CALL TO ORDER A regular meeting of the City Council was called to order by Mayor Howard at 8 : 05 p . m . 2 . INVOCATION Invocation was given by Rev . Bennett Brudevold of the Aldersgate Methodist Church . 3 . ROLL CALL The following Councilmen were present at roll call : Frank Fleetham Murray Galinson Richard Graves Robert Reynolds Leonard Thiel Frank Howard Also present were the City Manager , Assistant City Manager , City Attorney , Director of Finance , City Engineer , Planning Director , and Secretary Councilman Heltzer arrived at 8 : 22 p . m . Chief of Police , Clyde Sorensen , introduced the Police Explorer Scouts and their leaders , Robert Linell and Chester Grooms . He explained some of their goals and accomplishments . Mayor Howard commended them for the fine work they are doing for the community . 4 . MINUTES On motion of Councilman Fleetham , seconded by Councilman Galinson , the minutes of the regular meeting held December 21 , 1970 , were approved by a six yea vote , changing name of contractor , page 297 , Item 9 ( d ) to Henry Mikkelson, 5 . PUBLIC HEARINGS None 6 . PETITIONS , REQUESTS , AND COMMUNICATIONS None 1 Council Minutes , January 4 , 1971 7 . RESOLUTIONS AND ORDINANCES ( a ) SECOND READING OF PROPOSED ORDINANCE AMENDING THE IT ST . LOUIS PARK ORDINANCE CODE IN SUBDIVISIONS I , 2 AND 3 OF SECTION 1 : 124 ENTITLED " PLANNING COMIviISSION MENtBER _ ShiIP AND TERMS " RELATING TO MEMBERS AND THEIR APPOINT - MENT TO THE PLANNING COM ASSION Mrs . Arthur Ingersoll , Planning Commission Chairman , was present urging Council not to tamper with the present structure of the Planning Commission since they are accomplishing much in the field of long range planning , are a cohesive group , and are representative cross - section of the community . ORDINANCE NO, 1131 It was moved by Councilman Galinson , seconded by Councilman Graves , to waive reading and adopt Subdivision 3 relating to school' board members of the Planning Commission . The motion carried 7 - 0 . Councilman Fleetham moved to approve Subdivisions 1 and 2 , and f Section 2 , Councilman Reynolds seconded and asked that the question be divided . Vote on Subdivision 1 lost 3 - 4 , Councilmen Galinson , Graves , Heltzer , and Reynolds voting nay. Votes on Subdivision 2 and Section 2 both lost with seven nays . Louis Park Ordinance Code in Sub - division 6 of Section 1 : 182 Entitled ' Membership of Commission and Terms ' , Relating to the Hurnan Rights Commission . " The motion carried 7 - 0 . ( d ) RESOLUTION DESIGNATING LEGAL NEWSPAPER FOR THE CALENDAR YEAR 1971 RESOLUTION NO, 4116 It was moved by Councilman Graves , seconded by Councilman Thiel , to waive reading and adopt Resolution No . 4116 entitled , . " Resolution Designating Legal Newspaper for the Calendar Year 1971 . " The motion carried 7 - 0 . 8 . REPORTS OF OFFICERS , BOARDS , AND COMMITTEES ( a ) TRAFFIC STUDY NO, 10 , BROOK LANE SOUTH OF BROOKSIDE AVENUE RESOLUTION NO , 4117 It was moved by Councilman Reynolds , seconded by Councilman Fleetham , to waive reading and adopt Resolution Authorizing Placement of Traffic Control Signs Regulating Parking ( east side of Brook Lane , 150 feet south of stop sign ) . The motion carried 6 - 1 , Mayor Howard voting nay , Mr . CLAIMS , APPROPRIATIONS , AND CONTRACT PA f1ViENTS ( a ) VERIFIED CLAIMS Councilman Fleetham. moved to delete payment to Bassett Creek r'lood Commission in amount of $4 , 383 . Councilman Reynolds seconded and the motion carried 7 - 0 . On motion of Councilman Thiel , seconded by Councilman Galinson , the lists of verified claims prepared by the Director of Finance and presented to the Council dated January 4 , 1971 in the total amounts of $ 5 , 806 . 77 for payroll , and $ 69 , 286 . 67 for vendors were approved , and the City Manager , City Clerk , and City Treasurer were authorized to issue checks covering same by a seven yea vote . 13 .
