LOUIS PARK , MINNESOTA March 8 , 1971 A special meeting of the Council was called to order by Mayor Howard at 8 : 10 p . m . The following Councilmen were present : Frank Fleetham Murray Galinson Richard Graves James Heltzer Leonard Thiel Frank Howard Also present were the Assistant City Manager , City Attorney , Chief of Police , Director of Parks and Recreation , Director of Public Health , City Assessor , Planning Director , Director of Finance , Director of Public Works , and Secretary. Consultant ' s Report of Proposed Westwood Hills Nature Environmental Center - Messrs . Jerry Pirkl and Bob Hemming of Brauer & Associates reported on studies made of the area . They explained the natural state of the area as it presently exists and suggested development and uses which would preserve this natural environment . They also suggested parcels of land which they felt should be acquired to more fully utilize the area and protect its natural state . Councilman Galinson showed slides taken of nature interpretive centers visited by Council in Sam; Diego and Oakland . It was moved by Councilman Galinson , seconded by Councilman Heltzer , that staff be authorized to enter negotiations to acquire Parcels A , B , and C . The motion carried 6 - 0 . Councilman Galinson suggested that a report on Parcel A be given to Council by March 22 , 1971 . Preliminary Reports from Director of Public Works and Assessment Reports with Respect to Alley Pavings : ( a ) Improvement No . 60 - 961 from West 32nd Street to Louisiana Avenue between Jersey Avenue and Kentucky Avenue RESOLUTION NO. 4170 It was moved by . Councilman Thiel , seconded by Councilman Galinson , to waive reading and adopt Resolution No . 4170 entitled , " Resolution Calling Public Hearing on Improvement No . 60 - 96 . " The motion carried 6 - 0 . ( d ) Improvement No . 70 - 43 . from West 34th Street to West 35th Street between Quebec Avenue and Rhode Island Avenue RESOLUTION NO. 4173 It was moved by Councilman Thiel , seconded by Councilman Galinson , to waive reading and adopt Resolution No . 4173 entitled , " Resolution Calling Public Hearing on Improvement No . 70 - 43 . " The motion carried 6 - 0 . Public Hearings were set for March 22 , 1971 . Request of Police Department Relief Association for Increased Benefits - Mr . Percy Morris of the Police Department was present requesting Council to suppor L a proposed amendment to Police Relief Association Widows and Childrens Pensions , as Provided for in Minnesota Statutes 423 . 810 , Subd . 1 . The Director of Finance was present to further explain the amendment and its effect on the funding of the pension plan . Councilman Fleetham moved to recommend enactment of the bill . Council ' man Galinson seconded and the motion carried 6 - 0 . Receipt of Notice on MTC Rate Hearing - Council took no action on this matter . Resolution Relative to Revenue Sharing - 64 Council Minutes , March 8 , 1971 4 RESOLUTION NO, 4174 It was moved by Councilman Thiel , seconded by Councilman Graves , to waive reading and adopt Resolution No . 4174 entitled , " A Resolution Urging Support of Federal Revenue Sharing . " The motion carried 6 - 0 . Resolution Setting Hearing Dates for Alley Pavings , Improvement Nos . 70 - 03 and 70 - 17 ( Tabled January 18 � 1971 ) - It was moved by Councilman Graves , seconded by Councilman Thiel , to remove from table . Carried 6 - 0 . ( a ) Improvement No . 70 - 03 , from Minnetonka Boulevard to West 31st Street between Oregon Avenue and Pennsylvania Avenue - " T " Alley RESOLUTION NO , 4175 It was moved by Councilman Heltzer , seconded by Councilman Galinson , to waive reading and adopt Resolution No . 4175 entitled , " Resolution Calling Public Hearing Improvement No . 70 - 03 . " The motion carried 6 - 0 . (b ) Improvement No . 70 - 17 , from West 31st Street to West 32nd Street between Nevada Avenue and Oregon Avenue RESOLUTION NO, 4176 It was moved by Councilman Heltzer , seconded by Councilman Galinson , to waive reading and adopt Resolution No . 4176 entitled , " Resolution Calling Public Hearing Improvement No . 70 - 17 . " The motion carried 6 - 0 . Public Hearings were set for March 22 , 1971 , Resolution Stating Policy as to Action on Petition for Alley Improvement - RESOLUTION NO. 4177 It was moved by Councilman Graves , seconded by Councilman Galinson , to waive reading and adopt Resolution No . 4177 entitled , " Stating Policy as to Action on Petition for Alley Improvement . " The motion carried 6 - 0 . Special Assessment Policy for Corner Lots - The Acting City Manager explained that the present policy causes interior lots to be assessed for a greater amount than the corner lots in the same block . After discussion Councilman Fleetham moved to accept recommendation to assess under the present policy but that interior lots not be assessed more than a corner lot . Councilman Graves seconded and the motion carried 5 - 1 , Councilman ualinson voting nay . 65 Council Minutes , March 8 , 1971 parks and Recreation explained Swimming Pool Depth - The Director pool would have to be 3 1 feet ming P at a 3 foot level that to sanction an official meet the SwW water could be kept deep at the shallow end .
