LOUIS pARit _ VILLAGE OF GOLDEN 1 VALLEY September 16 , 1971 ' The meeting was called to order at 7 : 50 p • m • by Mayor Frank Howard . The following members were present : St . Louis Park : Frani; Fleetham Frank Howard Theodore Rudy Leonard Thiel Murray Galinson Richard Graves arrived at 8 : 53 p . m . Also present were City Manager , Planning Commission Chairman and Acting Secretary Golden Valley : Cliff Teresi Roger Ulstad Robert Hoover Richard Paulson Also present were Village Manager , Barkley Omans ; Village Engineer , Lowell Odlande and Village Safety Director , David Dworsky l . Traffic problems in the area bounded Hi hwageneral onytheCedar Lake Road on the south , Highway 100 on the Highway north and France Avenue on the east . Mayor Teresi indicated that the Village of Golden Valley has no formal objection to the apartment complex being constructed at Natchez Avenue and Cedar Lake Road in St . Louis Park ; however , there is a concern for traffic circulation in the area . After considerable discussion of traffic problems and alternatives for the area , it was decided that the staff of both municipalities should set up a meeting with the mayors of the two communities , the representative from the County Highway Department , representatives from Prudential InsuranCe Company to discuss possible right - of -way locations for the extension of Cedar Lake Road to France Avenue (Phase I ) and future extension from France Avenue to Glenwood Parkway (Phase II ) . The report will include estimated costs , locations , etc . for the extension . Richard Craves arrived at this time . In addition it was requested that the report include recommendations for "NO Right Turn " off Highway 100 (northbound ) at West 16th Street with Possible curvilinear designed streets that match the old Cedar Lake Road for traffic control purposes . It was suggested that perhaps J resolution be prepared supporting the St . Louis Pcrforrthect ' ect Village Council of Golden Valley indicated support proJ and stated its willingness to adopt such a resolution . In addition , Golden Valley officials indicated that they would cooperate in every way possible to assure the City of St . Louis Parkreceived support for this project from potential development . 4 . A brief discussion was held regarding the Bassetts Creek Watershed District , its past and future and it was decided that no action could be taken by the Council at this time regarding the subject .
