CALL TO ORDER r A regular meeting of the City Council was called to order by Mayor Howard at 8 : 06 p . m . 2 . INVOCATION Invocation was given by Rev . Everett Tande of the Ascension Lutheran Church . 3 . ROLL CALL The following Councilmen were present at roll call : Frank Fleetham Murray Galinson James Heltzer Robert Reynolds Frank Howard Also present were the City Manager , Assistant City Manager , City Attorney , Planning Director , Parks and Recreation Director , and Secretary . Councilman Graves arrived at 8 : 09 and Councilman Thiel at 8 : 12 p . m . 4 . MINUTES On motion of Councilman Fleetham , seconded by Councilman Galinson , the minutes of the special meeting held August 12 , 1970 and regular meeting held August 17 , 1970 , were approved by a six yea vote . 5 . PUBLIC HEARINGS ( a ) PROPOSED VACATION OF UTILITY EASEMENT - ASTLEFORD PARK Mayor Howard opened the hearing . Mr . Robert Ehrenberg , representing owner of the property , said that the vacation was proposed to make lots more saleable and that another utility easement would be dedicated . There being no one else present to speak on this matter , Mayor Howard closed the hearing . 175 C,ouncil Minutes , August 31 , 1970 5 , ( a ) It was moved by Councilman Fleetham , seconded by Councilman Reynolds , to waive first reading of proposed ordinance and set date for second reading September 8 , 1970 . Motion carried 7 - 0 . Mr . Ehrenberg presented a Foreign Exchange Student , Mr . Biorklund of Sweden to the Council . 6 . PETITIONS , REQUESTS , AND COMMUNICATIONS ( a ) APPLICATION FOR OFF SALE NON - INTOXICATING MALT LIQUOR LICENSE - PDQ FOOD STORE , 4611 EXCELSIOR BOULEVARD It was moved by Councilman Reynolds , seconded by Councilman Galinson , to set date for public hearing September 21 , 1970 . The motion carried 7 - 0 . (b ) APPLICATION OF LINCOLN DEL WEST FOR TRANSFER OF STOCK It was moved by Councilman Grave s , seconded by Councilman Galinson , to set date for public hearing September 21 , 1970 . The motion carried 7 - 0 . (c ) REQUEST OF CENSUS BUREAU TO RESCIND OBJECTION TO CENSUS FIGURES FOR 1970 . Mrs . Janet Hyde of the Census Bureau urged Council to accept the 1970 census figures since the Bureau felt no error had been made . Councilman Galinson moved to rescind Resolution No . 3988 adopted June 29 , 1970 . Councilman Thiel seconded and the motion carried 7 - 0 . 7 . RESOLUTION NO . 4011 It was moved by Councilman Reynolds , seconded by Councilman Graves , to waive reading and adopt Resolution No . 4011 entitled , " Resolution Declaring Cost to be Assessed and Order:ng Preparation of Proposed u s e s sment . (b ) REPORT OF FIRE LANE STUDY - PARK TOWERS APARTMENTS , 4800 - 10 - 20 HIGHWAY NO . 7 RESOLUTION NO. 4014 It was moved by Councilman Galinson , seconded by Councilman Graves , to waive reading and adopt Resolution No . 4014 entitled , Resolution Authorizing Placement of Traffic Control Signs Establishing Fire Lanes . " The motion carried 7 - 0 . (c ) REPORT OF PLANNING COMMISSION CONCERNING EXTENSION OF FLAG AVENUE AND REPORT OF PUBLIC WORKS AND ASSESSMENT REPORT WITH RESPECT TO IMPROVEMENT NOS . 70 - 24 AND 70 - 24A Councilman Heltzer moved to accept the recommendation of the Planning Commission ,on , placing Flag Avenue extension on the Thoroughfare Plan. Councilman Thiel seconded and the motion carried 7 - 0 . RESOLUTION NO, 4015 It was moved by Councilman Heltzer , seconded by Councilman Th1el , to waive reading and adopt Resolution No . 4015 entitled , " Resolution Calling Public Hearing on Improvement No . 70 - 24 . " The motion carried 7 - 0 . 177 Council Minutes , August 31 , 1970 8 . ( c ) RESOLUTION NO. 4019 It was moved by Councilman Heltzer , seconded by Councilman Thiel , to waive reading and adopt Resolution No . 4019 entitled , " Resolution Calling Public Hearing on Improvement No , 70 -&4A . 0 Hearing dates were set for September 21 , 1970 . ( d ) REPORT OF THE PLANNING COMMISSION RECOMMENDING APPROVAL OF THE 1970 WORKABLE PROGRAM ( CASE NO. 70 - 13 - UR ) Since the Planning Commission had requested to review the program in its final form , Councilman Heltzer moved to refer to the Planning Commission for final approval . Councilman Galinson seconded the motion which carried 7 - 0 . ( e ) REPORT OF THE PLANNING CO1vdv.LISSION ( CASE NO. 70 - 18 - CP. ) RECOMMENDING APPROVAL OF METROPOLITAN DEVELOPMENT GUIDE - - POLICIES , SYSTEMS PLAN PROGRAM. There being no objection , the report was ordered by the Mayor to be received for filing . (f ) REPORT RELATIVE TO AQUILA PARK LIGHTING The plans were displayed and explained by the Parks and Recreation Director . RESOLUTION NO. 4016 It was moved by Councilman Heltzer , seconded by Councilman Graves , to waive reading ani '. adopt Resolution No . 4016 entitled , " Resolution Approving Plans and Specifications and Authorizing Advertisement for Bids for Ballfield Lighting - Aquila Park . (1 ) REPORT OF THE PLANNING COMMISSION RECOMMENDING CENTRAL GARAGE SITE AS MARKER BEACON STATION REQUESTED BY THE METROPOLITAN AIRPORTS 3 OViISSION . TO BE LOCATED IN W OLFE PARK ( CASE NO . 70 RE ) Mr . Newell Nelson was present representing the Metropolitan Airports Commission , along with a technical advisor , Nir . Mathison of the FAA . Council informed the applicant that the Wolfe Park site could not be used and that the central garage could only serve as a temporary location . Messrs Nelson and Mathison urged approval of the central garage location even though they were aware of its temporary nature . After discussion , Councilman Heltzer moved to authorize granting of lease to the FAA to erect a marker beacon station on the city garage on an annual basis subject to their waiving their rights of condemna - tion . Councilman Graves seconded and the motion carried 7 - 0 . 9 . UNFINISHED BUSINESS ( a ) REPORT OF STOP SIGN STUDY - WEST 26TH STREET BETWLEN DAKOTA AND KENTUCKY AVENUES ( DEFERRED FROM AUGUST 17 ' 1970 ) . Mr . Robert Tonra , 2601 Georgia Avenue ; Mr . Keith Hoffer , 2609 Hampshire Avenue ; and Mr . Joseph Borer , 2601 Hampshire Avenue urged placement of stop signs at Dakota , Florida , and Hampshire Avenues . 179 Council Minutes , August 31 , 1970 9 .
