1 . CALL TO ORDER
A regular meeting of the City Council was called to order by Mayorg
Frank Howard at 8 : 07 p . m .
2 . INVOCATION
Invocation was given by Rev . Paul Obenauf of the Wooddale Lutheran
Church .
3 . ROLL CALL
The following Councilmen were present at roll call :
Frank Fleetham
Murray Galinson
Richard Graves

Also present were the Acting City Manager , City Attorney , Planning
Director , Acting Director of Public Works , Parks and Recreation
Director , Supervisor of Building and Zoning , Finance Director , City
Assessor , and Secretary . Councilman Reynolds arrived at 8 : 50 p . m .
4 . MINUTES
On motion of Coy-ncil.man Fleet ham , seconded by Councilman Thiel ,
the minutes of the regular meeting held June 29 , 1970 , were approved
by a six yea vote by amending Page 133 , Item 8 (c ) , add " and Ball Fields "
to the title .
5 . PUBLIC HEARINGS
( a ) APPLICATION FOR LICENSE TO SELL NON - INTOXICATING ALT
LIQUOR ON - SALE , PIZZA HUT , 5804 EXCELSIOR BOULEVARD
Mayor Howard opened the hearing .
Mr . Darwin Klockers , 720 North Star Center , representing the
applicant , presented a brief history PP of application for license ,
how it had been issued in 1968 , renewal denied in 1969 and now s
a new application for 1970 , He presented petitions signed by patr °n
of the establishment requesting that the application be approved .

5 . ( a ) Mr . Gene Rancone , 2192 Fairmount , also spoke for the applicant .
There being no one else present wishing to speak to this matter ,
Mayor Howard declared the hearing closed .
It was moved by Councilman Galinson , seconded by Councilman Heltzer ,
to approve issuance of the license . After discussion concerning
the possibility of traffic , par1dn ; , and neighboraood objections , the
motion lost 3 - 3 . ( Councilman Reynolds was not present ) . Because
Councilman Reynolds was expected to arrive , Councilman Heltzer moved
to reconsider . Councilman Galinson seconded and the motion carried 6 - 0 .
It was then moved by Councilman Heltzer , seconded by Councilman
Graves , to table the matter . The motion carried 6 - 0 .
When Councilman Reynolds arrived at 8 : 50 p . m . , Councilman Heltzer
moved to remove the matter from the table . Councilman Thiel seconded
and the motion carried 7 we 0 . Since , in the meantime Mr . Ablah , Pizza
Hut representative from Wichita had arrived , he was permitted to speak
in their behalf . He expressed an economic hardship being suffered by
the applicant due to operating without a beer license . He urged that
Pizza Hut be given an opportunity to sell beer and prove that it would
create no problems . When he was questioned about the drainage

problem of the parking lot on property of the immediate neighbor , he
indicated he had no knowledge of this but that it would be taken care
of right away .

Councilman Thiel moved to refer the matter to Planning Commission
for advice and recommendation. Councilman Reynolds seconded
and the motion carried 7 - 0 .
(b ) CENTRAL GARAGE ARCHITECTURAL CONTRACT
Mr . Joel Glotter , architect , appeared to explain to Council that
if they felt there was little likelihood that Phase 3 wouldbe built ,
it would be prudent not to draw that phase .
Councilman Galinson moved that Phase 3 be deleted and that PhaSe 10,
1 and Phase 2 be designed as alternates . Councilman Heltzer
seconded and the motion carried 7 - 0 .

The Acting City Manager explained that the grant had been approved
by the Federal Government and that the railroad had given the City
ten days to remove the depot from its present site . He said that
an extens ion of time would be requested and that the City would
proceed to move and relocate the depot .
Councilman Galin son suggested that interested people should
meet with the City Manager and begin some formal plans as to
what should be done first and what alternatives are available .
Councilman Thiel suggested that maybe one or two members of
Council should participate with the citizens . He volunteered , along
with Councilmen Galinson , Graves , and Fleetham .
( d ) LAND OFFERED BY SUNGATE CORPORATION
Councilman Fleetharri moved to reject offer of strip of land from
Sungate Corp . located in the vicinity of West 27th Street and
Alabama Avenue . Councilman Galinson seconded and the motion
carried 7 - 0 ,
W . NEW BUSINESS
( a ) YOUTH PROBLEM SOLVING AGENCY
Mr . Bud Larson , 5644 Sixteenth Avenue South , Minneapolis ,
spoke to Council concerning a corporation being formed which
had leased space at 5708 West 36th Street for the purpose of
helping youth , as well as their parents , with problems . He
said that he felt that money could be obtained for this project
through the Safe Streets Act but they would need a resolution
from a local government in order to receive this money .
After discussion , Councilman Heltzer moved that staff be directed
to meet with Mr . Larson and prepare report in regard to the facts
involved , along with a resolution to be acted upon if that is Council ' s
desire . Councilman Galinson seconded and the motion carried 7 - 0 .
