SPECIAL MEETING OF THE i I TAOUNCIL
ST . LOUIS PARK , PTI
September 28 , 1970
A special meetin; of the City Council was called to order by Mayor Frank
Howard at 8 : 20 p . m .
The following Councilmen were present :
Frani: Fleetham
Hurray Galinson
Richard Graves
James Heltzer
Leonard Thiel
Frank Howard
Councilman Reynolds arrived at 9 : 40 p . m . Also present were the City
Manager , Assistant City Manager , Director of Finance , City Assessor
and Acting Secretary .
Request for Sidewalks an Mayor Howard stated that representatives of the
Susan Lindgren P . T . A . had requested City consideration for sidewalks on
Quentin Avenue between 41st Street and Wooddale Avenue . Councilman Fleetham
added that he would like to see completion of the sidewalk network on the
south side of Minnetonka Boulevard between Florida and Georgia Avenues .
Councilman Galinson moved to authorize staff preparation of preliminary
engineering reports for sidewalks on Quentin Avenue between 41st and
Wooddale Avenue and on Minnetonka Boulevard between Florida and Georgia
Avenues . Motion was seconded by Councilman Fleetham and carried by a
5 - 0 vote . The City Manager was directed to contact school authorities
to solicit their aid in preparing an over - all sidewalk system for the
City to serve not only schools , but parks and other public areas as well as
along heavily traveled streets .
Water Rates - Councilman Galinson moved to defer second reading of proposed
ordinance amending the St . Louis Park Ordinance Code Section 1 : 801 ( a )
entitled "Water Ratest0 to October 5 , 1970 , riotion was seconded by
Councilman Fleetham and carried by a 5 - 0 vote .
Special Assessment Policy - Councilman Thiel moved that assessments for
sidewalk construction be assessed , in percentage of total cost , at 60%
to the abutting property owner and 20% to property owner on oppositeside
of the street with 20% to be financed from general funds . The motion was
seconded by Councilman Fleetham . Following a discussion of the possibilitY
of an area -wide assessment policy and the need for stricter enforcement
of sidewalk cleaning and repair ordinances , Councilman Thiel withdrew
his motion . Councilman Galinson then moved to adopt an area -wide assess -
ment policy for sidewalks with areas to be defined in a school , playground
pedestrian network and along major collector and thoroughfare streets .

ment No . 69 - 18 , Sidewalk Assessment (deferred from September 21 , 1970 ) .
man Graves moved to defer the sidewalk portion of the assessment
on this improvement until such time as a comprehensive sidewalk plan for
the Susan Lindgren school area is complete and approved by the City
Council . The motion was seconded by Councilman Thiel and carried 6 - 0 .
Storm Sewer Assessments - Councilman Thiel moved that staff prepare a
specified formula for storm sewer assessments of developable land area
listed under other zoning classifications in the present storm sewer
assessment policy . Following discussion the motion was withdrawn .
Pietropolitan Sewer Board Plans - Councilman Galinson moved to reject the
Metropolitan Sewer Board proposal dated September 2 , 1970 for construction
of sanitary sewer metering and recording facilities on West 39th Street
west of France Avenue . The motion was seconded by Councilman Graves and
carried unanimously . The Manager was directed to forward this action
to the officials of the Metropolitan Sewer Board .
Paving , Curb and Gutter Assessments - Councilman Fleetham moved that the
total construction costs for side streets paving , curb and gutter be
assessed at the rate of 30% for corner lots and 70% for interior lots
to mid - block . The motion was seconded by Councilman Thiel . The motion
was subsequently amended to read 25 % for corner lots and 75 % for interior
lots to mid - block and the motion failed by a 3 to 3 vote (Mayor Howard ,
Councilmen Heltzer and Graves voting nay ) .
Councilman Heltzer moved that corner lots be assessed at 20% of total
cost and interior lots share the remaining 50% to mid block . The motion
was seconded by Councilman Graves and failed by a 3 to 3 vote (Councilmen
Galinson , Fleetham and Thiel voting nay) .
Councilman Fleetham moved corner lot assessments of 30% and interior lot
assessments of 7070 . The motion was seconded by Councilman Galinson but
failed by a 3 to 3 vote (Mayor Howard , Councilmen Heltzer and Graves voting
nay ) ,
Councilman Galinson then moved corner lot assessments be 25% of construction
cost and interior lot assessments be 75700 The motion was seconded by
Councilman Graves and carried by a 5 to 1 vote (Councilman Heltzer voting
nay ) ,
Councilman Thiel moved staff preparation of a report on feasibility of
increasing frontage street assessentns from the present $ 5 . 00 per
front foot . The motion failed for a lack of a second . Councilman

Galinson moved to set a maximum amount of $ 10 . 00 peravinnt curb and
paving , curb and gutter assessments in areas where p g ,
gutter or storm sewer improvements have not been ordered . The motion
was seconded by Councilman Heltzer but failed 3 - 3 with Councilmen
Graves , Heltzer and Fleetham voting nay . Councilman Thiel was absent .

Councilman Heltzer moved to continue the present policy of street
assessments at $ 3 . 00 per front foot . The motion was seconded by
Councilman Graves and carried by a 5 - 1 vote with Councilman Fleetham
voting nay .
Adjournment
On motion of Councilman Graves , seconded by Councilman Reynolds , the
meeting was adjourned at 10 : 10 p . m . by a 6 yea vote .
