HomeMy WebLinkAbout1971/06/28 - ADMIN - Minutes - City Council - Joint MINUTES JOINT CITY COUNCIL MEETING WITH HOUSING AND REDEVELOPMENT AUTHORITY JUNE 283 1971 The joint meeting of the City Council and Housing and Redevelopment Authority was called to order by Mayor Frank Howard at 8 : 30 p . m . The following Councilmen were present : Frank F _ . � ethar; Murray Galinson Richard Graves James Heltzer Robert Reynolds Leonard Thiel Frank Howard Housing and Redevelopment Authority members present were : Roger Israel Jane Tschida Phyllis Watson Joe Wright Also present were the City Manager , Assistant City Manager , Director of Planning , Supervisor of Protective Inspection , and Acting Secretary . Louisiana Avenue Extension It was moved by Councilman Reynolds , seconded by Councilman Graves that the City Council accept the conditions outlined in the June 25 , 1971 letter from Earl Dresser. , Executive Vice -President addressed to the City Manager indicating the Board or Governor ' s willingness to work toward the objectives of Item 9 of the "Memorandum off Agreement " dated June 3 , 1970 and that the certificate of occupancy for the new addition be granted pending acceptance by the Building Inspection Department . The motion was carried by a 6 - 0 vote ( Councilman Galinson absent ) . Housing Program The Planning Director provided a summary of the provisions of the draft housing program for 1971 - 72 , as introduced to the City Council . In addition , he provided a clarification of the "eight points " of the housing program . Councilman Thiel indicated that he favored the proposed leasing arrangement in Poo 11" six " of the program , but that his priority was for establishment Of housing for elderly near the Wolfe Park site in St . Louis Park . Mrs * Watson stated that she favored a more strict code enforcement program 8utilizing grants and loans for correctional assistance wherever possible . aYor Howard indicated that there is a great deal of public resistance to Ysous * code enforcement even though it is apparent that the Department of Housing and Urban Development (HUD ) feels the City is not progressing 195 Joint City Council June 28 , 1971 Council Minutes , quickly enough in its code enforcement program . The City Manager explained that HUD apparently wants move widespread code enforcement without regard for present City assistance to homeowners in correcting code deficiencies through regular follow - up procedures and that there apparently exists a g between the City and the difference in code enforcement philosophy Department of Housing and Urban Development . He further explained that �� arently desires , it would require three to establish the program as HUD ar . additional full - time inspectors , The Supervisor of Protective Inspection explained that following up on door - to - door inspections sloxis the program considerably and suggested the use of Occupancy Permits wherein premises would be inspected when ownership or possession changes and a permit required prior to occupancy by owner or tenant , He further explained that code enforcement inspections presently take from ten minutes to two hours - - dependent upon conditions . Mr . Israel suggested that perhaps St . Louis Park should concentrate on "walk through " inspections as has been done in Minneapolis . Councilman Graves moved that two ordinances be prepared : ( 1 ) establishing occupancy permit provisions for apartment units and for single family dwelling units when possession or ownership is altered and ( 2 ) that apartment dwellings be licensed annually to ensure code enforcement compliance . The motion was seconded by Councilman Reynolds and carried by a 7 to 0 vote . Mr . Wright expressed the need to disperse low income families throughout the City . He explained that severe limitations on income and property ownership for eligibility to elderly housing program causes significant problems for St . Louis Park residents . Mrs . Tschida indicated that the HRA is planning middle income housing for the elderly and Mrs . Watson expressed an interest in mixing income levels in the housing units . Mrs * Watson also indicated that leasing is a way to begin the program and Mayor Howard agreed and stated that he anticipated problems with HUD if a high priority on low income housing were not established , It was moved by Councilmar_ Thiel , , econded by Councilman Graves that the Council approve the 197172 Housir. � rooYan, as submitted by the Housing and Redevelopment Authority . The motion was carried by a 7 to 0 vote . Mr . Israel stated that the housing field was terribly complex and made more so by the need to establish programs for alleviation of the moderate income housing crisis , The meeting was adjourned at 10 : 40 p . m , anc J .
