LOUIS PARR , MINNESOTA September 12 , 1970 A Special meeting of the City Council was called to order by Mayor Howard at 9 ; 20 a . m . to review the proposed City budget for 1971 . The following Councilmen were present : Frani: F leetham Murray Galinson Richard Graves James Heltzer Leonard Thiel Frank Howard Councilman Reynolds arrived at 9 : 50 a . m . Also present were the City Manager , Assistant City Manager , Director of Finance , City Accountant and Acting Secretary . City Manager ' s Budget Message - Following a discussion of the budbet message , Alayor Howard indicated the Council consensus to provide consideration of problems and programs enumerated within the message throughout the 1971 budget year , as circumstances warranted . Hayor and Council - Councilman Heltzer moved to place a $ 100 limit per Councilman per year on communications for Mayor and Council ( 101 - 4010 - 1300 ) . The motion was seconded by Councilman Thiel and carried by a 6 to 0 vote . Councilman Thiel requested staff preparation of a tabulation on expenditures in the communications account for Mayor and Council . The motion was seconded by Councilman Heltzer and carried 6 - 1 , Councilman Reynolds voting nay . Legal - Councilman Heltzer moved to delete $ 5 , 000 from professional and consulting services special legal assistance ( 101 - 4060 - 1130 ) . The motion was seconded by Councilman n, but failed by a 3 to ' vote , Councilmen lJA � o Heltzer , eynelds- and Mayor Howard voting yea . q Planning and Zoning - Councilman Heltzer moved to reduce travel - conferences - schools ( 101 - 4080 - 1322 ) to $ 1 , 000 . The motion was seconded by Councilman Galinson and carried 4 - 3 , Councilmen Reynolds , Fleetham, and Ilayor Howard voting nay . Police Protection - Councilman Heltzer moved to delete additional police lieutenant and Clerk III from personal services ( 101 - 4110 - 1110 ) . The motion was seconded by Councilman Thiel but failed by a 3 to 4 vote , Councilmen Heltzer , Thiel and Mayor Howard voting yea . Councilman Thiel moved to reduce overtime of regular employees ( 1110 ) to $ 10 , 000 , and to eliminate salaries - temporary employees ( 1120 ) at $ 3 , 000 . The motion was seconded by Councilman Fleetham . The vote on the reduction of overtime was 5 - 2 . The vote on the motion to eliminate temporary employees was 7 - 0 . Councilman Fleetham moved to add $ 3 , 500 to capital outlay ( 1520 ) for jail monitoring system TV . The motion was seconded by Councilman Reynolds but failed by a 2 to 5 vote , Councilmen Fleetham and Reynolds voting yea . f Councilman Heltzer moved to eliminate the proposed jail monitoring system from the capital outlay ( 1520 ) at $ 500 . The motion was seconded by Councilman Reynolds and failed by a 2 to 5 vote . Councilman Heltzer moved to eliminate the dictating machines at $ 660 from the capital outlay . The motion was seconded by Councilman Graves and failed by a 2 to 5 vote . Councilman Thiel moved to eliminate one of the dictating machines at $ 330 . The motion was seconded by Councilman Heltzer and failed by a 3 to 4 vote . Council - man Heltzer moved to eliminate the portable dictating equipment at $ 240 . The notion was seconded by Councilman Graves and passed by a 4 to 3 vote . Protective Inspection - Councilman Heltzer moved to delete the three panel map rack from capital outlay by Councilman Graves and carriedby at $ 395 . ( 10 1 - 4210 - 1520 ) at $ 1 , 220 . Counc �. lman Galinson and carried 4 The motion was seconded by Graves voting nay . 3 � Councilmen Reynolds , Fleetham , and Councilman Heltzer moved to delete the planning file from capital outlay at $ 350 . The motion was seconded by Councilman Graves but failed by a 3 to 4 vote , Councilmen Heltzer and Graves and Mayor Howard voting yea . Councilman Heltzer moved to authorize the City Manager to include portable radios at $ 1 , 200 in construction contracts if he felt they were needed to better supervise projects . The motion was seconded by Councilman Graves and carried by a 7 to 0 vote . Street Maintenance - Councilman Heltzer moved to split am ent tire front end loader ( 101 - 4220 - 1530 ) of $ 31 , 000 to $ 16 ,000 for1971fproposedor r budget and $ 15 , 000 for 1972 budget . The motionwas seconded by Councilman Graves g but failed by a 3 to 4 vote , Councilmen Heltzer , Graves and Mayor Howard voting yea . Snow and Ice Removal - Councilman Galinson moved to authorize the City Manager to encourage substitution of sand for salt whenever possible for snow and ice removal . The motion was seconded by Councilman Heltzer and carried by a 5 11 /10 to 2 vote , Councilmen Reynolds and Fleetham voting nay . o � Street Lighting - Councilman Galinson moved to delete $ 25 , 000 from capital outlay ( 101 - 4260 - 1540 ) for 21 mercury vapor lighting units for Texas Avenue . The motion was seconded by Councilman Reynolds but was defeated by a 2 to 5 vote , Councilman Galinson and Mayor Howard voting uay , Health - Regulation and Inspection - Councilman Galinson moved to