A regular meeting of the City Council was called to order by Mayor Howard

FROM TEXAS AVENUE TO UTAH AVENUE ON THE SOUTH AND FROM
TEXAS AVENUE TO VIRGINIA AVENUE ON THE NORTH , AS DESCRIBED
IN NOTICE OF HEARING PUBLISHED APRIL 8 AND APRIL 25 , 1971
(HEARING CONTINUED FROM APRIL 26s 1971 ) .
/ The Director of Public Works explained the proposed project and how
it had emanated from pedestrian problems in the area . He indicated
that the improvement eliminates six driveways and provides two large

Baths , Public Heat Bathing Rooms , Public Suntanning Rooms , Public
Rest Rooms , Public Portable Rest Rooms , Public Bathing Rooms and Public
Exercise Rooms ; Providing for the Licensing of Public Steam Baths ,
Public Heat Bathing Rooms and Public Suntanning Rooms ; Public Portable
Rest Rooms ; Providing for Inspections ; and Providing Penalties for Viola -
tions of the Provisions Thereof. " The motion carried 7 - 0 .
(b ) FIRST READING OF PROPOSED ORDINANCE RELATING TO THE USE
OF LOT 6 , BLOCK 2 , MINIKAHL A VISTA SECOND ADDITION
This ordinance was brought to Council as alternative to a variance
from Section 6 : 084 . 5 of the Zoning Ordinance requested by Halmar Inc .
at 3726 Kipling Avenue ( Case No . 71 - 22 - Var . ) .
COuncilman Heltzer indicated that it was his feeling that action on
this ordinance might undermine the zoning code .

(b ) MINUTES OF PLANNING COMMISSION MEETING HELD MAY 5 , 1971
Councilman Graves moved to meet with Planning Commission and
Citizens Advisory Commission at 7 : 00 p , m . June 14 , 1971 concerning
the 394 Corridor . Councilman Fseetham seconded and the motion carried
6 - 1 , Councilman Reynolds voting nay .
There being no further discussion, the minutes were ordered by the
Mayor to be received for filing .
(c ) MINUTES OF THE PARKS AND RECREATION ADVISORY COI 1WSSION
MEETING HELD MAY 122 1971
Councilman Galinson suggested that Council communicate with the
school administration asking that school pools be kept open for
recreational swimming until need could be determined . Counc an
Heltzer felt that their remaining open should be publicized .
There being no further discussion , the minutes were ordered by the
Mayor to be received for filing .

Mr . Toberman and Mrs . Goldstein had indicated that they did not
wish to be reappointed to the Human Rights Commission,
Councilman Heltzer moved to appoint Samuel Scheiner to the Human
Rights Commission . Councilman Galinson seconded and the motion
carried 7 - 0 .
It was moved by Councilman Fleetham , seconded by Counailman
Graves , to appoint Mr . Rolfe Aaseng . The motion carried 7 - 0.
(C ) TABULATION OF BIDS FOR ASPHALT PAVING , CONCRETE CURB
AND GUTTER , SIDEWALK REPAIR AND MISCELLANEOUS CONTINGENT
UTILITY WORK , IMPROVEMENT NO. 71 - 02

It was moved by Councilman Galinson , seconded by Councilman Heltzer ,

Accepting Bid for Asphalt Paving , Concrete Curb and Gutter , Sidewalk

OF EMPLOYEE APPOINTMENT
Councilman Galinson moved to consent and approve appointment of
Beverly K . Weinberg as Clerk I in the Assessing Department. Councilman
Graves seconded and the motion carried 7 0 .
b DISCUSSION OF RATES FOR ICE ARENA AND SWIMMING POOL
Councilman Galinson moved to authorize City Manager to employ i
arena manager , maintenance man , custodians and four lifeguards .
Councilman Heltzer seconded and the motion carried 7 - 0 .
Councilman Thiel moved to determine the price now for boththe
