CITY COUNCIL MEETING
S T o LOUIS PARK , MINNESOTA
September 27 , 1971
j CALL TO ORDER
A regular meeting of the City Council was called to order by President
Pro Tem Thiel at 8 : 19 p , m .
2 , INVOCATION
Since no one was present from the Ministerial Association , there was
no invocation .
3 . ROLL CALL
The follo�-ving Councilmen were present at roll call :

Also present were the City Manager , Assistant City Manager , City Attorney ,
Planning Director , Director of Public Works , Assistant City Assessor , and
Secretary.
4, MINUTES
On motion of Councilman r leetham , seconded by Councilman Rudy , the
minutes of the special meeting held September 161 1971 and regular
Meeting held September 20 , 1971 , were approved by a six yea vote .

Arlene Gruenberg , 7707 West 22nd Street ; Mr . C . D. Sherwood ,
7731 West 22nd Street ; had questions concerning the possible amount
held from the developer ' s performance bond for paving in the area and
expressed opposition to the assessment policy as described by the
Assistant City Assessor .
There being no one else present wishing to speak , President Pro Tem
Thiel declared the hearing closed .
It was moved by Councilman Galinson , seconded by Councilman Graves ,
to defer this special assessment to October 18 , 1971 . After discussion
Councilman Galinson changed the date to October 4 , 1971 and this
changed was accepted by Councilman Graves . The motion carried 6 - 0 .

There being no one present wishing to speak to this matter , Mayor

Mr . Ronald Durkin , 2729 Kentucky Avenue , indicated that there was a
part of a utility pole at the 28th Street end of the alley which should be
removed . The Mayor said that if it was not needed it would be taken out .
There being no one else present wishing to speak , Mayor Howard
declared the hearing closed .
RESOLUTION NO. 4356
It was moved by Councilman Heltzer , seconded by Councilman Rudy ,
to waive reading and adopt Resolution No . 4356 entitled , " Resolution
Adopting Assessment , Improvement Nos . 60 - 96 , 69 - 389 69 - 39 , 70 - 14 ,
70 - 16 , 70 - 18 , 70 - 23 and 70 - 47 . " The motion carried 7 - 0 .

It was moved by Councilman Galinson , seconded by Councilman Heltzer ,
to waive reading and adopt Ordinance No . 1166 entitled , " An Ordinance
Authorizing Sale by the City of North Ten ( 10 ) Feet of Lot 26 , Block 41
Boulevard Heights Second Addition . " The motion , carried 7 - 0 .
(b ) FIRST READING OF PROPOSED ORDINANCE RELATING TO THE
CONTROL AND PREVENTION OF TREE DISEASES
It was moved by Councilman Fleetham , seconded by Councilman Thiel ,
to waive first reading of proposed ordinance and set date for second
reading October 4 , 1971 . The motion carried 7 - 0 .
( c ) RESOLUTION DESIGNATING PLACEMENT OF PROCEEDS FROM
SALE OF REAL PROPERTY IN THE GENERAL FUND
RESOLUTION NO . 4357
It was moved by Councilman Fleetham , seconded by Councilman Rudy ,
to waive reading and adopt Resolution No . 4357 entitled , " Resolution
Designating Placement of Proceeds from Sale of Real Property in the
General Fund . " The motion carried 7 - 0 .

Galinson moved to table . Councilman Graves seconded and the motion

It was moved by Councilman Thiel , seconded by Councilman Fleetham ,
to appoint Mrs . A . W . Lampe to fill the unexpired term of Miss Irene
Nydam ( expires 12 / 31 / 73 ) ,, The motion carried 7 - 0 .
(h ) STOP SIGNS
Councilman Galinson moved that staff be directed to prepare resolutions
authorizing placement of stop signs for traffic control at intersections of
18th Street and Westwood Hills Drive and Quebec Drive and West 22nd �
Street , and that the School Board requested to place stop sign at their
driveway on West 22nd Street . Councilman Graves seconded and the
motion carried 7 - 0 .

Councilman Graves moved to authorize City Manager to execute the
proposed change order . Councilman Rudy seconded and the motion
carried 7 - 0 .

It was moved by Councilman Heltzer , seconded by Councilman Graves ,
to authorize execution of the contract . The motion carried 7 - 0 .
(c ) PROCLAMATION SOLIDARITY WITH SOVIET JEWISH YOUTH
Councilman Galinson moved that the Mayor proclaim Sunday , October
10 , 1971 , as a day of reflection and concern for Soviet Jewry . Council -
man Graves seconded and the motion carried 7 - 0 .

11 . b CITIZEN REPRESENTATIVE - 1 - 394 CORRIDOR STUDY
When Council reconvened , Mrs . Jackie Ingersoll was present
� requesting a confirmation of her role in the I - 394 Corridor Study .
'yv She felt her role was to represent all segments of the citi Ty of
St . Louis Park , but not the municipal government s his
definition was accepted by the majority of the Council .
Mrs . Ingersoll requested that she be permitted to have meeting
notices and questionnaires printed . Councilman Heltzer moved to
approve this request . Councilman Graves seconded and the motion
carried 4 - 0 . ( Councilmen Thiel , Fleetham , and Galinson had left
the meeting ) .

13 . ADJOURNMENT
