The special ml was called to order by Mayor Howard at
4 : 45 p . m . to review the proposed City Budget for 1972 .
The following Councilmen were presentee

Also present were the City Manager , Assistant City Manager , Director of Finance ,
Asst , Finance Director , and Acting Secretary .
Budget Review ( Continued )
Civil Defense we Councilman Heltzer moved to reduce communications ( 20141501001300 )
to $400 . The motion was seconded by Councilman Graves . The City Manager explained
that installation of the telephone system in the gun range would qualify the
City ' s Emergency Operations Center as a part of the City ' s Emergency Plan . The
motion then failed by a 3 to 4 vote with Councilmen Heltzer , Graves and rlayor
Howard voting yea .
Councilman Heltzer moved to delete from capital outlay ( 1530 ) the siren at $ 4 , 000 .
The motion was seconded by Councilman Graves . The City MLnager explained that
presently approximately 30 % of the City Was not adequately covered by civil
defense sirens and that this particular siren would be installed in the vicinity
of City Hall . The motion passed by a 5 to 2 vote with Councilmen Thiel and
Fleetham voting nay .
Municipal Parks - Councilman Heltzer moved to add $ 1 , 200 for cleaning and waste
( 207 - 4751 - 1328 ) for additional trash collection at the six league ballfieldso
Motion was seconded by Councilman Graves , Councilman Thiel indicated that league
teams should be assuming the costs of trash collection when they assume the
responsibility of selling concessions and utilize these fields almost exclusively •
The motion then failed by a 2 to 5 vote with Councilmen Heltzer and Graves voting
yea .
Councilman Fleetham moved to add $ 600 to cleaning and waste removal for trash
pick - up at the ball fields with the idea that the Lear* ue Association would
participate in the cost . Councilman Galinson seconded the motion which carried
by a 6 to 1 vote with Councilman Thiel voting nay .

Councilman Galinson moved to add $ 3 , 500 to temporary employees ( 1120 ) for a
summer employee with background in nature interpretation to work at the Center .
The motion was seconded by Councilman Heltzer and carried by a 6 to 1 vote with
Councilman Th i e 1 voting nay ,
Councilman Galinson moved to add $ 4 , 000 to miscellaneous services ( 1349 ) for a
summer bussing program to the municipal pool and that the City attempt to have
the schools participate on a matching basis for this service . The motion was
seconded by Councilman Graves . Mayor Howard suggested that a bus schedule be
provided with season ticket sales and Councilman Heltzer proposed a scheduling
of busses for senior citizens to the Center . Councilman Fleetham moved to amend
the motion to impose a charge of 10� per person per trip for bus usage . The
motion was seconded by Councilman Heltzer . The amended motion failed to carry
by a 1 to 6 vote with Councilman Fleetham voting yea . The original motion carried
by a 6 to 1 vote with Councilman Fleetham voting nay .
Public Recreation - Councilman Thiel moved to eliminate $ 2 , 000 from salaries of
temporary employees fer slating and skiing ( 1120 ) . The motion failed for a lack
of a second . Councilman Heltzer indicated a reluctance to eliminate any neighbor -
hood skating areas from the budget .
riunicipal Parks - Councilman Galinson proposed that the City Council carry out
this program in the same manner as previous years or hold a special meeting for
the purpose of determining allocations in the municipal park improvement fund
for 1972
State Aid _ Street Construction - Councilman Heltzer moved to delete $ 042 , 899 from
capital outlay ( 215 - 4250 ) for Improvement No * 71 - 15 , the Oxford Street - Fdgewood
improvement . The motion was seconded -,-)y Councilman Graves . The City Manager
explained that this fund was anticipative in nature and that the Council would

be required to provide approval for each of the improvements when presented .
He also indicated th t the amount of state aid is contineent upon an allotment
which
is usually divided amon many projects . Councilman Heltzer subsequently
withdrew his motion , g
Print Slio and Stores - Councilman Thiel mcmied to eliminate $ 10 , 561 from capital

by Councilman Heltzer ) Councilman Galinson indicated that the City ' s record
keeping requirements were not diminishing .and that this would become an

water Utility - Councilman Heltzer moved to delete from maintenance of other
$ 14 , 000 for the refinishing of the reservoir at
improvements ( 701 - 424 - 1260 )
29th and Idaho . The motion was seconded by Councilman Graves . The City
Manager explained that refinishing of the interior of the reservoir was of
utmost importance to prevent corrosion of the interior reservoir �>>alls . The
motion then failed by a unanimous vote .
Councilman Graves moved to delete from capital outlay ( 701 - 4027 - 1530 ) $ 2007000
for the iron removal plant at Virgini � and 16th Street . The motion was seconded
by Councilman Galinson . The motion was subsequently withdrawn by Councilman
Graves .
Councilman Heltzer moved to delete from capital outlay ( 1530 ) $ 200 , 000 for the
iron removal plant at Virginia and 16th Street . The motion was seconded by
Councilman Graves . Councilman Heltzer e:: plained that by eliminating this
expenditure the Council could assure a surplus in the water utility fund and
thereby ensure funds for emergency appropriations . Councilman Galinson indicated
that he had received no complaints for rust in water in his area in some time .
Councilman Thiel indicated he felt that the removal plant would cost more in
the future and should be done now . Councilman Galinson moved to amend the
motion to increase the amount for pump and well at Virginia and 16th Street
( 1530 ) to $ 20 , 000 to provide for a building to house the well and pump . The
amended motion was not accepted by Councilman Heltzer , The City Manager suggested
that alternate bids be taken for iron removal plant and for pump station alone
and that the Council male a decision at that time as to whether or not to
provide for iron removal facilities . The motion then carried by a 5 to 2 vote
with Councilmen Fleetham and Thiel voting nay .
Adjournment - The meeting was adjourned at 7 : 30 p . m .
