Mayor Howard opened the hearing . Andrew Hobart , 4327 Brook Lane , speaking for about eight of his neighbors , questioned the allocation of costs for the project . M The City Engineer explained that the estimated cost for the project is $ 20 , 000 which does not include any costs to acquire easements . The City Assessor indicated that at this estimated cost the assess - ment for each building site would be approximately $ 1 , 500 . ) Mr . Gene Loughlin , 4330 Brookside , asked if there would be ease - ments across his property . He was told that the project would end at the portion that is presently dedicated . Mr . Don Galloway , 4320 Brookside , inquired about the assessment to his property and was told that there is a possibility that his rear property line would be considered a buildable lot , but that this determination would be made at the assessment hearing . There being no one else present wishing to speak , Mayor Howard declared the hearing closed . RESOLUTION NO. 3970 It was moved by Councilman Reynolds , seconded by Couiicilman Gravest to waive reading and adopt Resolution No . 3970 entitled , " Resolution Ordering Improvement and Ordering Preparation of ' Plans Improvement No . 70 - 30 . " The motion carried 7 - 0 . Earl Wilson , representing West Suburban Builders , was present urging approval of his application . There beingno one else present interested in this matter , Mayor Howard declared the hearing closed . Councilman Galinson said that he agreed with the Planning report that " the requested zoning if granted could create an unstable degrading condition" . It was moved by Councilman Galinson , seconded by Councilman Fleetham , to deny the requested rezoning . The motion carried unanimously . (d ) PROPOSED ORDINANCE Ar%ENDING ORDINANCE NO • 730 PASSED DECEMBER 28 , 1950 , ENTITLED " ST • LOUIS PARK ZONING ORDINANCE " ADDING SUBDIVISION 5 TO SECTION 6 : 045 . 2 RELATING TO ENCROACHMENTS ON YARD SETBCK REQUIREMENTS , AS DESCRIBED iN NOTICE OF HEARING PUBLISHED JUNE 4 , 1970 , Mayor Howard opened the hearing . Councilmanto June 29 , 190► Heltzer moved to continue the hearing Councilman Graves seconded but after discussion Councan Heltzer withdrew his motion . There being no one present wishing to speak to this matter ' Mayor Howard declared the hearing closed . 119 Council Minutes , June 22 , 1970 5 . RESOLUTIONS AND ORDINANCES ( a ) RESOLUTION AUTHORIZING PLACEMENT OF TRAFFIC CONTROL SIGNS ESTABLISHING FIRE LANES RESOLUTION NO. 3973 It was moved by Councilman Reynolds , seconded by Councilman Galinson , to waive reading and adopt Resolution No * c9Control entitled , " Resolution Authorizing Placement of Tr Signs Establishing Fire Lanes . " The motion carried unanimously. Fire lanes were established at Knollwood Plaza and Methodist Hospital and Meadowbrook Medical Building . (b ) RESOLUTION STATING POLICY RELATING TO LIQUOR LICENSING AND SALES RESOLUTION NO. 3974 Councilman Galinson moved to amend resolution as presented Item 4 to indicate " The applicant may not hold any undisclosed interest in any other liquor establishment. Later disclosure of other holdings , however small , in other liquor establishments may be cause for revocation of the license . " Councilman Graves seconded the motion . It was moved by Councilman Fleetham , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3974 ( as amended ) , entitled , " Resolu - tion Stating Policy Relative to Liquor Licensing and Sales . ' The motion carried unanimously . Councilman Reynolds moved to authorize City Attorney to Prepare e , liquor ordinancette amendments as suggested by the Liquor COMM' Councilman Graves seconded and the motion carried 7 - 0 • Before any action or discussion of the liquor matter , Councilman Galinson stated that anyone who has objections to his entering the discussion should voice them and he would abstain . Pat Murphy of the State Highway Department was present to explain the plan and answer questions . RESOLUTION NO . 3975 It was moved by Councilman Galinson , seconded by Councilman Graves , to waive reading and adopt Resolution No . 3975 entitled , " Resolution Approving State Plans and Special Provisions for Improvement of Trunk Highway 100 from the South City Limits to West 41st Street . " The motion carried unanimously . ( e ) RESOLUTION AUTHORIZING COOPERATIVE AGF EMENUIS BETWEEN STATE OF MINNESOTA PARK , WEST FRONTAGE ROAD OF HIGHWAY 100 (STATE PROJECT 2734 - 18 ) . MISCELLANEOUS (a ) CONSIDERATION OF MAYOR = S APPOINTMENTS TO HOUSING AND REDEVELOPMENT AUTHORITY This matter was deferred for one week at the request of the Mayor . (b ) DAMAGE CLAIMS 1 . Sutherland & Associates , Inc . to perform the lighting work , including the engineering , plan preparation , bid letting , and inspection. (e ) SIDEWALK LOCATION Councilman Galinson moved to move the sidewalk location to the south side of the street from Texas to Xylon Avenue .
