CALL TO ORDER The special meeting of the City Councwas called to order by Mayor il � Howard at 7 : 15 p • m • 2 . ROLL CALL The following Councilmen were present at roll call : Frank Howard Murray Galinson Frank Fleetham James Heltzer Also present were the City Manager , Assistant City Manager , City Attorney , Director of Finance , Director of Public Works , Assessor , Planning Director , and Director of Public Health . 3e NEW BUSINESS a . Discussion of the Position of Program Coordinator - Community Education Program It was moved by Councilman Fleetham , seconded by Councilman Galinson , that the job description for the Community Education Program Coordinat^r be amended to change the educational requirements to Bachelor ' s Degree required , Master ' s Degree preferred , and to change the e:cperience requirements to read Community Education Director experience preferred . The motion carried 4 to 0 , Councilmen Graves , Reynolds and Thiel absent . b . Resolution No . 4144 It was moved by Councilman Heltzer , seconded by Councilman Galinson , to waive reading and adopt Resolution No . 4144 entitled , "Resolution Supporting Bill to Require Hennepin County to Reimburse City for k Cost of Special Court Election " . The motion carried unanimously • c . Discussion of Ornamental Street Lighting Program Messrs . Andy Aronson Gene Kretchmer and Jim Delano NSP officials , were present to present to the Council a report from Northern States Power Company regarding underground ornamental street lighting for the City of St . Louis Park . P y Councilman Thiel arrived at 7 : 25 . m . Councilman Reynolds at 7 ' 30 P and Councilman Graves at 7 : 45 p . m , 34 Council Minutes , February 3 , 1971 Following a presentation showing types of lighting , spacing , costs , etc . , representatives of NSP answered questions regarding the program and presented the Council with formal reports on the subject . At 8 ; 30 p . m . , the Council ended discussion with the representatives and deferred action until 10 : 00 p . m . At that time , it was moved by Councilman Galinson that the mid - block lighting program be adopted with basic standard of lights spacing at 300 - foot intervals . The motion failed for a lack of second . It was moved by Councilman Heltzer , seconded by Councilman Reynolds , that the mid - block lighting program be instituted with a 200 - foot spacing guideline with exact spacing to be determined by the staff on a per project basis . The motion failed 5 to 2 , Councilmen He ltzer and Reynolds voting yea . It was moved by Councilman Galinson , seconded by Councilman Reynolds , that the mid - block lighting program be initiated with the distance between lights to be determined by staff , with the approval of the Council , on a per project area basis . The motion passed 6 to 1 , Councilman Thiel voting nay . The Council requested that the City Manager provide the Council with a report on alternatives of financing the ornamental and underground street lighting program . d . Discussion with State Legislators Senator Kenneth Wolfe and Representatives Pete Petrafeso and Julian Hook were present to discuss with the Council items of mutual concern for the legislative session now in progress . The discussion began at 5 : 30 p . m . and covered a variety of subjects of interest to both the Council and the legislators . The legislators were given a list of items of concern to the City and they insured the Council that the list would be carefully reviewed by - themselves and their staff and that if bills or other lebislative action are necessary to accomplish the goals that they would be in contact with the staff to insure that the City would receive the proper representation . The discussion was concluded at 10 : 00 p . m . e . League of Ninnesota Municipalities Proposal on Pension Systems The Mayor indicated to the Council that he had received a letter with a draft resolution from the State League of Municipalities requesting the City ' s support of its proposal regarding amendments to the State Law on police - fire pension systems , 35 1971 Council Minutes , February 0 � Reynolds , seconded b was moved by Councilman Rey y After discussion , it �n ite a letter to the League that the 1`1ay ° r on pension systems . ADJOURDWENT On motion of Councilman Reynolds , seconded by Councilman Graves , the meeting was adjourned at 11 : 00 p . m . by a seven yea vote . ,.
