NEW BUSINESS (a ) REPORT OF EMPLOYEE APPOINTMENTS AND PROMOTIONS Councilman Thiel moved to consent and approve the following appointments and promotions : Lonnie Cooper promoted to Park Maintenanceman I , Thomas Anderson promoted to Meter Reader II , William Hornig appointed as Engineering Technician III , and Gregory Knutson appointed as Laborer II . Councilman Graves seconded and the motion carried 5 - 0 . (b ) LAND ACQUISITION REPORT It was moved by Councilman Fleetham , seconded by Councilman Thiel , to authorize City Manager to acquire at negotiated prices : Construction Easement , 3256 Blackstone Avenue , $ 50 ; strip of land between Gettysburg Avenue and County Road 18 , $ 500 ; and park land , Lot 38 , Block 9 , Thorpe Bros . Cedar Lake Heights Addition , $4 , 500 . The motion carried 5 - 0 . (c ) LAND ACQUISITION - DEED ACCEPTANCE Councilman Graves moved to accept deeds as follows and authorize City Clerk to file same for record : Bass Lake area deed dated July 30 , 1970 from Joseph E . Conroy , Sr . and Anne Conroy ; storm sewer easement dated June 8 , 1970 from Arnold G . Wassing and Mary Wassing ; and drainage and storm sewer and temporary construction easement dated June 15 , 1970 from Charles C . Areal and Mary Anne Arnao . Councilman Heltzer seconded and the motion carried 5 - 0 . (b ) NATIONAL CONFERENCE ON GOVERNMENT Councilman Thiel moved to approve the attendance of the Mayor and Assistant City Manager at the conference to be held in Portland , Oregon . Councilman Graves seconded and the motion carried 5 - 0 . (c ) WATER TOWER PAINTING CONTRACT - L. M . ANDERSON The City Manager informed Council that action had been taken to terminate the contract . Councilman Thiel moved to authorize the City Manager o ain currence to execute a contract wd Mayor ith General Coatings and oanaGGraves seconded from the bonding company to proceed . (d ) INDUSTRIAL ZONING Councilman Heltzer suggested that areas now zoned forindustry to assure be studied , since 50 % of this land is still undeveloped , that the land would be put to its best possible use . (e ) GARAGE - 2813 BRUNSWICK Mr . John J . Quinn , 2813 gsunswick , explained that because �d ' s back yard he was not permitted to b an easement across hi • dimensions and asked for help in�thi a garage of the desired Mayor and his Ward Councilman said ould matter .
