LOUIS PAPS; , MINNESOTA September 21 , 1971 A Special meeting of the City Council was called to order by Mayor 7 : 10 p . m • to review the proposed City Budget for 1972 • Y Howard at The following Councilmen were present : Frank Fleetharn Murray Galinson James Heltzer Theodore Rudy Leonard Thiel Frank Howard Councilman Graves arrived at 7 ; 30 p . m . Also present were the City Manager , Assistant City Manager , Director of Finance , Assistant Director of Finance , and Acting Secretary . Budget Review ( Continued ) Street Maintenance - Councilman Heltzer indicated concern that despite the City ' s Capital Improvements ? rogram , street maintenance costs continued to rise . Mr . Heltzer then suggested the City adopt the program of special assessments for maintenance of unimproved streets . The City Manager explained that administrative costs would increase . Councilman Heltzer surrgested that if unimproved street maintenance were continued at its present level , residents would never desire new streets , Mayor Howard sub ; ested that administrative costs for special assessments be added to any maintenance assessments , Councilman Heltzer moved to decrease salaries of temporary employees ( 101 - 4220 - 1120 ) to $4 , 835 . The motion was seconded by Councilman Galinson . The City Manager explained that these temporary services were for continuation of the successful weed cutting program and were needed �.: o keep up with the increasing weed cutting wort: of the City . The motion then carried by a 5 to 2 vote with Councilmen Thiel and Fleetham voting n ,.- Y . Councilman Heltzer moved to reduce maintenance of other improvements ( 1260 ) to $ 75 , 000 • The motion was seconded by Councilman Graves , City Manager explained that these funds Mould provide for an expanded seal - coating program for improved Streets completed in 1971 . Councilman Heltzer subsequently withdrew his motion . 4YPCouncilman Heltzer moved to delete $ 20 , 000 for the sweeper - loaders from Capital la p 1aY ( 1530 ) . The motion was seconded by Councilman Rudy . Councilman Heltzer e lned he felt he could support the tti�o sweeper - loaders if one employee were l �minat ed • He also indicated that he was prepared to have a less efficient street beeepins program , Mayor Howard explained that the leaf pickup program will also de affected • Councilman Heltzer res onded that tie was not concerned about creased leaf pick - up service . Councilman Thiel suggested that if the purchase 291 ..�' Council Minutes , September 21 , 1971 of the sweepers were delayed to next year when the City would be requiring a new fire pumper ; there would be a significant outlay of capital at that time . The motion then carried by a 4 to 3 vote with Councilmen Thiel , I' leethan and Mayor Howard voting nay . Councilman Galinson moved to purchase one sweeper loader to replace the older unit . The motion was seconded by Councilman Rudy , but subsequently withdrawn by Councilman Galinson . Following an explanation by the City Manager of the reasons for replaceneni. of the street sweepers , Councilman F1eetham moved to replace $ 20 , 000 for the two sweeper loaders in capital outlay . The motion was seconded by Councilman Thiel and carried by a 5 to 2 vote with Councilmen Heltzer and Graves voting nay . Street Lighting - Councilman Heltzer moved to delete from capital outlay ( 101 - 4260 - 1540 ) $ 33 , 800 for high intensity lighting on Louisiana Avenue extension from Excelsior to Oxford . The motion was seconded by Councilman Galinson . Councilman Heltzer explained that the Louisiana Avenue extension was not in a residential area , The motion then failed by a 3 to 4 vote with Councilmen Galinson , Heltzer , and rudy voting yea . Councilman Galinson moved to delete from capitol outlay ( 1540 ) $ 15 , 950 for lighting Texas Avenue from 32nd Street to 28th Street . The motion was seconded by Councilman Fleetham and carried by a 6 to 0 vote (Mayor Howard absent ) . Health - Regulation and Inspection - Councilman Heltzer moved to delete from capital outlay ( 101 - 4430 - 1520 ) $ 2 , 675 for the noise monitor . The motion was seconded by Councilman Galinson and carried by a 6 to 0 vote (Mayor Howard absent ) . Councilman Thiel proposed the elimination of one sanitarian from the department . Councilman Heltzer explained he felt the activities of the Health Department were greatly needed and very well received nd would be reluctant to cut back on staff and services . Election- Voters Registration - Councilman G�. linson moved to set salaries of election judges in temporary employees ( 101 - 4040 - 1120 ) at the 1971 level . The motion was seconded by Councilman Heltzer but failed by a 2 to 5 vote with Councilmen Heltzer and Graves voting yea . Human Rights - Councilman Thiel moved to eliminate from professional and consultant services ( 101 - 4075 - 1130 ) $ 63000 for the Human Rights Consultant . The motion was seconded by Councilman Fleetham . The City Manager explained the consultant ' s ' activities to date and suggested that improved acitivities and reporting from the consultant would be provided to the City Council in the future . The motion was subsequently withdrawn . City Hall Operation and Maintenance - Councilman Galinson moved to delete from capital outlay ( 101 - 4091 - 1520 } $ 600 for the night depository . The motion was seconded by councilman Heltzer and carried by a unanimous vote . Tree Maintenance - Councilman Galinson moved to delete from capital outlay ( 1014752 - 1530 ) $4 , 000 for trees and shrubs . The motion failed for lackof a second . Unallocated General I;;: ' pense - Councilman Heltzer moved to delete from supervisory training ( 101 - 4970 - 1349 ) $ 52000 for supervisory training . The motion was seconded by Councilman Graves but failed by a 1 to 6 vote with Councilman Heltzer voting yea . Councilman Heltzer moved to reduce emergency appropr a ations ( 1349 ) to $ 100 , 0000 The motion was seconded by Councilman Graves . Councilman Thiel expressed concern that the City may have an insufficient resources to face emergency problems during 1972 especially in light of the impending " freeze " on local government spending to the 1971 level . Councilman Heltzer explained that this was one area to make a sizeable impact on the mill levy and that if it is out , it will force the Council to be more conservative next year . The City Manager explained that unexpected expenses for the City may lead to curtailment of some services in 1972 and possible lay - offs of personnel . Councilman Heltzer indicated agreement and suggested that the residents would understand , Mayor Howard indicated disagreenent and stated that residents would never understand a curtailment of services .