delete the noise monitoring equipment at $ 52110 from capital outlay ( 101 - 4430 - 1520 ) . The motion was seconded by Councilman Heltzer and carried 6 - 1 , Councilman Reynolds voting nay . Councilman Heltzer moved to eliminate the office dictator and transcribing equipment at $495 from capital outlay . The notion was seconded by Mayor Howard and failed by a 1 to 6 vote , Councilman Heltzer voting yea . Plursing Services - Councilman Heltzer moved to reduce appropriations for Nursing Services Subsistence of Persons ( 101 - 4450 - 1327 ) by $ 340 to correspond with 1970 census estimate of city population . Motion was seconded by 7b Councilman Galinson and carried by a 7 - 0 vote . � I Human Ri hts - Councilman Thiel moved that $ 12 , 000 be deleted from personal , ° � services for human rights director ( 101 - 4075 - 1130 ) . The motion was seconded by Councilman Reynolds but failed by a 3 to 4 vote , Councilmen Thiel , Reynolds and Fleetham voting yea . Councilman Fleeth m moved to delete or to decrease by $6 , 000 the amount for Human Rights9VjY" The motion was seconded by Councilman Graves . Councilman Heltzer then moved to amend this amount to $ 3 , 000 . This motion was seconded by Councilman Galinson . Following further discussion , Councilman Galinson moved to amend the amended motion to specify that the consultant budget be $ 12 , 000 and for consulting services only . r. 192 Special Council 111nutes , September 12 , 1970 Mayor Howard ruled out the sp ecOf * cation for consulting services only as tray to the original motion . Councilman Heltzer moved to eliminate the partition for Engineering Department at $ 900 from capital outlay . The motion was seconded by Councilman Galinson but failed by a 3 to 4 vote , Councilmen Heltzer , Galinson and Graves voting nay . Councilman Heltzer moved to eliminate from personal services regular employees ( 1100 ) salary for additional one - half building maintenanceman at $ 3 , 369 . The motion was seconded by Councilman Galinson and carried 4 - 3 , Councilmen Fleetham , Graves and Reynolds voting nay . Councilman Galinson moved to increase salaries for temporary employees ( 1120 ) from $ 1 , 000 to $ 3 , 500 . The motion was seconded by Councilman Reynolds but failed 3 - 4 , Councilmen Galinson , Reynolds and Fleetham voting yea . Councilman Heltzer moved to delete carpeting at $ 9 , 000 from capital outlay . The motion failed for a lack of a second . Councilman Heltzer moved to delete paper shredder from machinery and automotive equipment in capital outlay at $ 350 . The motion was seconded by Councilman Galinson but failed 3 to 4 , Councilmen Heltzer , Galinson and Mayor Howard voting yea . Animal Control - Councilman Galinson moved to decrease other contractual services ( 101 - 4160 - 1349 ) from $ 8 , 586 to $ 31, 020 . The motion was seconded by Councilman Heltzer but failed by a 2 to 5 vote , Councilman Galinson and Playor Howard voting, yea . Unallocated General E::pense - Councilman Heltzer moved to decrease emergency appropriation (4975 ) from $ 150 , 000 to $ 125 , 000 . The motion was seconded by Councilman Thiel but failed 3 - 4 ) Councilmen Heltzer , Thiel and Galinson voting yea . General Fund Transfers - Councilman Heltzer moved that staff develop an assessment policy for charging costs on street maintenance to affected property owner s . Councilman Galinson moved to authorize staff to hire a consultant for planning of Westwood Hiiis Nature Center . Councilman Heltzer seconded the motion which carried 7 - 0 . Councilman Thiel moved that staff prepare a report on the number of outdoor ice rinks needed within the City as a result of construction of the indoor ice arena , and that the Paiks and Recreation give some consideration to this matter . Motion was seconded by Councilman Galinson and carried 7 on 0 . Councilman Fleetham m017ed that staff contact the City of Golden Valley for purposes of planning a joint park facility in the area north of and abutting Westwood Hills Park and that the Parks and Recreation Commission consider the proposal . The motion was seconded by Councilman Thiel and carried 7 an 0 . Councilman Fleetham then asked that the Parks and Recreation Commission consider reviewing the area in the vicinity or between Minnetonka Boulevard CP and Webster and Highway 7 and the football field area for consideration of Possible recreation facilities needed . Park Improvement Funds - ( 3034706 ) - Councilman Galinson moved that staff contact the City of Minnetonka fog purposes of requesting improvements of Fo.d Road Part: in conjuncts on with St . .Louis Park: deveILopnents in that area . The motion was seconded by Councilman Heltzer and carried 7 - 0 . Water Utility Fund we Councilman Reynolds moved to atithorize staff preparation Of an ordinance iticj-easing water utility sates from 20t,% per 100 cubic feet to 28o % per 100 cubic feet , includi►id commercial rates , with declining rate scale to be increased proportionately , with such changes to take effect January 1 , 1971 .
