( C ) REQUEST OF EARL WILSON as WEST SUBURBAN BUILDERS - RELATIVE TO LOT 15 , BLOCK 23 , PARK MANOR ADDITION Mr . Earl Wilson explained that he had purchased this 40 ft . lot in an R - 2 District and had been denied a building permit because of an ordinance passed in 1963 which had changed lot size requirements . He felt that since other houses in this block are constructed on 40 ft * lots he should be permitted to go ahead with his plans . He said that this was the way the land was originally platted even though the owner - ship had changed . It was moved by Councilman Heltzer , seconded by Councilman Thiel , to allow him to be granted a building permit . LOUIS PAR ORDINANCE CODE RELATING TO AMENDING FEES FOR OFF - SALE NON - INTOXICATING MALT LIQUOR LICENSES It was moved by Councilman Heltzer , seconded by Councilman Galinson , to waive first reading of proposed ordinance and set date for second reading November 15 , 1971 . The motion carried 5 - 0 . (c ) FIRST READING OF PROPOSED ORDINANCE AMENDING SECTION 5 : 107 OF ORDINANCE NO. 1152 OF THE ST . LOUIS PARK ORDINANCE CODE RELATING TO LOCKS IN MULTIPLE DWELLINGS BY ADDING SUBSECTION (d ) It was moved by Councilman Heltzer , seconded by Councilman Thiel , to waive first reading of proposed ordinance and stet date for second reading November 15 , 1971 . The motion carried 5 - 0 . (d ) RESOLUTION AUTHORIZING PLACEMENT OF TRAFFIC CONTROL SIGNS ( REQUESTED BY COUNCIL OCTOBER 18 , 1971 ) RESOLUTION NO . 4385 It was moved by Councilman Galinson , seconded by Councilman Heltzer , to waive reading and adopt Resolution No . 4385 entitled , " Resolution Authorizing Placement of Stop and Yield Signs for Traffic Control and Repealing Resolution Nos . 3953 and 4017 . " The motion carried 5 - 0 . (f ) RESOLUTION AUTHORIZING PLACEMENT OF TRAFFIC CONTROL SIGNS REGULATING PARKING - WEST 36TH STREET AND AQUILA AVENUE ( REQUESTED BY COUNCILIViAN HELTZER ) RESOLUTION NO, 4386 It was moved by Councilman Heltzer , seconded by Councilman Fleetham , to waive reading and adopt Resolution No . 4386 entitled , " Resolution Authorizing Placement of Traffic Control Signs Regulating Parking , " designating the area as a loading zone . The motion carried 5 - 0 . (b ) REPORT REQUESTED BY COUNCIL RELATIVE TO INTERPRETATION OF CAR WASH USE Councilman Galinson suggested that a stringent car wash ordinance be brought to Council for consideration as soon as possible . It was moved by Councilman Galinson , seconded by Councilman Thiel , that this matter be referred to the Planning Commission for their advice and recommendation .
