LOUIS PARK , MINNESOTA July 12 , 1971 1 , CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Howard at 8 : 09 p . m . 2 . ROLL CALL The following Councilmen were present at roll call : Frank Fleetham Murray Galinson Richard Graves Leonard Thiel Frank Howard Also present were the City Manager , Assistant City Manager , Director of Finance , Chief of Police , and Secretary . Councilman Robert Reynolds arrived at 8 : 20 p . m . 3 . PUBLIC HEARING ( a ) APPLICATION FOR INTOXICATING LIQUOR LICENSE REQUESTED BY HICKORY WHEEL BAR B - Q RESTAURANT , 5420 EXCELSIOR BOULEVARD , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED JUNE 10 AND JUNE 171, 1971 ) . Wir , Phillip Eder , applicant , was present indicating that he had now furnished Council with information requested at the meeting of June 21 , 1971 . After discussion concerning the financial condition of the firm , Councilman Thiel moved to deny the license . Councilman Fleetham seconded the motion . Councilman Graves , feeling there should be a full Council present , moved to defer action to July 19 , 1971 . Councilman Galinson seconded the motion for purposes of discus sion. ( Councilman Reynolds thramed ) e The vote on the motion failed 3 - 3 , Councilmen Thiel and Fl , and ` Mayor Howard voting nay . Councilman Graves moved to defer , and Galinson vot econd to his motion . to July 19 , 1971 , but there was no s 209 Council Minutes , July 12 , 1971 he Cit Attorney ruled that since no action had been taken on the 3 . ( a ) T Y matter it was the same as if it had been indefinitely tabled . 4 . MISCELLANEOUS RESOLUTION NO. 4278 It was moved by Councilman Galinson , seconded by Councilman Graves , to waive reading and adopt Resolution No . 4278 entitled , Resolution Urging United States Government to Intercede to Indicate to the Soviet Union Concern for Proper Treatment of Soviet Jews . The motion carried 6 0 . Councilman Thiel moved that Council direct staff to investigate and bring back a feasibility report relative to making Wolfe Lake into a fishing lake . Councilman Graves seconded and the motion carried 6 - 0 . Councilman Galinson also asked for plans for greening up of that area . Councilman Galinson moved to approve budget of Bassetts Creek Flood Control District , Councilman Thiel seconded and the motion carried 6 - 0 . Councilman Graves moved to appoint J . Dudley Moylan to the Housing and Redevelopment Authority , Councilman Thiel seconded and the motion carried 6 - 0 . Mr . Stanley Maisel , 2639 Florida Avenue , requested that tennis courts be considered in the development of the park facilities at 26th Street and Dakota Avenue . Councilman Reynolds indicated that he would bring this to the Parks and Recreation Advisory Commission for their consideration. 5 . ADJOURNMENT On motion of Council-man Reynolds , seconded by Councilman Thi mel , the meeting was adjourned at 8 : 45 p . m , oy a six yea vote . Mayor rank J . o d , Y Attest , A ice M .
