9 . UNFINISHED BUSINESS
(a ) RENEWAL OF CONTRACT - ENVIRONMENTAL RESEARCH
( REVISED M & C NO . 70 - 16 ) - DEFERRED FROM JUNE 229
1970 .
The City Sanitarian explained that the contract if renewed would
be half of last year ' s contract , with testing on a limited basis
to determine the results of the air pollution ordinance .
It was moved by Councilman Galinson , seconded by Councilman
Thiel , to authorize Mayor and City Manager to execute the contract.
(b ) APPOINTMENTS TO HOUSING AND REDEVELOPMENT AUTHORITY
( DEFERRED FROM JUNE 22 , 1970 .
Appointments were made and confirmed pursuant to provisions
of Municipal Housing and Redevelopment Act of State of Minnesota.
It was moved by Councilman Fleetham , seconded by Councilman

10 . NEW BUSINESS
( a ) APPOINTMENTS TO HUMAN RIGHTS COMMISSION
It was moved by Councilman Reynolds , seconded by Councilman
Graves , to reappoint Mr , Charles Wright and Mr . Sylvan
Friedman for a full three - year term . The motion carried
unanimously .
Councilman Fleetham moved to appoint Vernell Wabasha
for a full three - year term . Councilman Heltzer seconded
and the motion carried unanimously .
It was moved by Councilman Galinson , seconded by Councilman
Heltzer , to appoint Rufus Webster for a full three - year term •

(b ) REPORT OF CITY MANAGER ( M & C NO . 70 - 20 ) RELATIVE
TO SALE OF BONDS
Councilman Thiel moved to authorize issuance of $ 1 , 000 , 000
special assessment bonds and $ 2 , 500 , 000 general obligation
bonds , with 15 - year maturities ; engage firm to act as financial
consultant , Piper , Jaffray and Hopwood , on proposed sale ;
and to engage firm of Howard , LeFevere , Lefler , Hamilton

10 . (b ) and Pearson , to render the approving legal opinions . Council -
man Reynolds seconded and the motion carried unanimously .
It was suggested that the Mayor and a staff member should go
to New York to discuss the City ' s credit rating .
( c ) CENTRAL GARAGE
Councilman Fleetham moved that bids on central garage be
let for Phase 1 , Phase 1 and 2 , and Phase 1 , 2 , and 3 .
Councilman Reynolds seconded and the motion carried 7 - 0 .
(d ) LAND ACQUISITION
Councilman Reynolds moved to accept deed for storm sewer
easement and temporary construction easement from the
Minneapolis *-v Northfield and Southern Railroad , order it filed
by the City Clerk and authorize payment in, the amount of $4 , 000 .
Councilman Heltzer seconded and the motion carried 74 . 0
12 . CLAIMS , APPROPRIATIONS , AND CONTRACT PAYMENTS
( a ) VERIFIED CLAIMS
On motion of Councilman Heltzer , seconded by Councilman
Graves , the list of verified claims prepared by the Director
of Finance and presented to the Council dated June 29 , 1970 ,
for vendors was approved , and the City Manager , City Clerk ,
and City Treasurer were authorized to issue checks covering
same by a seven yea vote
