SPECIAL CITY COUNCIL MEETING
ST . LOUIS PARK , MINNESOTA
November 159 1971
A special meeting of the Cit Council was called to order by Mayor Howard
at 8 : 08 p . m .
Councilmen present were :
The adore Rudy
Frank Fleetham
James Heltzer
Leonard Thiel
Frank Howard
Also present were the Acting City Manager ,
City Attorney , Planning
Director , Director of Public Works , Police Chief , Fire Captain, and
Secretary .
Councilman Graves arrived at 9 : 30 p . m .
I Mr . John Bergan spoke to Council and those assembled for the meeting
urging their participation in promoting the benefit to be held for the families
of the firemen who lost their lives in the Pizza House fire .
The Mayor and Planning Commission Chairman explained the problem , the
reason for the public hearing , and their hopes that the in - put from the c1tizc -
in the neighborhood would result in a solution to the traffic problem in the
38th Street , Excelsior Boulevard , and France Avenue area .
Mr . Seymour Getzug , 3801 Kipling Avenue , addressed the Council explaining
his suggestion of blocking various streets in the area but suggested that for
reasons of neighborhood safety " no entrance " signs be placed instead of
permanently blockading the streets .
The Director of Public Works surnma � ized the traffic data which had been
compiled and described the various alternatives which have been suggested
as a possible solution to the traffic problem . The Planning Director described
an alternative which would require some recycling of the semaphores in the
area which would ultimately cause much of the traffic to take the longer
route because of time saved . This would , he felt , remove much of the
traffic from the residential streets in the neighborhood . This alternative
was favored by the Police Chief and Fire Captain because no access would
be eliminated and response time for police rescue and fire calls would not
be reduced
Councilman Rudy explained that Council would like to have citizens ' feelings
concerning sacrificing convenience , money , and public safety .

to discourage traffic .

Huntington Avenues and Mr . Ernie Griffith , 40th and Lynn Avenue , expressed
concern for the traffic problems in the neighborhood and offered various
possible solutions which they felt might be implemented .
�I Mrs . Lucille Swelin, principal of Susan Lindgren School , asked that Council
t , move very slowly and discourage traffic from the south and southwest . She
explained that approximately 400 children walk to school in that area and that
there are very few sidewalks and very few stop signs .
IThere being no one else wishing to speak , Mayor Howard closed this informal
hearing .
Councilman Rudy summed up the remarks of those in attendance and explained
that he felt there was no clear cut conclusion. It was moved by Councilman
RudY, seconded by Councilman Thiel , that a citizens committee be formed ,
chaired by the Planning Commission Chairman , and consisting of the Second
Ward Councilman , Planning Director , ^ -nd Director of Public Works to work
°n this problem , and that a report be r. -_ Pdto Council within two months .
The motion carried 6 - 0 . Mayor Howard asked that Councilman Thiel be in
charge of organizing this committee .

It was moved by Councilman Heltzer , seconded by Councilman Fleetham ,
to accept Associated Lithographers as the lowest responsible bidder for the
1972 Civic Calendar and Report in the amount of $ 5 , 439 . 50 . The motion
carried 5 - 0 . Councilman Thiel was out of the Chambers .
It was moved by Councilman Fleetham , seconded by Councilman Rudy , to
authorize services of Harry S . Johnson Land Surveyors , Inc . for extension
of Louisiana A-renue from West 32nd S reet to Oxford Str : et in amount not to
exceed $ 1 , 500 . The motion carried 5 0 . Councilman Graves was out of the
Chambers .
On motion of Councilman Rudy , seconded by Councilman Heltzer , the meeting
was adjourned at 10 : 30 p . m . by a six yea vote .
