" The motion carried 7 - 0 , (c ) REPORT OT CITY MANAGER RELATIVE TO WESTWOOD HILLS NATURE INTERPR-� TIVE CENTE ?Z (lvi & C or ►0, 71 •- 26 ) It was moved by" Councilman Galinson , seconded by Councilman Graves , to authorize City Manager to negotiate final purchase in a net amount not to exceed $ 146 , 395 , The motion carried 7 - 0 . (d ) CABLE TELEVISION NETWORK CouneilXnan Thiel moved that : since the city has received a number of lAquiries from, companies relative to obtaining a franchise to operate a gable television network , staff be directed to prepare a report on CATV cainclude ( 1 ) concise understanding of CATV (i . e . what it is , what it n do , potential for St , Louis Park ; ( 2 ) include legal opinion as to franchis * g such an operationcal together with federal , state and lo controls ; and ( 3 ) research and information from as many sources (includisb goverment agencies , private organizations , etco ) as possible to determine 225 .Inc ;_1 Minutes , August 2 , 1971 the technical aspects of such an operation in order to act effectively _ _ i (d ) give that upon submission of this report and information , the Council P , considering careful study to franchising CATV in St Louis g its im acts and Po � entiais in all areas of community needs . Councilman P Graves seconded and the motion carried 7 - 0 . 100, NEW BUSINFSS ( a ) APPCINTMENT TO PARKS AND RECREATION ADVISORY COM - MISSION Councilman Heltzer moved i,o appoint Mrs . Richard Hunegs to fill the unexpired term of Mrs . Bruce Mitchell ( expires 12 / 3I / 73 ) . The mo .ion was seconded by Councilman Graves . Councilman Fleet- ha�n moved to defer this matter until he could review the resume on file . This motion failed for lack of a second . The vote on the original raotion carried unanimously . PAVING AND SANITARY SEWER - AREA OF WEST 28TH STREET AND RALEIGH AVENUE The Mayor explained that people on 28th and Raleigh asked that their street be paved but indicated that there is trouble with the sanitar , lever in that area and suggested that no paving be done until the sewer problem is solved . It was moved by Councilman Fleetham , seconded by Councilman Gro-Anson , to authorize staff to replace the sanitary sewer . The motion calmed 7 - 0 . MISCELLANEOUS ( a ) DAMAGt • CLAEvfS 1 . Mrs .
