CALL TO ORDER MINUTES CITY COUNCIL MEETING LOUIS PARK, MINNESOTA October 30, 1972 A regular meeting of the City Council was called to order by Mayor Pucci at 8:17 p.m,, 2. INVOCATION Invocation was given by the Rev. Oscar Dre s s el of the St. Luke ' s Lutheran Church. 3. ROLL CALL The following Councilmen were present at roll call: Frank Fleetham (left the meeting at 9:40 p. m. ) Rose -Mary Griak Lyle Hanks James Heltz e r Leonard Thiel Frank Pucci Also present were the City Manager, Assistant City Manager, City Attorney, Planning Director, Director of Public Works, and Secretary. 4. (a) to waive reading and adopt Resolution No. 4672 entitle Giving Approval for Final Plat of Delmark's 1st Addition, d, "Resolution motion carried 6 - 0. tion. �� The 6, PETITIONS, REQUESTS, AND COMMUNICATIONS (a) PRESENTATION BY CHAIRIviAN OF WESTWOOD HILLS NATURE INTERPRETIVE CENTER STUDY COIF NUTTEE Mr. Mitchel I. Kirshbaum, chairman, gave the background of the formation of the committee, explained the committee's enthusiasm for going ahead with the proposed center and their desire to continue to function as plans proceed. He also indicated that the committee felt a naturalist should be employed before any planning is done since this is a professional undertaking. He stated that he did not feel anyone in the area was opposed to the development of a center but there may be concern about traffic and location of parking lots Council expressed its appreciation to the committee for the fine job they have done with the study. Councilman Thiel moved to keep the committee in tact and in the event a naturalist is hired they can work with him. The motion was seconded by Councilman Hanks and carried 6 - 0. (b) NOTICE OF INTENT TO CONDUCT BINGO GAMES FRIDAY AND SUNDAY NIGHTS FROM JANUARY 1, 1973 TO JUNE 30, 1973 BY VFW There being no objection, the notice was ordered by the Mayor to be received for filing. 7. REPORTS OF OFFICERS, BOARDS, AND COMMITTEES (a) REPORT OF TRAFFIC STUDY (#52) INTERSECTION OF BRUNSWICK AVENUE, W OODDALE AVENUE AND HIGHWAY 7 (REQUESTED BY COUNCIL JULY 242 1972) It was moved by Councilman Fleetham, seconded by Councilman Griak, to forward the accident maps to the State Highway Department for review with a recommendation that restoration of the pavement surface be considered (non-skid) and to delay any modification of the intersection until the TOPICS recommendations are available. The motion carried 6 - 0^ (b) REPORT OF TRAFFIC STUDY (053) - FRANKLIN AVENUE, LOUISIANA AVENUE TO PENNSYLVANIA AVENUE (REQUESTED BY NEIGHBORHOOD RLESIDEE NTS ) It was moved by Councilman Griak, seconded by Councilman Hanks to authorize preparation of resolution prohibiting parking any time on the north side of Franklin Avenue from Pennsylvania 1venue to Louisiana Avenue, The motion carried 6 - 0. (c) REPORT OF CITY MANAGER REGARDING PEDESTRIAN UNDERPASS - CENTRAL JUNIOR HIGH SCHOOL (REQUESTED BY COUNCIL) It was moved by Councilman Griak, seconded by Councilman Heltzer, to table this matter. The motion carried 6 - 0. (d) REPORT OF PLANNING COMNUSSION RECOM.NiENDING FAVORABLY WITH CONDITIONS UPON THE REQUEST OF 337 Council Iviinute s , October 30, 1972 8. UNDER SEC TION 6;122. 15 OF THE IT ZONING ORDINANCE TO PERMIT REACTIVATION AND REMODELING OF SERVICE STATION AT 4400 E BOULEVARD XCL LSI OR RESOLUTION NO. 4674 It was moved by Councilman Hanks, seconded by Councilman Fleetham, to waive reading and adopt Resolution No. 4674 entitled, "Resolution Granting Permit Under Section 6;122. 15 of the St. Louis Park Zoning Ordinance for Reactivation and Alteration of a Motor Fuel Station. " The motion carried 5 - 1, Councilman Griak voting nay. (e) REPORT OF TRAFFIC STUDY 51) - 38TH AND 39TH STREETS FROM NATCHEZ TO QUENTIN It was moved by Councilman Hanks, seconded by Councilman Griak, to authorize preparation of resolution to maintain the existing 4 -way stop at the intersection of Ottawa and West 38th Street, remove the stop sign as provided in Resolution No. 3816 at the intersection of Princeton and old West 38th Street, and install stop signs on Quentin, Princeton and Natchez Avenues at the intersection of West 38th Street. The motion carried 6 - 0. (f) MINUTES OF PLANNING COMMISSION MISSION MEE TING HELD OC TOB ER 18, 1972 There being no discussion, the minutes were ordered by the Mayor to be received for filing. H, 100 36TH STREET AND It was moved by Councilman Hanks, seconded by Councilman Heltzer to reject the bid and that alternate methods be employed to construct the signal revisions, The motion carried 6 - 0. (b) APPOINTMENTS TO BOARDS/CO1va.L'ISSIONS It was moved by Councilman Hanks, seconded by Councilman Heltzer, to appoint Franklin Brigham to the Fire Civil Service Commission (term expiring 9/20/75), The motion carried 6 - 0. It was moved by Councilman Griak, seconded by Councilman Thiel, to appoint George Howell to fill a vacancy on the Planning Commission (term expiring December 31, 1972). The motion carried 6 - 0. It was moved by Councilman Hanks, seconded by Councilman Heltzer, to appoint Clarence Moe and Charles Griffith, to fill vacancies on the Environmental Improvement Commission, The motion carried 6 - 0. It was moved by Councilman Griak, seconded by Councilman Heltzer, to appoint Corey Gordon to fill the unexpired term of Samuel Scheiner (expires June 1, 1974) and Larry Redmond to fill the unexpired term of Clarence Moe (expires June 1, 1973) on the Human Rights Commis- sion. The motion carried 6 - 0. It was moved by Councilman Griak, seconded by Councilman Thiel, to appoint Max Colgrove to fill the unexpired term of William Milkes (expires December 31, 1973) on the Citizens Advisory Commission. The motion carried 6 - 0, The City Manager informed Council of the resignation of Elliott Royce from the Board of Zoning Appeals. (c) RECONVEYANCE OF TAX-FORFEITZD LANDS - LOTS 91 10 AND 11, BLOCK 3, LEWISTON PARK RESOLUTION NO, 4676 It was moved by Councilman Griak, seconded by Councilman Heltzer to waive reading and adopt Resolution No. 4676 entitled, "Authorizing Reconveyance of Tax -Forfeited Lands. NZ4 W BUSINESS (a) E1\/iPLOYiE APPOINTMENT - CITY TREASURER It was moved by Councilman Griak, seconded by Councilman Heltzer, to confirm appointment of Carol Fisher to the position. The motion carried 5 - 0 (Councilman Fleetham had left the meeting. It was moved by Councilman Thiel, seconded by Councilman Hanks, that retiring treasurer, Ellida Parchem, be commended for her years of faithful service. The motion carried 5 - 0. (b) APPOINTMENT - HENNEPIN COUNTY LEAGUE It was moved by Councilman Hanks, seconded by Councilman Heltzer, to reappoint Councilman Thiel. The motion carried 5 - 0. Councilman Heltzer moved to appoint Councilman Griak as alternate. Councilman Hanks seconded and the motion carried 5 - 0. 11. MIS C E LLA.
