SPECIAL ADJOURNED CITY COUNCIL MEETING
ST . LOUIS PARK , MINNESOTA
September 27 , 1971
A Special meeting of the St . Louis Park City Council was called to order by
Mayor Frank Howard at 6 : 40 p . m , to consider the Proposed City 1972 Budget .
The following Councilmen were present :
Frank Fleetham
Murray Galinson
Richard Graves
James Heltzer
Theodore Rudy
Frank Howard
Councilman Thiel arrived at 6 : 45 p . m .
Also present were the City Manager , Assistant City Manager , Director of Finance ,
and Acting Secretary ,

Sanitary Sewer Utility Fund - Councilman Heltzer moved to delete from capital
outlay ( 703 -4845 - 1530 ) $ 5 , 800 for the hydraulic sewer rodder . The motion was
seconded by Councilman Graves . Councilman Heltzer questioned whether this
enterprise fund would realize a surplus in 1972 . The City Manager responded
that a deficit was projected at the present and proposed increase in sanitary
sewer rates . Councilman Heltzer responded that the City should not increase
property taxes to support the sanitary sewer and indicated that it will have
to rely on user fees .
The City Manager proposed that the City Council consider a 30 % increase in
sanitary sewer rates and that a request be made to the Metropolitan Sewer
Board for rate stabilization guidelines . Councilman Heltzer suggested that
the City Council invite the Chairman of the Metropolitan Sewer Board to discuss
sanitary sewer charges .
Councilman Thiel indicated that the sewer rodder , as proposed , was necessary
because the storm and sanitary sewer system was growing older and more sewers
were being installed requiring increased maintenance .

The motion was seconded by Councilman Fleetham . After some discussion on the
nf0tion such a report provided the citizenry , the motion carried by a
4 t0 3 vote with Councilmen Galinson , Rudy and Mayor Howard voting nay .
