M . , JUNE 14 , 1971 A special meeting of the City Council was called to order by Mayor Howard at 9 : 10 P . M . The following Councilmen were present a : roll call : i Frank Fleetham Murray Galinson Richard Graves James Heltze r Robert Reynolds Leonard Thiel Frank Howard Also present were the City Manager , Assistant City Manager , City Attorney , Planning Director , Director of Public Works , and Secretary. Public Hearing ( a ) Discussion of Proposed Tax Legislation or Representative Petrafeso explained his proposed tax bill which proposes to tax contractors ' equipment that has been given to the various defense contractors when carrying out their job with contracts for the federal government . He indicated that this equipment is basically given to these contractors and they are going untaxed ,. He felt that corporations are not paying their fair share for services given to them by the community . He explained that several states have passed such a tax. Mr . Charles Pillsbury , 700 University Avenue S . E . , Minneapolis , of the Committee on Corporate Review , spy ke for the group v. hich provided research for the bill . He mplauzed in some detail the many facets of the bill and the reasons he felt it should have Council support . Mr . Ray Freidl , 2713 Louisiana Avenue , questioned whether defense contractors might make more money because of their contracts being on a cost plus basis . He also asked if the Teamsters ' Union has been asked for their opinion of the tax bill in St. Louis Park . Mr . Warren Pfieffer , 1886 Hampshire Lane , Golden Valley, spoke for the Chamber of Commerce of St . Louis Park . He felt that this should be enacted at the State level and was told that there was no ordinance being considered by the City but that Representative Petrafeso was asking for support of his bill by the City Council ,, Senator Wolfe spoke in opposition of the bill and said he felt there was little chance of its being heard by the legislature . He explained the two tax bills that are before the legislature that would impose gross earnings t -;'` 176 Council Minutes , June 14 , 1971 on corporations . He went into some detail concerning proposed tax legislation and its effect on St . Louis Park . ' I ` Mr . Howard George , 2112 Parklands Roads Mrs . S . G . Peterson, 4370 Wooddale Avenue ; Mr . Milton Goldstein , 3638 France Avenue ; Mrs . S. L. Rivken , 2537 Oregon Avenue ; Mr . Bill Gardner , 2631 Byrd Place , spoke in favor of Representative Petrafeso ' s pMoposed legislation . r Mr . Bob McFarlin , 4329 Coolidge Avenue , spoke in o osition to the bill PP indicating that it was his feeling the legislation would not greatly benefit St. Louis Park . Councilman Thiel moved to table and Councilman Fleetham seconded but the M was withdrawn. Councilman Thiel then moved that this matter be filed . The motion was seconded by Councilman Fleetham and carried 4 - 3 , Councilmen Galinson , Graves , and Heltzer voting nay . " The motion carried 7 moo 09 ( e ) Second reading of Proposed Ordinance Amending the 1971 Budget as Adopted by Ordinance 1124 and Amended by Ordinance 1136 , 1138 , and 1143 ' ORDINANCE NO. 1150 It was moved by Councilman Graves , seconded by Councilman Heltzer , to waive second reading and adopt Ordinance No . 1150 entitled , " An Ordinance Amending the 1971 Budget as Adopted by Ordinance 1124 and Amended by Ordinance 1136 , 1138 , and 1143 , " The motion carried 6 - 0 . Councilman Thiel had left the meeting . (f ) Second Reading of Proposed Ordinance Authorizing the Transfer of Funds and Providing Appropriations for Operating Costs of Ice - Arena - Pool for Year Ending December 31 , 1971 ORDINANCE NO. 1151 It was moved by Councilman Graves , seconded by Councilman Heltzer , to waive second reading and adopt Ordinance No . 1141 entitled , "An Ordinance Authorizing the Transfer of Funds and Providing Appropriations for Operating ' Costs of Ice Arena - Pool for Year Ending December 31 , 1971 . " The motion carried 6 - 0.
