . CLAIMS , APPROPRIATIONS , AND CONTRACT PAYMENTS
(a ) VERIFIED CLAIMS
On motion of Councilman Graves , seconded by Councilman Griak ,
the lists of verified claims prepared by the Director of Finance and
presented to the Council dated March 20 , 1972 in the total amounts
of $ 5 , 646 . 19 for payroll , and $ 151 , 852 . 43 for vendors were
approved , and the City Manager , City Clerk , and City Treasurer
were authorized to issue checks covering same by a seven yea
vote .
(b ) CONTRACT PAYMENTS

On motion of Councilman Graves , seconded by Councilman Heltzer ,
the above payments on contract work presented by the City Engineer
were approved , and the City Manager , City Clerk , and City Treasurer
were authorized to issue checks for their respective amounts by a
seven yea vote .
13 . ADJOURNMENT
On motion of Councilman Heltzer , seconded by Councilman Graves ,
the meeting was adjourned at 11 : 00 P . m . by a seven yea vote .
