CALL T O ORDER A regular meeting of the City Council was called to order by Mayor Pucci at 8 : 05 p . m . 2 . INVOCATION Invocation was given by Rev . Larry Houseman of the Aldersgate Methodist Church . 3 , ROLL CALL The following Councilmen were present at roll call : Frank Fl e e tham Rose - Mary Griak Lyle Hanks James Heltzer Leonard Thiel Frank Pucci Also present were the City Manager , City Attorney, Planning Director , Director of Public Works , and Secretary. (b ) MINUTES OF HUMAN RIGHTS COMMISSION MEETING HELD DECEMBER 15 , 1971 Councilman Thiel moved that any Commission communication with any other governmental body be submitted to the Council for its comments before it is forwarded to that body. Councilman Hanks seconded the motion which carried 7 - 0 . It was Council ' s intent not to censor Commissions but to have Council aware of their position , There being no further discussion , the minutes were ordered by the Mayor to be received for filing . (h ) QUARTERLY REPORT OF CITY ACTIVITIES - FOURTH QUARTER 1971 Upon hearing no discussion , the report was ordered by the Mayor to be received for filing (i ) REPORT OF LIQUOR VIOLATION - TEXA TONKA LIQUOR STORE It was moved by Councilman Graves , seconded by Councilman Heltzer , to set hearing at 6 : 30 p . m . , February 28 , 1972 . The motion carried 7 - 0 , (j ) REPORT OF CITY MANAGER RELATIVE TO BASS LAKE IMPROVEMENT It was moved by Councilman Fleetham , seconded by Councilman Thiel , to authorize staff to advertise and accept bids for Bass Lake development project . Councilman Graves moved to amend to make the clearing and providing an unimproved trail an alternate bid . Councilman Griak seconded the amendment . The vote on both the amendment and the motion carried 7 - 0 . 9 . UNFINISHED BUSINESS ( a ) REQUEST OF DRS , HORWITZ AND PAPERMASTER FOR BARRIER ACROSS END OF ALLEY , 2700 BLOCK BETWEEN HUNTINGTON AND GLENHURST ( DEFERRED FROM JANUARY 17 , 1972 ) It was moved by Councilman Graves , seconded by Councilman Heltzer , to table this matter . The motion carried 7 - 0 . (b ) APPOINTMENTS TO BOARDS / COMMISSIONS 26 Council Minutes , January 31 , 1972 9 . (b ) It was moved by Councilman Heltzer , seconded by Councilman Graves , to reappoint John Neter and William Musolf to full terms on the Citizens Advisory Committee . The motion carried 7 - 0 . Councilman Fleetham moved appointment of Constance Abram to fill unexpired term of Bruce Humphrey ( expires 12 / 31 / 72 ) on the Citizens Advisory Committee . Councilman Graves seconded and the motion carried 7 -- 0 . Councilman Heltzer moved to reappoint Joseph Wolfe to a full term on the Board of Zoning Appeals . Councilman Graves seconded and the motion carried 7 - 0 . It was moved by Councilman Hanks , seconded by Councilman Heltzer , to appoint James Jones to a full term on the Citizens Advisory Committee . The motion carried 7 - 0 . Councilman Griak moved to appoint Oreland Thornsio to fill the unexpired term of Dollie Brandwein ( expires 6 / l / 72 ) on the Human Rights Commission . Councilman Fleetham seconded and the motion carried 7 - 0 . It was moved by Councilman Hanks to reappoint Robert Rietow to a full term on the Building Construction Codes Advisory Commission , Councilman Graves seconded and the motion carried 7 - 0 . Councilman Griak moved to appoint Charles Pfannenstein to fill the unexpired term of Dr . Stanley Veker ( expires 12 / 31 / 72 ) on the Parks and Recreation Advisory Commission . Councilman Thiel seconded and the motion carried 7 - 0 . 10 . NEW BUSINESS (a ) TABULATION OF BIDS - RECOONDITIONING PUMP AND CLEANING WELL NO, 13 It was moved by Councilman Fleetham , seconded by Councilman Hanks , to designate Berge rson - Caswell , Inc . as the lowest responsible bidder in amount of $4 , 990 . 00 and authorize Mayor and City Manager to execute the necessary contract . Hanks seconded and the motion carried 7 - 0 . 12 , CLAIMS , APPROPRIATIONS , AND CONTRACT PAYMENTS ( a ) VERIFIED CLAIMS On motion of Councilman Heltzer , seconded by Councilman Graves , the lists of verified claims prepared by the Director of Finance and presented to the Council dated January 31 , 1972 in the total amounts of $ 12 , 035 . 97 for payroll , and $441 , 028 . 31 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a seven yea vote . (b ) Final Payment , cleaning and painting elevated tower # 2 . Contractor , Anderson Sandblast & Painting Company . Amount , $ 3 , 000 . 00 , RESOLUTION NO. 4440 It was moved by Councilman Graves , seconded by Councilman Fleetham , to waive reading and adopt Resolution No . 4440 entitled , " Resolution Accepting Work on Cleaning and Painting Elevated Tower No . 2 .
