1 . CALL TO ORDER
A regular meeting of the City Council was called to order by Mayor
Howard at 8 : 08 p . m .
2 . INVOCATION
Since no member of the Ivi , inisterial Association had been scheduled , no
invocation was given .
3 . ROLL CALL
The following Councilmen were present at roll call :
Frank Fleetham
Murray Galinson
Leonard Thiel
Frank Howard
Also present were the City Manager , Assistant City Manager , City
Attorney , City Assessor , Director of Public VIorks and Secretary .
Councilman Heltzer arrived at 8 : 58 p . m .
4 . MINUTES
On motion of Councilman Fleetham , seconded by Councilman Thiel ,
the minutes of the meeting held March 15 , 1971 , were approved by a
four yea vote .
5 . PUBLIC IEARINGS
( a ) IMPROVEMENT NO. 65 - 30 , STORIA SEWER , IN AREA BOUNDED
BY THE MINNEAPOLIS , NORTHFIELD AND SOUTHERN RAILROAD ,
MINNETONKA BOULEVARD , UTICA AVENUE , AND WEST 26TH
STREET , AS DESCRIBED IN NOTICE OF HEARING PUBLISHED
MARCH 4 AND MARCH 11 , 1971
Mayor Howard declared the hearing open .
The City Manager explained the schedule for storm sewer f or
City as it is presently planned .
The Director of Public Works explained the project , describing
the area to be drained and the proposed storm sewer construction

5 . ( a ) The City Assessor explained the assessment policy for the proposed
project and the financing of this construction . He also explained
credits that would be given for the amount paid for previous storm
sewers in the area ,
Mr . Merlyn Munsterman , 2740 Webster Avenue , explained that he
had no flooding problem but that he felt the project should be approved
before cost of construction go ( : s up any more than it already has .
Mrs . Harriet Lerner , 2744 Webster Avenue ; Mr . Ernest Fraenkel ,
2712 Webster Avenue ; and Air . Steve Brown , 282'8 Alabama Avenue ,
spoke in favor of the proposed storm sewer ,
Mr . Ray Anderson , 2803 Zarthan Avenue , and Iver . John Anderson ,
2700 Vernon Avenue , spoke in opposition to the improvement .
Air . William L. Baker , 2809 Yosemite Avenue ; Mr . D . J . Beauchene ,
2705 Webster Avenue ; Airs , A . Hokenson , 5500 lvAnnetonka Boulevard ;
Mr . Sam Yarosh , 2746 Webster Avenue ; and Air . Jerome Ross ,
2724 Yosemite Avenue , had specific questions concerning the
construction or assessment of the improvement which were answered
by the staff .
Since no one else wished to speak concerning this project , Mayor
Howard declared the hearing closed .
It was moved by Councilman Galinson , seconded by Councilman
Thiel , to defer this action. to March 30 , 1971 at 8 : 00 p . m . The
motion carried 4 - 0 .
(b ) IMPROVEMENT NO, 60 - 96 , ALLEY PAVING FROM WEST
32ND STREET TO LOUISIANA AVENUE BETWEEN JERSEY
AVENUE AND KENTUCKY AVENUE , AS DESCRIBED IN NOTICE
OF HEARING PUBLISHED MARCH 11 AND NLA& RCH 18 , 1971
Mayor Howard opened the hearing .
There being no one present interested in this matter , Mayor
Howard closed the hearing .
It was moved by Councilman Galinson , seconded by Councilman
Thiel , to defer this matter to March 30 , 1971 at 8 : 00 p . m . The !
motion carried 5 - 0 . ( Councilman Heltzer arrived . )

proposed alley paving .
There being no one else present interested in this matter , Mayor
Howard declared the hearl. ng closed .
It was moved by Councilman Fleetham , seconded by Councilman
Thiel , to defer this matter to .1viarch 30 , 1971 . The motion carried
5 - 0 .

It was moved by Councilman Thiel , seconded by Councilman
Galinson , to waive reading and adopt Resolution No . 4184 entitled ,
" Resolution Ordering Improvement No , 70 - 40 Be Isbt Made . " The
motion carried 5 - 0 .

The City Manager reported that he is working on acquisition
of land from Golden Vall - adj
Valle -up acent to Westwood Hills Park .
2 . Police - Fire Consultant ' s Study
Councilman Galinson moved that Ernst & Ernst be employed
to do the study at a cost not to exceed $ 18 , 150 . Councilman
Heltzer seconded and the motion carried 5 - 0 .
3 . Nominations to League of Iviinr_ esota Municipalities positions -
Councilman Galinson moved that Council recommend William L.
Thibault be recommended to serve on the Technical Transportation
Advisory Committee . Councilman Thiel seconded and the
motion carried 5 - 0 .
