1 . CALL TO ORDER }
.A regular meeting of the City Council Was called to order by Mayor
Howard at 8 : 30 pm ,
2 . INVOCATION
In the absence of a member of the Iviint sterial Association , Mayor
Howard gave the invocation . t
3 . ROLL CALL
The following Councilmen were present at roll call :
Frank Fleetham
Murray Galinson
Richard Graves
James Meltzer
Robert Reynolds
Leonard Thiel
Frank Howard
Also present were the City 1wanager , Assistant City Manager , City
Attorney , Planning Director , Acting Director of Public Works , and
Secretary .
4 . MINUTES
On motion of Councilman Galinson , seconded by Councilman Graves ,
the minutes of the regular meeting held April 27 , 1970 , were approved
by a seven yea vote with the folio• wing change : Add after " The motion
was seconded by Councilman Thiel and carried 6 - 0 . " in the next to
the last paragraph the sentence . . " Councilman Fleetham moved to waive
reading and adopt Resolution No . 3951 . Councilman Galinson seconded
and the motion carried 6 - 0 . " ( This change to be made on Page 84 ) .

( a ) SECOND READING OF PROPOSED ORDINANCE AMENDING THE
ORDINANCE CODE , SECTIONS 2 : 18 , 4 : 1 , 5 : 4 , AND 7 : 7
INCREASING PENALTIES
ORDINANCE NO. 1109
It was moved by Councilman Fleetham , seconded by Councilman
Reynolds , to waive second reading and adopt Ordinance No . 1109
entitled , " An Ordinance Amending the St . Louis Park Ordinance
Code Sections 2 : 18 , 4 : 10 5 : 4 and 7 : 7 Increasing Penalties . " The
motion carried 7 - 0 .
(b ) SECOND READING OF PROP0611ZiD ORDINANCE AMENDING
ORDINANCE CODE , SEC 'T' IONS 2 : 2305 AND 2 : 2306 RELATING
TO THE REGULATING AND LICENSING OF TAXICABS AND
TAXICAB DRIVERS
ORDINANCE NO. 1110
It was moved by Councilman Galinson , seconded by Councilman
Graves , to waive second readiag and adopt Ordinance No . 1110
entitled , " An Ordinance Relating to the Regulating and Licensing
of Taxicabs and Taxicab Drivers ; Amending Section 2 ; 2305 and
Section 2 : 2306 . " The motion carried 7 - 0 .
(c } RESOLUTION AUTHORIZING MAYOR AND CITY MANAGER TO
EXECUTE MAINTENANCE AGREEMENT WITH MINNESOTA
HIGHWAY DEPARTMENT .
RESOLUTION NO. 3954
It was moved by Councilman Neynolds , seconded by Councilman
Fleetham , to waive reading and adopt Resolution No . 3954 entitled ,
" Resolution Authorizing Mayor and City Manager to Execute
Maintenance Agreement with Minnesota Highway Department . "
The motion carried 7 - 0 .

AMENDMENT TO ALLOW THREE
HOSPITAL ( DEFERRED FROM APRIL 20 , 1970
The City Manager explained the proposed amendment to the
special permit and the intent of the Memorandum of Understanding •
Mr . Bob Huelster , chairman of the board of Iviethodist Hospital '
explained the goals of the hospital , their employment of a site
planner , and their feelings concerning the dedication for the
extension of Louisiana Avenue ,

9 . ( a ) Reynolds , to authorize execution of Memorandum of Understanding
as submitted by the City Manager , and to waive reading and adopt
Resolution No . 3955 entitled , " Resolution Amending Resolution
No . 3356 Granting Permit Under Sections 6 : 176 . 4 and 6 : 092 . 8
of the St . Louis Park Zoning Ordinance for Residential
Development Unit , Institutional Project and Offices , Methodist
Hospital and Medical Office Building . Councilman Galinson
moved to amend to include those items in the Memorandum of
Understanding from the hospital but deleting the word " substantially "
as it appears in Items 6 , 7 , and 9 . Councilman Heltzer seconded
the motion , but it was ruled by the Mayor to be contrary to the
original motion . Councilman Reynolds withdrew his second to the
original motion . Councilman Galinson then moved to waive reading
and adopt Resolution No . 3955 and authorize execution of Memo «
randum of Understanding with the exception of the deletion of the
word " substantially " in Items 6 , 7 , and 9 and adding after the
word " result " in Item 9 the following sentence : " Such planning
shall be acceptable and approved by the City Council and Planning
Commission prior to issuing a certificate of occupancy for the
new addition or prior to a new request for amendment to the
special permit on the subject site , whichever comes first * "
Councilman Heltzer seconded the motion which carried 7 - 0 .
(b ) STOP SIGN STUDY 0 WEST 16TH STREET AND PENNSYLVANIA
AVENUE., AND WEST 18TH STREET AND PENNSYLVANIA. AVENUE
( DEFERRED FROM MARCH, 2 , 1970 ) .
Since the apartments in this area still have low occupancy , this
matter was deferred until such time as more units are occupied
and traffic counts made .
10 . NEW BUSINESS
( a ) TABULATION OF BIDS - C NTRAL STORM SEWER ,
IMPROVEMENT NO. 66 - 17
It was moved by Councilman Heltzer , seconded by Councilman
Galinson , to defer this matter to the next Council meeting .
The motion carried 7 - 0 .

On motion of Councilman Fleetham , seconded by Councilman
Thiel the lists of verified claims prepared by the Director of
Finance and presented to the Council dated May 4297 *1970 in the

68 - 471 69 - 061 69 - 07 , and 69 - 052 Barbarossa & Sons , Inc .
$ 300* 748 . 50 .
On motion of Councilman Reynolds , seconded by Councilman
Heltzer , the above payment on contract work presented by the
City Engineer was approved , and the City Manager , City Clerk
and City Treasurer were authorized to issue a check for its
amount by a seven yea vote ,
13 . ADJOURNMENT
On motion of Councilman Reynolds ; seconded by Councilman Thiel ,
the meeting was adjourned at 10 : 05 p . m . by a seven yea vote *
