A special meeting of the St . Louis Park City
Council
Mayor Frank Howard at 4 : 50 p . m . to considertheProposed called to order by
P City 1972 Budget .

Also present were the City Manager , Assistant City Manager , Director of Finance ,
Asst . Director or Finance , City Attorney and acting Secretary .

Unallocated General Expense - Councilman Thiel moved to add $ 25 , 000 to Emergency
Appropriation ( 101 - 4970 - 1349 ) . The motion was seconded by Councilman Fleetham ,
Councilman Fleetham indicated he felt this would be minimum amount necessary
to cover cost of living wage increases in 1972 , not to mention other costs
which unexpectedly arise each year . Councilman Thiel stated that he felt
the Contingency Fund for a City of this size should be much greater and
reflected that the last seven years this amount has always been exceeded
by various Council expenditures . He concluded by stating that cutting this
fund to $ 100 , 000 could create financial problems . Following further
discussion , the motion failed by a 3 to 2 vote with Councilman Galinson and
Rudy voting nay ,
Protective Inspection Councilman Fleetham moved to replace $ 11 , 693
previously deleted for a Chief Building Inspector ( 101 - 4130 - 1100 ) and
suggested that proposed revenue from Licenses and Permits be increased by
an equivalent amount , After discussion about the City ' s Workable Program
commitments and federal housing requirements by the Department of Housing
and Urban Development that this position might be needed . The motion was
seconded by Councilman Galinson and carried by a 5 to 0 vote . The Council
directed the City Manager tore are the necessary licensing ordinances for
occupancy inspections and licensing or multi - family units with appropriate
fees for Council action .

Travel _ and Redevelopment Authority budget with the following amendments :
Conferences - Schools ( 807 - 4954 1322 ) be reduced to $ 450 ; Insurance
and Surety bonds ( 1341 ) be reduced to $ 200 . The motion was seconded by
Councilman Rudy and carried by a 5 to 0 vote .

HRA Budget - Councilman Thiel moved to adopt Resolution No . 4361 approving
the 1972 Budget for the Housing and RedevelopmentAutnorThe motion was
seconded by Councilman Galinson and carried by a 5 to 0 vote ,
1971 Tax Levy for HRA - Councilman Thiel moved to adopt ResOand1on No .Redeveloprent
approving 1971 tax levy collectible in 1972 for the Housing

Authority of St . Louis Park . The motion was seconded by Councilman
and carried by a 5 to 0 vote .
HRA Request for funds for 1971 - A discussion on the Authority ' s request for
$ 2 , 500 funding for this year was discussed . Inasmuch as six (6 ) votes were
required , the Mayor indicated that this matter be deferred until a later meeting .
Tax Levy for Police Relief Association - Councilman Galinson moved to adopt
Resolution No . 4363 setting minimum tax le%Ty for support of the St . Louis
Park Police Relief Association . The motion was seconded by Councilman Thiel
and carried by a 5 to 0 vote .
Tax Levy for Fire Relief Association - Councilman Galinson moved to adopt
Resolution No . 4364 setting minimum tax levy for the St . Louis Park Fire Relief
Association . The motion was seconded by Councilman Thiel and carried by a
5 to 0 vote .
Ordinance - Councilman Fleetham moved to waive first reading of proposed
ordinance amending the St . Louis mark Ordinance Code Section 1 : 752 entitled
" Sewer Rental Rates " . The motion was seconded by Councilman Thiel and carried
by a 5 to 0 vote .
Expenses for Boards / Commissions - Mayor Howard brought up the matter of
reimbursed expenses for City business conducted by Soards / commissions ,
such as civil service during recruitment processes , etc . He felt that this

should be expenses borne by the City and not an inalvidual when Cit
affairs are handled . Councilman Thiel agreed and suggested y
