4 , MINUTES
On motion of Councilman Galinson, seconded by Councilman Graves ,
the minutes of regular meetings held July 6 and July i2 , 1971 , minutes
of Board of Review meetings held June 28 and July 12 , 1971 , and minutes
Of joint meeting of Housing and Redevelopment Authority and Council
meeting held June 28 , 1971 , were approved by a seven yea vote .
A plaque was presented to Sgt , Henry " Bud " Carlson of the Police
Department on his retirement from the force .

PERMIT
Dr . Abel agreed that he understood staff ' s interpretation of the
special permit .
RESOLUTION NO. 4279
It was moved by Councilman Thiel , seconded by Councilman
Graves , to waive reading and adopt Resolution No . 4279 entitled ,
" Resolution Amending Resolution No . 3466 Previously Amended by
Resolution Nos . 4083 and 4244 Granting Permit Under Section 6 : 092 . 8
of the St . Louis Park Zoning Ordinance for Allowing a Doctors ' Office . "
The motion carried 6 - 1 , Councilman Galinson voting nay. This
resolution granted a 90 - day extension of time to the applicant.

( a ) SECOND READING OF PROPOSED ORDINANCE AMENDING SECTION
6 . 08 OF THE ST , LOUIS PARK HOME RULE CHARTER ENTITLED

It was moved by Councilman Galinson , seconded by Councilman
Heltzer , to waive second reading and adopt the proposed ordinance .
Motion failed 6 - 1 , Councilman Thiel voting nay . ( Requires
unanimous vote to carry ) .

The City Attorney indicated that it would not be necessary to adopt
official map for Bass Lake area because that property is under

It was moved by Councilman Galinson , seconded by Councilman
GiL Graves , to waive first reading of proposed ordinance adopting
official map for all areas with the exception of Bass Lake , and
set date for second reading August 2 , 1971 . The motion carried

Councilmen Heltzer and Galinson indicated that their concern is
for curb damaged by storm sewer contractors and that they want
the resolution to clearly read that the contractor pay for the
l damaged curb and gutter . It was suggested that the resolution
PON be referred to staff to be redrafted .

It was moved by Councilman Heltzer , seconded by Councilman
Fleetham , to remove this matter from the table . The motion
carried 7 - 0 .
The Planning Director explained that the applicant had changed
his request and now have asked that only alleys and small section of
the street be vacated .

8 (b ) Councilman Heltzer said that he would like some kind of evidence
that indicates that it is true •
that it is unprofitable for developers
to build senior citizens housing . Council also discussed the
importance of quality of life for senior citizens and the possibility
of leasing housing .
It was moved by Councilman He " tzer , seconded by Councilman Thiel ,
to table and direct staff to call a public hearing on this matter at the
earliest possible date to get the viewpoint of the developers . The
motion carried 7 - 0 .

(c ) MINUTES OF COUNCIL AND HOUSING AND REDEVELOPMENT
AUTHORITY JOINT MEETING HELD JUNE 28 , 1971
There being no discussion , the minutes were ordered by the Mayor
to be received for filing .
( d ) REPORT RELATIVE TO SIDEWALK - VERNON AVENUE
( REQUESTED BY COUNCILMAN FLEETHAM )
After discussion concerning the importance of sidewalk in this
area for pedestrian safety, Councilman Reynolds moved to direct
staff to prepare engineering and assessing report to construct
sidewalk on west side of Vernon from existing sidewalk at intersection
north to existing sidewalk south of West 29th Street . Councilman
Fleetham seconded . Councilman Galinson asked that the aotice be
sent to a large area and Councilman Heltzer asked for a report on
the feasibility of assessing it on the basis of the school district .
Vote on the motion carried 7 - 0 ,
Councilman Galinson requested that staff bring in their recommendation
on the need for sidewalks in and about the Eliot School area .

There being no discussion , the minutes were ordered by the
Mayor to be received for filing .

It was moved by Councilman Galinson , seconded by Councilman
Graves , to designate Batzll Electric Company as lowest responsible
bidder in amount of $ 15 , 860 and authorize Mayor and City Manager

Councilman Heltzer seconded and the motion carried 7 - 0 .
It was moved by Councilman Heltzer , seconded by Councilman Graves ,
to approve the application for intoxicating on - sale liquor license to
Hickory Wheel Bar B - Q Restaurant . After discussion concerning
the financial condition of the apl,licant , the vote on the motion carried
4 - 3 , Councilmen Fleetham , Thiel , and Mayor Howard voting nay .

It was moved by Councilman Graves , seconded by Councilman Reynolds '
to consent and approve the appointment of Bonnie Haralson as Clerk I '

It was moved by Councilman Heltzer , seconded by Councilman
Galinson , to appoint Mrs . Alan E . ( Luanne ) Liliekrans to the
Citizens Advisory Committee to fill the unexpired term of
J . Dudley Moylan ( expires December 31 , 1973 ) . The motion
carried 7 - 0 ,
(f ) LIGHTED SCHOOL COORDINATOR
Dr . B . Robert Lewis and Councilman Fleetham gave a report
on the interviewing of candidates for the position of Lighted
School Coordinator .
It was moved by Councilman Thiel , seconded by Councilman Graves ,
to authorize the Advisory Committee to negotiate salary
between $ 18 , 000 and $ 20 , 000 . The motion carried 7 - 0 .

(b ) REPORT OF COMMITTEE ON " BAN THE CAN "
Councilmen Galinson and Heltzer indicated progress is being
made by this committee , that Harvey McPhee is chairman , and
that a resolution had been adopted that an ordinance regulating
these non - disposable items should be drafted . Mr . McPhee is
drafting an ordinance that can be discussed at the committee ' s
next meeting .
(c ) ASSESSMENT BY SCHOOL AREA
Councilman Heltzer moved that staff study a proposal for
assessing sidewalk on grade school area basis . Councilman
Galinson seconded and the motion carried 7 - 0 .
(d ) NATURE CENTER CONSULTANT
Councilman Galinson moved that the Nature Center Consultant
be invited to be here August 8 - 11 and that there be a joint
meeting with Parks & Recreation Advisory Commission on
August 9 , 19710 Councilman Reynolds seconded and the °tion
